We operate 4 manufacturing sites in Europe and North America (Antwerp BE, Köln DE, Lavéra FR, Plaquemine US, Bayport, US). We produce a broad range of 200+ products which spread across five key value chains (Ethylene Oxide, Propylene Oxide, Oxoalcohols, Acetic Acid, and ENB), and on many of our products we are the European market leader. Our total manufacturing capacity is above 3 million tonnes per annum generating an annual EBITDA of ~300 M€. INEOS Oxide is an energetic business which is growing actively on a global level, with projects to extend our production base to new sites in North America and Asia in addition to continued investment on our existing platforms. We are committed to resourcing the Procurement team accordingly to deliver on this ambitious growth agenda.

Purpose of the Job:

The Supply Chain Officer is a member of the INEOS Oxide US Supply Chain team responsible for the safe and efficient logistics services for chemicals in relations to our US Business needs.

This includes logistics out of Plaquemine (LA), Bayport (TX), terminals in Texas, Louisiana, Northern and North-Eastern part of the US as well as import and exports of North America. It covers all type of logistics mode: rail, truck, barge, sea vessel.

As the Supply Chain Officer, you will be responsible for daily optimization of a multi-modal logistics network including Terminals, Road, Rail, Shipping & Barging activity to deliver best in class cost to serve and customer service. Moreover, you will have responsibilities related to the management and maintenance of a large fleet of Rail Tank Cars.

Internal Factors: 

Executing this role’s wide-ranging remit will require the post-holder to interface directly with the organization beyond the immediate US Supply Chain team.

  • Business and Sales team – understand customer and site requirements, but also business strategies.
  • Logistics Procurement team - provide supplier performance feedback and help fixing when needed, provide inputs into bid processes.

External Factors:

Executing this role effectively will require a similarly wide-ranging engagement with parties in the external market:

  • Logistics vendors – monitor and manage performance versus contractual expectations, engage when issues.
  • Other INEOS business – network, share and look at leverage opportunity.

Accountabilities:

This position – and all positions – with the INEOS Oxide US organization requires that the incumbent commit to learning, following, and practicing INEOS 20 Principles of Process & Behavioral Safety as applicable to the position.  These Principles are posted throughout each Oxide facility and each employee must also commit to following INEOS’ Life-Saving rules on a daily basis.  These are also posted within each Oxide facility. Coordinate with teammates the daily Supply Chain / Logistics activities for the US businesses, ensuring safe, cost effective and high-quality services.  Act as lead investigator for service complaints and define actions to get to resolution.   Monitor/initiate corrective actions/continuous improvement of service levels of logistics service providers. Responsible for the KPI creation, monitoring, and performance tracking of all Logistics Vendors.  Provide a monthly dashboard and defining required action plans in collaboration with the wider Supply Chain team, the Procurement team, and Customer Service. Develop and specify vendor service requirements for logistics procurement.  Effectively manage logistics vendors to ensure contractual obligations and operational, quality & financial performance is maintained. Ensure effective interventions are made to address any non-conformance and to achieve agreed performance levels. Provide input to the logistic service providers relating to forecast, change in offtake, shutdowns, new contracts, etc. Lead quarterly review meetings with logistics service providers, handling commercial, operational and SHE related items. Review, investigate, and approve assessorial charges, extra costs and demurrages. Identify opportunities to reduce the costs and/or differentiated/improved logistics services. Provide seamless cover of other members of the Supply Chain team. Ensure accurate and timely management of SAP Supply Chain related transactions. Understand and follow up on logistics systems and processes.

Skills/Competencies:

Level of Education & Experience in general

  • Bachelor’s degree or equivalent

  • Experience in logistics / Supply Chain / stock management

  • Fluency in English essential.

Technical Skills

  • Understanding of supply chain / logistics and customer specific requirements
  • Understanding of the logistics, technical standards and regulations
  • Understanding of basic product characteristics and high consequence dangerous goods logistics (i.e. flashpoints, freezing points, ADR etc.)
  • Ability to work with MS-Office and SAP IT tools efficiently and effectively.

We operate 24/7 and co-ordinate the supply chain across North America. The candidate for this role will need to be comfortable working holidays or outside of normal business hours when required. This role is 100% on-site at our Marina View Corporate offices in League City, TX.

While performing the duties of this job, the employee is regularly required to sit and perform tasks requiring repetitive use of hands.  The employee must occasionally walk, stand and travel by car, airplane or other means.   Exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Employee must have the ability to see written documents, computer screens, and to adjust focus.

Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction.   Ability to receive detailed information through oral communication and to make discriminations in sound.

Work Environment:  This job is performed mainly in a temperature-controlled office environment.
