ORGANISATIONAL CONTEXT 
AND JOB PURPOSE
INEOS Phenol is the world’s largest producer of phenol and acetone with an annual manufacturing capacity of over 3 million tonnes per annum. We employ around 600 people across four sites, located at: Antwerp (Belgium), Gladbeck (Germany), Marl (Germany), Mobile, AL and Pasadena, TX. Our markets are growing worldwide. How the Role fits In:
The Technical Manager is a working team leader responsible for leading technical resources to deliver the technology and process capability needed to maintain the site’s license to operate and to maintain and improve both Cumene manufacturing operations along with loading and unloading barges and railcars. This role is responsible for overall management of site technology information and the capital project process. The role interfaces with Operations and Maintenance and Reliability teams to drive continuous improvements to production rate, reliability, yield, variable costs, and sustainability. The role is part of the site leadership team and reports to the Site Director.

The role manages and ensures professional development of engineers and technical staff and provides technical support to operations and maintenance. The incumbent interfaces frequently with the Global C3D Technology resources and the other INEOS plants.


RESPONSIBILITIES AND ACCOUNTABILITIES
SHE Stewardship
    Maintain safety as the highest priority and abide by all INEOS safety policies and procedures.
    Understand and promote the INEOS “20 Principles of Safety”, assuring that others are aware of safe working practices and promote the safety concepts of “Coaching for Safety” and “Stop Work”.
    Promote safety and safe actions through communication such as discussing safety with employees/contractors before job task, during meetings, and as opportunities arise to promote safety to the fullest extent possible.
    Ensure compliance with all safety and environmental regulatory requirements and strive to meet internal SHE objectives.
    Complete training requirements as outlined in the annual training schedule.
Accountabilities
    Meet all Safety, Health, and Environmental (SHE) objectives and comply with all governmental laws and policies for a Chemical Manufacturing Site: 
    Ensure compliance with safety, environmental and health requirements, which includes promoting and maintaining strong compliance culture across all areas of the Plant.
    Adherence to the SHE management system established for the Site including leading the development of the five-year plan, incident reporting, incident investigations, sharing of lessons learned, and corrective action tracking in support of MOC and other PSM elements.
    Lead and manage plant optimization and quality activities for the site:
    Provides technical support to discussions and negotiations with consultants and vendors for technical services and products.
    Establish process improvement plans aligned with business needs and effectively communicate those plans to all stakeholders.
    Hold technical personnel accountable for results.
    Interface and share best practices with other sites and the C3D Technology group.
    Develops and manages a prioritized list of improvements to achieve yield, variable costs, sustainability, and productivity goals.
    Ensure improvement opportunities and programs are integrated into the Capital plan as needed to achieve business goals.
    Ensure resources are committed to completing and follow up on root cause failure analysis.
    Development of people in the Technical Organization:
    Lead, coach and develop site technical personnel in their professional development and as needed to achieve business objectives.
    Ensure alignment and clarity of roles including expectations around performance. 
    Ensure a performance management process is in place and that performance is reviewed on a periodic basis and corrective action is taken when appropriate.
    Ensure that human resource policies are followed, and the organization follows legal requirements regarding INEOS employees and our relationship with contractors.
    Provide leadership in developing and improving accountability, productivity, and quality systems within the maintenance group.
    Develop and monitor actions associated with a succession plan for key roles in the organization.

SKILLS & KNOWLEDGE REQUIRED
Education/Experience
    B.S. in Chemical or Mechanical Engineering or related field.
    PE license preferred
    10 years of experience in high hazard chemical processes. 
    Previous leadership/supervisory experience preferred
    Demonstrated leadership, technical, budget and forecasting management, planning, and team building skills.
Technical skills
    Have proven track record for delivery and successful implementation of out of the box ideas in a chemical plant or knowledge of Phenol technology.
    Supplies expert input that is commercially and technically valuable.
    Understands and can take a strategic view of issues and expenditures. Clearly sees the "big picture".
    Demonstrates strong financial and commercial awareness and strives to optimize processes to maximize business performance.
    Recognizes and informs management of significant business opportunities.
    Must have the ability to gather and prioritize recommendations, needs and concerns.
    SAP and advanced Excel spreadsheet knowledge required to manage costs and forecasts along with tracking key performance indicators.
    Knowledge and demonstrated history of working with Aspen

PHYSICAL REQUIREMENTS
Sedentary Work:  Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
Possible Conditions to be Subjected to:
None:  The worker is not substantially exposed to adverse environmental conditions (such as typical office or administrative work).
