TECHNICAL PROCUREMENT SPECIALIST

INEOS is a global manufacturer of petrochemicals, speciality chemicals and oil products. It comprises 36 businesses each with a major chemical company heritage. Its production network spans 194 sites in 29 countries throughout the world.

INEOS Oligomers consists of a portfolio of products that include Polybutene (PiB), Linear Alpha Olefins (LAO), Poly Alpha Olefins (PAO) and Specialty Oligomers.  From a market perspective, Oligomers is seen as a market, technology and Product Stewardship leader for these products. To serve our customers, INEOS Oligomers has manufacturing facilities in Belgium, Canada, Germany, France and the United States (Texas).

Purpose of the job:

This position is part of the Feluy procurement department at Feluy, Belgium and reports to the Europe Procurement Manager for INEOS Oligomers.  The purpose of the job is :

Develop and implement procurement strategies, in line with the strategic direction of the function, for all services and projects on Feluy site, in order to ensure business continuity, contribute to high safety performance and bring best value for the site.

This role requires to develop market intelligence, to have a deep understanding of technical needs, to leverage the Company’s buying power, to negotiate and set up contracts, to monitor and drive performance of contracted suppliers in term of on-time availability, quality, safety and costs

Environment context :

With a 300 KTa Alpha Olefins plant (LAO), and a 120 KTa Polyalphaolefins plant (PAO), Feluy site is the main manufacturing site of Oligomers division in Europe. Feluy products are delivered all over Europe as well as exported worldwide. These chemicals intermediates are used in several applications as polymers production, synthetic lubricants, surfactants, oilfield applications, and other specialities.

Feluy site is a self-contained manufacturing site, focussed on safety, reliability, efficiency and cost. Key element for the role is therefore to source and secure best services and equipment to permanently reach these objectives.

The Technical procurement specialist provides a major contribution to the results of the site and interacts with all internal departments, with colleagues from other Ineos BU’s, and with a large panel of potential or active suppliers

Feluy procurement team sources all items needed to run a manufacturing plant: Services and equipment for capex projects, maintenance and operations; chemicals; MRO; Indirects; Utilities and Energy; ….

The Technical Procurement Specialist is specifically in charge of services and equipment but could be also involved in other categories.

Responsibilities AND Accountabilities

Develop, implement and execute the procurement strategies for services, equipment and projects :

  • Understand, analyze and challenge needs and technical aspects, as well as key influencing factors, for all supply contracts
  • Develop strategies, in line with direction of the function, to assure the best value for money;
  • Look for alternatives to be developed and implemented if applicable
  • Evaluate and monitor contract performance to ensure compliance with contractual obligations and to determine need for change
  • Ensure compliance with other Belgian sites

Guarantee the site supply

  • Guarantee the supply of all goods and services to assure business continuity
  • Find, lead & implement changes of contracts and products
  • Handle day to day transactions, and ensure back up of his/her colleague

HSE Contractor Management

  • Evaluate and monitor contract performance to ensure compliance with contractual obligations and to determine need for change
  • Confer with staff, users and vendors to discuss defective or unacceptable goods or services and determine corrective actions
  • Resolve vendor or contractor grievances and supplier complaints
  • Organize a yearly contractor forum (safety) and evaluation

Achieving Financial Procurement targets

  • Work actively on a total spend reduction & control the cash out. Job holder has to deliver the annual procurement targets and actively challenge all requests & spend

System & Ethics

  • Promote Sustainability in the value chain.
  • Ensure responsible sourcing and supplier compliance with INEOS Supplier Code of Conduct,
  • Comply with Oligomers procurement “golden rules”
  • Monitor and follow applicable laws and regulations
  • Ensure compliance to ISO certificates and financial audits requirements
  • Maintain systems and data up-to date Increase procurement capabilities and minimize manual transactions.

Skills & Knowledge Required

Education/Experience

  • Industrial engineer or University degree with min 5 years’ experience in various technical / commercial / procurement / project position
  • Trilingual (Fr, En , Nl)
  • Basic knowledge of trade law
  • Knowledge of economics / Accounting principals
