Role:
This position leads the engineering and maintenance teams to ensure safe, efficient, and economic execution of maintenance, turnaround, and project work. The incumbent develops plans and processes to address plant routine maintenance, turnarounds, mechanical integrity, compliance, and availability issues. The position requires a comprehensive technical background to direct the flow and control of engineering work.
The position is responsible for the PX/MX network interface (Reliability, Manufacturing Excellence, etc.) and interface with the HSSE and Operations Departments. The position liaises with individuals outside of the Texas City Chemicals Plant community for operations excellence practices to assure that the plant is compliant with safety and operations organization expectations.
Key Accountabilities
- Ensures compliance to TCC and INEOS SHE policies and promotes INEOS 20 Principles.
- Champions safe work practices among work group and contractors.
- Accountable for timely completion and reporting of all regulatory and compliance inspection, tests, and repair work assigned to the engineering and maintenance teams.
- Participates in leadership audit function for SHE compliance.
- Champions and promotes a strong culture of excellent housekeeping
- Leads and manages site engineering and maintenance activities that support delivering production, reliability, and financial objectives. Delegates assignments and responsibilities to appropriate members of the engineering and maintenance teams.
- Creates an environment that fosters employee development and involvement.
- Controls execution of activities by participation, consultation, and review.
- Develops and implements the site maintenance and reliability strategy.
- Ensures maintenance work process is fully utilized and efficient.
- Has responsibility for site maintenance contract, its optimization and the strategy between the contractor and INEOS maintenance.
- Ensures engineering resources are engaged and driving TCC reliability strategy and goals.
- Reviews and approves TAR Decision Support Packages. TAR Sponsor.
- Ensures capital projects are defined and executed per INEOS stage gate process and the TCC 5-year capital project plan.
- Determines, challenges, and recommends manpower resourcing strategies that support Texas City Chemicals Plant and Business Unit growth projects.
- Supports capability training and talent development for the team in line with the site L&D plan.
- Contributes to and learns from others in Aromatics networks. Actively participates in the Maintenance Manager Network.
- Accountable to achieve the Reliability and Asset Care targets for the site
- Partner with Operations to ensure availability of critical equipment
- Ensure tracking and compliance with expense budget
- Provides accurate information to prepare monthly LE
- Strive to identify cost savings opportunities
- Participates as an active member of the TCC Leadership Team.
- Develops and maintains a close working relationship with other site functional groups (HSSE, HR, Finance and Manufacturing).
- Drives the delivery of both the Texas City Chemicals Plant and the Business Unit Performance Contracts.
- Develops strategic plans that support both the long-term and short-term objectives of the Texas City Chemicals Site and Business Unit.
- Provides operations strategy and variable cost input to site strategic plan modification.
- Innovates and applies skills to improve safety and quality, reduce costs, and increase production.
Education and Experience:
- Degree required: 4-year degree in Engineering or related technical field
- Number of Years’ Experience: 15+ years of engineering experience in chemical manufacturing or refining and a proven record of leadership accomplishments
- Demonstrated experience and knowledge of plant maintenance, turnaround, reliability, inspection, and capital projects.
- Certifications Required: Professional Engineer preferred but not required
- Language(s) Needed: Must have excellent verbal and written skills in English
