INEOS Oxide is one of the most diverse, dynamic and successful businesses within INEOS. We operate 5 manufacturing sites in Europe and North America (Antwerp BE, Köln DE, Lavéra FR, Plaquemine US, Bayport, US). We produce a broad range of 200+ products which spread across five key value chains (Ethylene Oxide, Propylene Oxide, Oxoalcohols, Acetic Acid, and ENB), and on many of our products we are the European market leader. Our total manufacturing capacity is above 3 million tonnes per annum generating an annual EBITDA of ~300 M€. INEOS Oxide is an energetic business which is growing actively on a global level, with projects to extend our production base to new sites in North America and Asia in addition to continued investment on our existing platforms. We are committed to resourcing the Procurement team accordingly to deliver on this ambitious growth agenda.

Purpose of the Job:

Accountability for leading Oxide USA’s Procurement, Supply Chain, Logistics, and Customer Service activities in maximizing contribution to the company’s bottom line via safe, streamlined activities and services, negotiated cost reductions, cost avoidances, and cost-effective delivery and storage of raw materials and finished products to and from the site.

Project Galaxy

Project Galaxy is a US$1.5 billion investment in a world scale EO and derivatives plant in the US. The project has approval from INEOS Capital to proceed to FEED. The investment will double the annual EBITDA of Oxide to €500m. The role has full responsibility for all procurement activities, including the EPC contract, Equipment, Utilities, Catalyst and Energy. Responsible for all cost assurance and contract dispute resolution activities. Post completion the role will lead the associated Procurement and Supply Chain teams.


Oxide consists of global businesses requiring flexible service offerings. Production facilities are located in both North America and Europe. Annually, approximately 350MM pounds of product are produced and transported within or exported from North America. This will increase to 2 billion pounds post Galaxy. An additional 200MM pounds of Oxide and Inovyn products are imported from Europe, stored, and delivered throughout North America. The role is challenged with managing a variety of commodities (non-hazardous, hazardous and licensed) across a variety of regulatory environments while maintaining minimal risk, cost and manpower.

Responsibilities and Accountabilities

Accountabilities:

Accountability 1:  Management of the Logistics function

  • Develop and direct the implementation of a supply chain strategy that safely transports materials to the global customer portfolio.
  • Develop and manage all supply chain infrastructure and resources to maximize efficiency and reduce cost.
  • Ensure alignment with critical senior internal stakeholders (SHE, Production Planning, Operations, Commercial, FC&A).
  • Develop and manage external relationships with senior management of 3rd party logistics service providers and local regulatory authorities.

Accountability 2:  Management of Procurement function

  • Ensure contractor and supplier SHE standards meet INEOS’s expectations.
  • Lead all negotiating and contracting activities for the business in the procurement of raw materials, logistics services, and site services with the specific focus of reducing overall costs and improving service.  Service providers include feedstock producers, Dow (iPark owner), maintenance and loading contractors, vessel owners, barge owners, global freight forwarders, ISO tank operators, domestic and international carriers, railroads, direct transfer terminal operators, railcar leasing companies, storage terminals, packaging, warehousing, and surveying and inspection services.
  • Identify and coordinate/partner with other INEOS BUs to leverage volume, reduce costs and capitalize on synergies
  • Category Management: Arranging or categorizing spend according to specific goods or services (direct & indirect); and keeping in mind quality, service, risk and cost
  • Inventory management and cost control

Accountability 3:  Management of Customer Service function          

  • Develop and ensure efficient execution of the Order-To-Cash process.
  • Continuously seek to improve an SAP platform that aligns with Oxide LLC’s business model and customer service offerings.
  • Ensure alignment with internal stakeholders (Commercial, Manufacturing, Supply Chain, IT).
  • Develop and maintain a team of SAP super-users.

Accountability 4:  Leadership of People

  • Create an autonomous work environment to maximize individual and team contributions while elevating personal job satisfaction.
  • Coach, mentor and hold employees and teams accountable.
  • Identify and define development and training requirements.
  • Conduct succession planning.

  • Challenge old methods of operations, continuously improve and make suggestions to streamline processes.  Actively work to identify and rectify opportunities for self- improvement and process improvement.

Skills/Competencies:

Level of Education & Experience in general

  • Bachelor of Science, Engineering, Business, or equivalent required
  • Advanced degree preferred
  • Minimum of 15 years in the chemicals industry
  • Rich experience with procurement and supply chain management; organization of function required with proven, high quality procurement/commercial skills and knowledge
  • Negotiation experience required

Technical Skills

  • Strong computer skills and SAP experience preferred
  • Microsoft Office experience helpful
  • Continuously, but constructively, demanding of suppliers cost and quality performance

While performing the duties of this job, the employee is regularly required to sit and perform tasks requiring repetitive use of hands.  The employee must occasionally walk, stand and travel by car, airplane or other means.   Exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Employee must have the ability to see written documents, computer screens, and to adjust focus.

Work Environment:  This job is performed mainly in a temperature-controlled office environment.
