INEOS Oxide is one of the most diverse, dynamic and successful businesses within INEOS, operating 4 manufacturing sites in Europe and North America. These are located at Antwerp, Belgium; Koln, Germany; Lavera, France; Plaquemine, US.  INEOS Oxide is one of the world’s leading producers of Ethylene Oxide (EO) and Ethylene Oxide Derivatives (EODs), producing a broad range of 200+ products spread across 4 key value chains – Ethylene Oxide; Propylene Oxide; Oxo-alcohols & Esters; ENB. The total EO production capacity is currently > 1 million mt and the total production capacity for the overall business is ~ 3.4 million mt. 

Ethylene oxide (EO) is an important building block for the preparation of a wide variety of EO derivatives (EODs), including various surfactants, as well as many other chemical intermediates including Ethylene Glycols, Glycol Ethers, Polyethylene Glycols and Ethanolamines.

INEOS Oxide has acquired a new site in Bayport (TX), US which will increase the total production capacity of the business to ~ 4.4 million mt. This acquisition has given INEOS Oxide business a true global footprint, in particular for the Ethylene Oxide value chain.

Purpose of the Job:

The Technical Services Steward is a key member of the INEOS Oxide Technical Services group, which is an integrated part of the US Commercial team.

This individual is responsible for managing all required aspects of International Trade Compliance and Customer Technical Support while also managing the quality aspects of new product development, terminals, and carrier management.

Internal Factors: 

  • Technical Services Manager- performance reporting, project updates
  • Commercial Manager- Project updates
  • Product Managers- Change management and project reporting
  • INEOS Oxide EU EOD Technical Services- global alignment/ best practice sharing
  • INEOS Oxide EU EOD Product Steward- global alignment/ best practice sharing
  • Sales Managers- customer requests and complaints
  • Customer Service Team (BCO)- customer requests and SAP QM issues
  • BCO Laboratory- Shelf life extensions, specification changes
  • Supply Chain-Terminal, Carrier and Imported product mgmt.

External Factors:

  • Changing regulatory environment and product classification in the USA and abroad. 
  • Product quality alignment globally
  • Bureau of Industry and Security- product classification and export issues
  • Freight Forwarders/ Brokers- product classification and government reporting
  • Terminals- SDSs, manual COAs, quality incidences
  • Carriers- prior cargo program mgmt.

Responsibilities and Accountabilities

Quality

  • Customer Responses: Surveys, standard letters
  • QM Investigation Coordination/ BCO
  • QM Investigation Coordination/ EOA
  • COA & Quality Module SAP Issues
  • Support for Quality Terminal Issues
  • Coordination of all investigations and responses related to customer complaints on quality/ service failures.
  • Quality evaluation and qualification of any new terminals/ transloading facilities.
  • Management of manual COA program for BCO products
  • New product/ specification development process- from request through setup and go live
  • Prior content program for BCO products
  • Marine Vessel prior cargo approvals
  • Raw material Specification mgmt.
  • Quality Critical Vendor Mgmt/Audit program
  • Evaluation and management of customer top load- residue agreements/requests
  • Issuance of Quality Shelf-Life extensions, where appropriate

Trade Compliance

  • FTA compliance evaluation & annual statement provision (USMCA/ Korus/ etc.) for BCO products
  • Annual TSCA statements provision to Brokers
  • Import/ export compliance training for relevant internal parties (customer service)
  • Monitoring and adjustment for changes to HTSUS codes
  • External customer waiver process mgmt. for BCO products
  • Issue any required self-disclosures to relevant Government agencies resulting
  • from self- identified failures in the ITC program.  Ensure a documented
  • investigation with corrective actions is completed, as required.
  • Review annually all relevant regulations related to the standard compliance

Technical Support & HSE

  • Participation/ leading risk reviews, incident investigations, MOCs related to regulatory or product changes and quality customer notifications.  (replaced the Risk review statement questioned above)
  • Management of Annual Customer facing standard compliance/ regulatory statements
  • Customer Surveys
  • SDS Updates/ Translations & Management- Publichem, Chemtrec, Customers, Terminals
  • Second on Chemtrec Contact List
  • Toxicology coordination with Europe
  • Management of all BCO product tags, sample labels

Skills/Competencies

Level of education & experience in general

  • Bachelors of Science in Chemical Engineering or Chemistry
  • 5+ years Trade compliance experience
  • 5+ years in the Chemical industry
  • Ideally, an understanding of Glycol Ether, Glycols, Glycol Acetate, and EO products and chemistry
  • Fluency in English

Technical Skills

  • Knowledgeable in the areas of
    • Free Trade Agreements
    • Import / Export Regulations
    • Manufacturing Capability assessment
    • SDS Creation and management
    • REACh
    • SAP
    • Minitab or equivalent
  • Strong personal and communication skills are required
  • Strong analytical analysis skills

ADA Physical requirements, visual acuity requirements and environmental conditions

While performing the duties of this job, the employee is regularly required to sit and perform tasks requiring repetitive use of hands.  The employee must occasionally walk, stand and travel by car, airplane or other means.   Exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Employee must have the ability to see written documents, computer screens, and to adjust focus.

Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction.   Ability to receive detailed information through oral communication and to make discriminations in sound.

Work Environment:  This job is performed mainly in a temperature controlled office environment.
