The Technical Inspection Manager complies with site, legal and corporate requirements by coordination of the periodic and jurisdictional inspections related to e.g. pressure vessels, safety relief valves, steam equipment, piping and hoisting equipment.. He also coordinates and analyses the different non-destructive testing techniques that are necessary at the sites. The purpose of the above mentioned actions is to keep the production equipment at the sites in a proper working order to maximize safety and reliability. He assures the mechanical integrity of the installations.

The electrolysis plant at Lillo site and the EDC/Cl2 plant in Zandvliet are two different INEOS Inovyn sites build according to different technical standards. Both sites are converting the inspection philosophy to an RBI based as per INEOS Group Guidance Note 30 and are implementing PCMS as inspection management system.

The job implies dealing with different technologies and products of which most are dangerous and/or corrosive.

Accountabilities of the job:

Responsible for all legal and plant-specific inspection and testing on both Antwerp site. This includes the coordination, planning (in view of TAR, available resources etc.), execution, reporting and follow-up of non-compliances with transparent and structured communication to operations or other departments. Overdue inspections are to be avoided.

Close follow-up of costs related to inspection and define measures to reduce costs. Advises production and maintenance in case degradation is discovered during inspection regarding criticality, possibility and method of repair.

Executes and coordinates Non Destructive Testing on site.

Advise project and maintenance engineers and production managers on matters relating to corrosion of chemical equipment in order to improve their usability, prevent personal accidents and reduce the costs of lost production.

- Follow up the implementation of various regulations applicable to operating equipment, collect and update the regulations and standards used for implementing projects, in order to meet the legal safety constraints and to provide technical support where needed to maintenance or the construction department.

Conclude contracts with NOBO’s and inspection companies and evaluate their performance.

Take in charge investigation of incidents which involve mechanical integrity and definition of measures (e.g. modification of inspection strategies)

Required profile:

- University Degree in Mechanical or Electro mechanical engineering or equivalent.

- At least 5 years of experience in mechanical construction or within an inspection department, preferably in the process industry.

 Environmental legislation, eg Vlarem, KB/MB Stoom, European legislation and directories (PED)

- Inspection and construction codes ao EN13445 and EN13480

- Inspection techniques (NDT, RBI, DT;...)

Welding engineer or materials engineer with sound knowledge of welding

- You are an example in HSE Behaviour

- Able to persuade, flexible and objective

Excellent inter-personal skills and openness, must be innovative and pro-active.
