The Olefins & Polymers USA (O&P USA) business within INEOS includes the product lines Ethylene, Propylene, Butadiene, Polypropylene (PP) and Polyethylene (PE).  Our 4 Manufacturing sites encompass Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (La Porte, TX), and Carson (Carson, CA), with a division office in League City, TX.  Overall, O&P USA has approximately 1,300 employees, 1,400 contractors, and annual revenue of $6.5bn.

The Chocolate Bayou Site (CBW) is located in Southeastern Texas about 40 miles South of Houston and consists of two Olefins units that produce approximately 4bn pounds/year of ethylene, 2 Polypropylene units that produce approximately 1bn pounds/year of polypropylene, a power and utility area capable of producing 130MW and >1M pounds/year of steam.

JOB PURPOSE AND ORGANIZATIONAL CONTEXT

Reporting to the CBW Site Director, and a member of the Site Leadership Team, the Technical Manager is the primary risk management leader for the CBW site, ensuring that the site manages individual and aggregate risk evaluations day-to-day through strategic timeframes, underpinning safe and reliable operation. 

The Technical Manager assures priorities are consistent with overall business strategy and focuses team efforts to drive timely delivery of projects, bringing new ideas and resources to address problematic issues in support of the units. As the single point of accountability for all CAPEX at CBW, the Technical Manager ensures proper risk assessment, ranking and long-term capital planning priorities are correct and aligned across the site operating areas including turnaround, commercial and strategic business objectives.  The Technical Manager regularly interacts and coordinates with the VP of Operations on capital planning, funding requests and technical reviews.

The Technical Manager leads the CBW Technology Team, comprised of a diverse team of engineers and specialists that provide technical resources to improve existing assets, support capital projects, and provides fundamental modeling support for commercial and manufacturing optimization tools.  Additionally, the Technical Manager will be the QMS Level 2 Manager and responsible for the CBW QA/QC lab ensuring customers continually receive fully accredited laboratory service. 

The team also supports the overall management of the engineering software needed by the process control engineering groups in O&P USA.  The team manages the DCS process control and Operational Technology (OT) security for the Site. 

RESPONSIBILITIES AND ACCOUNTABILITIES

This position is accountable for understanding and putting into practice the INEOS 20 Behavioral Safety and Process Safety Principles. Additionally, has a special responsibility to cascade the understanding of these principles throughout the team.

Acts as the technical conscience for the site, ensuring:

  • risk assessment and mitigation practices are being properly and effectively utilized

  • strong, active and rigorous management of the Site Process Safety Committee

  • focus on innovative technologies to deliver cost reduction, increased reliability and operational flexibility

Acts as the risk champion for all CAPEX projects and planning, ensuring:

  • priorities are documented and communicated across the site and business

  • capital requests for the site are prioritized consistent with the long-term sustainability of the asset and overall business strategy

  • collaboration with the Capital Projects Team providing prioritization for capital project execution

  • project teams understand project execution and business context, facilitating network and relationship development to optimize best practices, and coordinate development of technical know-how

  • capital expenditure needs for the Site meets set annual budgets

Leads Process Technology and QA/QC Lab teams, ensuring:

  • SHE objectives are met, including compliance with all governmental laws and policies, through safety awareness, reporting, root cause analysis, shared learnings, and championing the MOC and related PSM processes

  • intellectual property is developed and maintained

  • QA/QC labs operate in compliance with ISO9001 and ASTM while meeting plant and business customer’s needs

  • decision tool modelling capabilities to optimize working capital and feedstock selection, maximizing site asset returns

  • the team is deployed to support operations in times of abnormal operation

  • the acquisition and sharing of best practices across the company

  • resource skillsets are developed to support commercial and operations teams’ efforts

  • 11 direct reports and approximately 51 indirect reports

SKILLS AND KNOWLEDGE REQUIRED

Bachelor’s degree in an engineering; Chemical Engineering strongly preferred. Minimum of 10 years' experience in senior leadership/management roles in the Petrochemical or Refining industry.  Experience in Process Safety risk assessment, management and implementation is strongly preferred.

  • Respected professional with a track record of strong technical team leadership and development.

  • Demonstrated ability to manage and lead large, diverse organizations.

  • Experience in Process Safety risk assessment, management and implementation is strongly preferred.

  • Proven ability to drive performance, persuade and influence others at all levels of the organization, both within and outside of the line organization.

  • Proven capability to manage external contacts, vendors, and/or partners in the development and/or implementation of technology.

  • Understanding of the capital project stage gate process including FEL Engineering.

  • Excellent communication and interpersonal skills.
