The Olefins & Polymers USA division of INEOS USA LLC (O&P) ranks among North America's largest producers of olefins and polyolefins. Within this division, the Pipeline Supply Organization (PSO) manages the Stratton Ridge (SR) salt dome storage facility, the Hobbs Fractionation Complex (HFC), and over 500 miles of pipelines in the South Texas area. The Hobbs Fractionation Complex is responsible for separating Y-Grade NGLs and producing C2s, C3s, and C4+, playing a crucial role in the CBW supply portfolio. The Stratton Ridge salt dome storage facility stores various feedstocks and products, seamlessly integrating with the pipeline systems for efficient transport and distribution.
How the Role Fits In:
Responsibilities AND Accountabilities
Accountability 1: Safety Health Environmental (SHE)
- Meet SHE objectives and comply with all governmental laws and policies for Stratton Ridge
- Set up operating, maintenance, and CAPEX strategies to drive asset integrity.
- Set up and follow a comprehensive SHE management process including audits, corrective action tracking, and incident investigation
- Ensure compliance with TXRRC control room management regulations
- Act as Responsible Official for Stratton Ridge related environmental activities
Accountability 2: Strategic Planning
- Meet operating plan for the Stratton Ridge, including cash fixed and variable cost, reliability target, produce to schedule targets.
- Develop key metrics to monitor Stratton Ridge operating performance.
- Develop, support, and implement cost reduction strategies.
- Develop, support, and implement availability improvement strategies
- Develop infrastructure plan to support O&P business goals.
- Provide feedback on CAPEX designs regarding operability and maintainability.
Accountability 3: Stewardship of people
- Identify the resource levels related to the operations (direct manpower, direct maintenance) to guarantee safe and reliable operations of asset.
- Conduct succession planning
- Develop Technology support competencies
- Identify and define training requirements
- Define resource levels related to training and development
Accountability 4: Commercial Liaison
- Meet commitments between business and customers in the most efficient manner.
- Schedule pipeline/cavern movements with Commercial team
- Enable product shipment on time for Olefins via pipeline infrastructure
- Maintain and follow site quality processes and policies
- Operations representative on Stratton Ridge Cavern Development Steering Team
Skills & Knowledge Required
Level of Education & Experience
- Undergraduate degree in Mechanical/Chemical Engineering or related field preferred.
- In lieu of educational requirement, 15 years of supervisory experience within process unit environment
- Additionally, a minimum of 5 years experience in chemical, refining or industrial manufacturing with prior responsibility for facilitating critical maintenance functions.
- Ability to communicate effectively at all levels of the organization.
- Effectively balance competing priorities and provide direction and leadership for their teams.
Skills and Knowledge
- Experience and knowledge of chemical operations and maintenance
- Experience and knowledge of industry standards and codes
- Experience and knowledge of various regulations and standards including but not limited to:
- OSHA 1910.119
- TX RRC pipeline regulations
- CFR 192 and 195
- Experience and knowledge of TAR/outage planning and execution
- Experience in multi disciplines (I/E, Mechanical, Analyzer)
- Working knowledge of furnace and boiler operations
- Some financial acumen
- Familiarity with process and personnel safety systems
