The Olefins & Polymers USA (O&P USA) business within INEOS includes the product lines Ethylene, Propylene, Butadiene, Polypropylene (PP) and Polyethylene (PE). Manufacturing sites include Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (LaPorte, TX), and Carson (Carson, CA), with a division office in League City, TX. Overall, O&P USA has approximately 1,300 employees, 1,400 contractors, and annual revenue of $6.5 billion.
How the Role Fits In:
The O&P USA business has the capacity to produce 4.1 million tons of a variety of commodity grade petrochemicals, of which the most important are Ethylene, Propylene, Butadiene, Polypropylene and Polyethylene. Operating sites include:
- Chocolate Bayou Works (Alvin, TX),
- Battleground Manufacturing Complex (LaPorte, TX),
- Carson, (Carson, CA),
- Hobbs Fractionator (Seminole, TX) and
- Stratton Ridge Salt Cavern Storage Facility (Freeport, TX).
The O&P USA olefins and polymers business converts a significant portion of its ethylene into polymers and finished products through wholly owned INEOS facilities. Ethylene and co-products not consumed at INEOS facilities are marketed to third parties through long-term agreements and spot transactions.
The Supply Manager reports to the Vice President of Supply and is responsible for raw material supply, commodity trading and asset optimization, EBITDA growth, positive cash flow and new business development.
The Main Purpose of the Role:
The role consists of the following areas of responsibility:
Procurement of feedstock, natural gas, power and water for four operating sites within the Olefins & Polymers USA business. Procurement of natural gas for three INEOS affiliates: Oligomers, Styrolution and Nitriles. Business Manager for the Hobbs natural gas liquids fractionation complex. Commercial management of power generation facilities at the Chocolate Bayou and Battle Ground manufacturing complexes. Management of the Olefins & Polymers USA commodity trading and business optimization activities. Management of new business development of pipelines, hydrocarbon storage, marine terminals and petrochemical assets. Business Development and procurement of feedstocks and utilities produced from renewable and/or fully recycled sources. Procurement coordination with INEOS Europe Trading and Shipping (ITS). Team building and leadership
Responsibilities AND Accountabilities
Accountability 1: Procurement of feedstock, natural gas, power and water for four operating sites within the Olefins & Polymers USA business.
- Strategy Development: Develop, communicate and implement 5 year commercial strategy to ensure security of supply for feedstock, natural gas and power for five operating sites.
- Profitability: Provide fully optimized cracker feedstock to support delivery of business EBITDA and cash flow targets.
- Negotiation: Direct commercial team in finding and negotiating long-term supply agreements with external suppliers, including pipeline transportation that spans 600 miles of pipeline infrastructure.
- Communication: Ensure effective communication and coordination with the Olefins & Polymers Business Managers, Site Plant Managers, O&P Pipeline Organization, and CFO.
- Inventory Management: Develop and implement safety stock limits, ensure adequate levels of inventory are maintained at all times for security of supply, manage inventory to within limits and deliver working capital financial metrics.
- Cash Management: Provide accurate cash flow forecasts to Treasury team, adjust timing of cash flows in response to business cash flow needs and deliver on cash flow targets.
- Risk Management: Ensure Feedstock Supply Team has effective processes, training and decision support tools to effectively manage physical supply, commodity price risk exposure and comply with regulatory requirements.
- Safety: Promote safety first environment through effective use of management of change tools and practices.
- Relationship Management: Develop and manage senior level business relationships with suppliers, customers and service providers.
Accountability 2: Procurement of natural gas for three INEOS affiliates: Oligomers, Styrolution and Nitriles.
- Strategy Development: Develop, communicate and implement 5 year commercial strategy to ensure security of supply for Styrolution – Texas City, Oligomers – Chocolate Bayou and Nitriles - Green Lake sites.
- Negotiation: Direct commercial team in finding and negotiating supply agreements with external suppliers, including pipeline transportation solutions.
- Communication: Ensure effective communication and coordination with the Site Plant Managers and Pipeline Organization.
Accountability 3: Business Manager for the Hobbs natural gas liquids fractionation site.
- Strategy Development: Continuously update five year business strategy to ensure EBITDA growth and long-term sustainability.
- Business Management: Forecast profit margins, develop annual EBITDA budget and ensure full delivery against targets.
- Capital Allocation: Develop annual capital expenditure budget and manage execution of profit improvement capital projects.
- Procurement: Procurement of feedstock, natural gas, power and water required by the site.
- Marketing: Marketing of all finished products produced and sold to affiliates and external counterparties. A portion of the production is made available to INEOS Trading and Shipping for export to Europe.
