Headquartered in League City, TX, INEOS Olefins and Polymers USA is one of the largest producers of Olefins and Polyolefins in North America. Ineos produces high-density polyethylene and polypropylene from one of its manufacturing locations at Battleground Manufacturing Complex.
The O&P USA business includes the product lines Ethylene, Propylene, Butadiene, Polypropylene and Polyethylene. Manufacturing sites include Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (La Porte, TX), and Carson (Carson, CA), with a division office in League City, TX.
The Main Purpose of the Role:
The Planning and Scheduling Lead is responsible for ensuring approved Capital Turnaround projects in the business plan meet the established milestones of job plans completed and initial baseline schedule for total business interruption duration of approved scope 12 months out for a major turnaround and 9 months out for a medium, small turnaround.
This position has accountability, in keeping with the INEOS Responsible Care principles and ethics, for all aspects of the technical requirements for the approved scope of work, adhering to the structured turnaround planning and scheduling process as outlined in the O&P turnaround procedures and ensuring the completeness of the plans embodies the site’s safety and environmental requirements. The position is responsible for direct Ineos personnel and contractors management, cost control, and quality assurance of the job plans and execution schedule.
This position will embrace and promote the INEOS 20 safety principles.
Responsibilities AND Accountabilities
Accountability 1: Completed job plans of approved scope 12 months prior to major turnaround start and 9 months prior to medium, small turnarounds
- Ensure Scope Quantification Process is completed with all scope stakeholders for both base and incremental scope
- Visit job locations and perform quality assurance checks of planning and scheduling staff
- Develop execution strategy in conjunction with the Site Execution Lead that maximize safe/efficient/effective use of resources
Accountability 2: Oversee the development of the initial baseline execution schedule of the planned scope
- Develop the schedule basis document for approval by the TAR Manager
- Ensure HSE field execution requirements are imbedded in the job plans and execution schedule
- Incorporate tagged equipment, bulk materials and construction equipment on-site need dates requirements in the execution schedule
- Perform initial schedule optimization prior to the schedule baseline publication
Accountability 3: Support the scope and schedule change management process in conjunction with the Site Execution Lead starting with pre-turnaround field mobilization and throughout field execution
- Ensure execution organization adherence to the scope quantification process
- Coordinate with the turnaround Project Controls team to ensure costs and schedule impact are incorporated in the execution schedule
- Coordinate with the Turnaround Quality Assurance Lead to update turnover packages requirements prior to mechanical acceptance of completed work by contractors
Accountability 4: Ensure scope and schedule lessons learned are incorporated into the next turnaround base scope and schedule and support the Project Controls team to update Ineos O&P turnaround metrics database
- Summarize the impact of all the scope and schedule changes against the baseline
- Ensure changes to the base scope and schedule are captured for the next turnaround
- In conjunction with the Site Execution Lead, baseline scope of work for the next TAR and ensure execution schedule reflect the same
Skills & Knowledge Required
Education/Experience
- High school diploma required; 2-year or 4-year technical degree preferred
- Minimum 10 years in a refinery/chemicals maintenance, construction or turnaround environment
- Minimum 5 years in turnaround planning and scheduling roles, preferably in a lead function
Skills/Competencies
Technical Skills
- Ability to demonstrate strong working knowledge of process and personal safety and health practices applicable in the petrochemical industry. This includes energy isolation, lockout tagout, work permitting, confined space entry, working from heights, hazard communication, lifting and hoisting, incident reporting and investigation, and PSM.
- Ability to read P&IDs and equipment datasheets
- Be able to read and understand technical drawings and documentation associated with production equipment, vessels, tankage and other process equipment
- Familiarity of industrial static and rotating equipment inspection, maintenance, and repair techniques
- Familiarity of industrial I&E equipment inspection, maintenance, and repair techniques
- Working knowledge of safe rigging and lifting operations
- Demonstrated capabilities to assess work sequencing, optimize work planning, scheduling, and cost
- Knowledge and experience in TAR schedule optimization
Key Skills & Knowledge
- Proficient in the use of the turnaround planning (Workpak, Ei, others) and scheduling(P6) tools
- Knowledge of safety, maintenance, and operations management systems
- Working understanding of construction contracts types, terms and conditions, and administration
- Be able to communicate effectively both orally and written to all levels of the organizations within an operations, maintenance, and reliability/inspection departments in a chemicals manufacturing facility
- Ability to manage work priorities to deliver performance improvements and reliability in a demanding work environment
- Good analytical and organizational skills,
