Supply Chain Manager

Purpose /Role of the job:

The Supply Chain Manager will oversee commercial operations in Zhuhai and support supply chain activities across INEOS’ PTA sites in Asia, ensuring safe, reliable, and cost-effective supply chain management for 2M tons/year of PX procurement and 2.6M tons/year of PTA sales, with an annual budget of ~$2B each.

Lead PX/PTA commercial operation and logistics team to ensure customer satisfaction within a safe work environment and in most cost-effective way.

  • Develop PX/PTA commercial operation strategy and deliver safe and cost-efficient commercial operation management for Aromatics business in China.
  • Lead the integrated PX/PTA business planning of INEOS Zhuhai, working with Manufacturing, Sales & Suppliers to optimise PX and PTA delivery schedule, PTA production, pricing exposure, inventory and working capital management.
  • Responsible for the Integration of the commercial and manufacturing teams for Aromatics Asia business via owning the regular communication channels.

 

Responsibilities/ Accountabilities of the job: 

1. Lead China PX/PTA commercial operations team to manage PX and PTA product safe & reliable supply, through logistics pipeline from supplier to site to customers, as well as the end-to-end order to cash process

2. Develop and implement the logistics (including packaging) strategy, support the key logistics, packaging material contract negotiation, and support the 3rd party performance management

3. Develop and manage an annual & 5-year operating cost forecast. On a monthly and yearly basis, evaluate third party spending and performance for optimization opportunities on sourcing and new approaches. 

4. Supporting the Global Optimization Team for cross regional PX/PTA movements by optimizing/improving PTA loading and shipping capabilities.

5. Strive for any opportunities for improvement and optimization based on his/her knowledge, experience and lessons learned.

6. Provide SHE assurance for China PX/PTA supply, business operation, logistics and packing activities being managed in accordance to INEOS SHE policies and standards, practice, and national legislations, through system implementation & systematic monitoring/ surveillances programs:

  • To manage all service providers to be safety champion and achieve all safety performance indexes in logistics activities.
  • To actively lead & participate in SHE reviews.
  • To strictly follow MOC and actively participate/lead risk assessment
  • To actively share learning of any potential SHE issues within the team, regional and global network, and with service providers.
  • Lead accident investigation, logistics related audits and inspections.
  • Ensure crisis management and emergency planning.

7. Optimize team structure and provide coaching to subordinates and ensure focused development plans within the team, using open positions to grow and develop talent and ensure succession planning

  • Optimize team structure, aligning with business needs.
  • Develop and implement training plans / learning to upgrade the skill and capability of the subordinates.
  • Ensure training plans / programs developed to the service providers. 
  • Appraise subordinates according to Performance Contract & provide leadership/coaching to service providers.

8. Lead relationship management with external stakeholders, such as Custom, shipping agents, cargo forwarders as well as related parties to ensure smooth operations in PX and PTA import and export.

 

Required profile:

Level of education & Knowledge:

  • Relevant degree with major in business administration, accounting;
  • Preferred knowledge and experience working at supply chain management capacity in commodity chemical business;

Experience in general:

  • Background in commodity petrochemical industry, experience in regional and international organizations;
  • 10-15 years of progressive industry experience;
  • Must be fluent in English and Mandarin Chinese;
  • Strong interpersonal, communication, and coaching skills supporting a diverse, multicultural environment.