- Business Optimization: Develop and monitor key performance business indicators to ensure resource focus on revenue generation, operating costs reduction, reliability improvement and safety.
- Relationship Management: Senior face to market for relationship management with suppliers, customers and service providers.
Accountability 4: Commercial management of power generation facilities at the Chocolate Bayou and Battleground manufacturing complexes.
- P&L Responsibility: Direct commercial decision making and operational optimization to ensure power generation sites deliver their annual profit contribution targets.
- Business Management: Drive financial and operational performance by chairing monthly meetings between the Commercial, Operations and Finance teams to review performance against budget and investigate variances from plan.
- Marketing: Direct the marketing of surplus power to 3rd parties and maximize price realization through a mix of short and long-term power supply agreements.
- Asset Optimization: Provide commercial input and market intelligence to operations personnel to ensure assets are optimized on an hourly basis in response to power market prices.
Accountability 5: Management of the Olefins & Polymers USA commodity trading and business optimization activities.
- Strategy Development: Develop and execute commodity trading strategy that consistently generates EBITDA through speculative trading positions and utilization of INEOS pipeline and storage assets.
- P&L Responsibility: Set annual trading profit targets and deliver financial performance against targets.
- Business Optimization: Deliver EBITDA through optimization of feedstock procurement and olefins margins. Direct trading team in providing comprehensive hedging program to enable forward fixed price polymers sales at locked in profit margins.
- Risk Management: Develop framework of commodity position limits and enforce compliance with all approved limits.
- Compliance: Ensure effective policies, processes and information systems are in place to protect INEOS against financial exposure and compliance with all federal regulatory requirements.
- Market Intelligence: Collaborate on commodity market analysis with other INEOS trading groups in Europe and Asia to ensure effective sharing of market intelligence and maximize trading profitability across the INEOS group of companies.
Accountability 6: Management of new business development of pipelines, hydrocarbon storage, marine terminals and petrochemical assets.
- Strategy Development: Develop and execute 5 year strategy for the development and commercialization of pipelines, marine terminals, petrochemical plants and underground storage facilities. Communicate strategy to O&P USA Board, the Olefins Business Manager and supply organization.
- Capital Allocation: Develop 5 year profit improvement capital projects budget. Manage execution of projects to within budget and agreed timeframes.
- Business Growth: Develop new business opportunities and fully commercialize underutilized assets. Direct commercial efforts related to acquisitions and divestitures of assets.
- Project Management: Execute olefins capital project plan by providing economic justification and business strategy to secure project funding, negotiating commercial agreements, and ensuring coordination between commercial and capital projects teams during construction phase.
- Relationship Management: Identify business development opportunities through effective management of business relationships with industry participants and broad knowledge of the NGL, natural gas and power industries.
Accountability 7: Business Development and procurement of feedstocks and utilities produced from renewable and/or fully recycled sources.
- Strategy Development: Identify technologies and develop business strategies to supply the O&P USA business with feedstocks and utilities that reduce GHG emissions and enable production of finished products from fully recycled sources.
- Business Development: Develop and execute capital projects to supply the O&P USA business with utilities produced from renewable and/or fully recycled sources.
- Procurement: Negotiate contracts and manage day-to-day procurement and logistics for supply of renewable and fully recycled feedstocks and utilities.
- Business Optimization: Identify and execute capital projects that reduce GHG emissions and enhance business profitability by improving energy efficiency.
- Compliance: Ensure that INEOS’s procurement and material handling practices are in full compliance with certifying organizations to enable O&P USA to market its finished products as produced from certified renewable or fully recycled sources.
Accountability 8: Procurement coordination with INEOS Europe Trading and Shipping (ITS)
- Business Management: Ensure effective communication and alignment with INEOS Trading & Shipping (ITS) with regard to strategy for export of natural gas liquids from North America
- Asset Optimization: Effective coordination with ITS of jointly managed underground storage and logistical assets in North America. Provide back-up on day-to-day commercial operations to ITS traders and schedulers.
- Business Development: Ensure alignment between ITS and O&P USA with regard to new business development opportunities in North America.
Accountability 9: Team Building and Leadership
- Human Resource Management: Lead and direct tasks/objectives of market managers, monitor progress against goals, manage personal growth and succession plan of team members.
- Communication: Ensure open and respectful communication between team members and ensure alignment with other internal suppliers/customers.
- Performance Management: Set clear objectives and measures of success related to raw material supply, business profitability, cost management, working capital and 3rd party relationship management.
Skills & Knowledge Required
Education/Experience
- University degree, preferably in science or business
- 20 years of experience with the latter at Business Manager level
- Upstream and Downstream background
- 10+ years of experience in commodity trading, financial markets, and risk management.
