Role Synopsis:

The TAR & Projects Planner is responsible for the planning and estimating expertise for development of detailed Turnaround (TAR) and smaller Capital Projects plans based on the INEOS FEL process.  The TAR & Projects Planner ensures delivery of detailed work and logistical plans that comply with all applicable procedures, policies, and codes to ensure the protection of the environment and the health and safety of employees and the community in which we operate.

Compensation Grade: H33/H34 based on experience

Key Accountabilities

  • Provide planning and estimating expertise for development of detailed TAR and small project execution plans.
  • Deliver the plan and cost estimate for all TAR jobs and small projects.
  • Assist the TAR Scheduler in defining the critical and sub-critical path activities, communicating them to the core and integrated TAR teams.
  • Assist the identification of cost and schedule risks and their incorporation into the budget/schedule.
  • Assure the work packages are issued for review and approval.
  • Oversee the preparation of planned job packages by contract planners and deploy planned job packages to execution/construction leads.
  • Review the manpower planning, ensuring that conflicts or duplication of resources is resolved.
  • Lead the logistical planning for TAR’s and projects.
  • Assist the TAR Superintendent and/or Project Managers to prepare the Request for Proposal (RFP) packages for the general contractors.
  • Establish and agree on man-hours/labor and material budget with TAR and project contractor(s).
  • Lead the planning of pre/post shutdown activities.
  • Facilitate asset prioritization of TAR work scope and assist the TAR Superintendent with managing TAR work list.
  • Procure and manage the TAR and small project materials per the process defined by the TAR Superintendent and/or Project Managers.
  • Implement and oversee a harmonized planning process to be used by technical disciplines on a planning team for both TAR and capital project activities.
  • Train and supervise all contract TAR Planners on planning procedures, methodology, tools, and best practices.
  • Review completed TAR plans for accuracy and completeness and ensure Operations and the Execution Teams needs are met. Ensure there are no significant timing or space conflicts.
  • Perform TAR capital projects planning and scheduling to help create a basis for systematic coordination and tracking during all phases of the project.
  • Obtain quotes for services and materials and ensure pricing is entered accordingly into requisitions to ensure proper DOA approval levels have been met.
  • Plan and integrate project scope changes and/or TAR discovery work into the schedule to help determine manpower and schedule duration impacts.
  • Update or oversee the updating of plans post TAR/Project to capture plan deviations vs. actual execution.
  • Participate and provide input in post TAR & Project critique/lessons meetings.

Education and Experience:

  • High School Diploma or equivalent required
  • 5+ years of planning experience in chemical, refining or similar industry.
  • Advanced knowledge of MS Office suite, SAP, and Primavera.
  • Must have excellent communications skills in English.
