Role and purpose:
The job holder has 6 direct subordinates (Site Operations Manager, Site Development Manager, Technical Manager, HSE Manager, Logistics Manager, and Site Controller). He/She will also work closely with the HR Business Partner.
The job holder reports directly to the VP Operations EMEA Styrolution but is also interfacing with the COO (Chief Operating Officer) of Synthos.
The Wingles site is fully dedicated to the production of Mass-ABS polystyrene and expandable polystyrene with production capacities of 45 kt of mABS,100 kt of PS and 110 kt of EPS.
The site is currently divided into 2 different legal entities (INEOS Styrolution and Synthos), coordination and synergies are achieved through the presence of a Union to cover the social aspect and regular site coordination meetings of the board of directors (Site board meeting) for business aspects.
Through existing SLAs, INEOS Styrolution provides Synthos with the necessary support to enable Synthos to manage its EPS asset and production effectively. The entire chain of activities from raw material procurement to the delivery of finished products to customers, including support functions such as production planning and sales administration, human resources management, HSE management, control, and accounting, is represented at the site.
As the site is business-oriented, all these activities must be closely coordinated with the other assets of the Styrenic Business. This is done through quarterly manufacturing meetings led by the Vice President of Operations.
The site is registered ISO 9001-2015 for its Quality Assurance System, ISO 14001/EMAS for its environmental protection system, and ISO 50001 for its energy system.
Most important activities:
Through its leadership, the incumbent contributes to
- the site's mission in HSE, quality, and energy in accordance with current legislation, the group policies (INEOS Styrolution and Synthos), and the site.
- ensure productivity, reliability, and quality standards for all production units at Wingles
- ensures compliance with the 'Life-Saving Rules,' as well as the individual and collective HSE objectives set annually.
- the effectiveness and continuous improvement of the environmental management system.
- set the Quality Policy, define associated objectives and responsibilities, and provide the technical, human, and financial means to the relevant services to accomplish their respective missions.
• Define and implement local EHS policies and systems in accordance with French legislation, INEOS policies, and standards to create a safe and environmentally-friendly working environment and achieve the results defined in the performance contract and development plans.
• Act as the site asset manager according to the demand from Ineos Styrolution and the site organization. Lead the role according to the different responsibilities described in the PSM matrix.
• Define the site's overall policies for major hazard prevention, provide appropriate resources, define roles and responsibilities, and regularly review progress and compliance through the site board meeting. Prevent major accidents through specific roles as per the organization described in the SEVESO/SGS manual.
• Provide manufacturing leadership and develop world-class manufacturing standards and performance in terms of organizational and working practices.
• Provide manufacturing and site services in accordance with the requirements of the performance contract and development plan, achieving world-class efficiencies and service levels for the two legal entities.
• Provide assurance to the VP Operations EMEA Ineos Styrolution and the Director of Operations Synthos that manufacturing processes and performance meet the needs of both legal entities.
• Ensure site stewardship in terms of safeguarding Ineos Styrolution's reputation, building trust within the local community, as well as with local and regional authorities and government services.
• Advocate for manufacturing activities within the 2 different organizations through benchmarking, sharing best practices, and implementation to provide a competitive advantage to the businesses.
• Define and implement local human resource management policies and systems in accordance with French legislation, INEOS Styrolution, and Synthos policies and standards to achieve a highly skilled, performing, and motivated workforce.
• Negotiate with the Works Council, trade unions, and employee representatives regarding remuneration conditions... meeting the requirements of the Performance Contract and Development Plan.
• As a member of the INEOS Styrolution manufacturing leadership team, prepare and obtain approval for the annual performance contract and manufacturing community development plan.
• In relation to the INEOS Styrolution and Synthos organization, propose options for optimizing product presence, processes, and markets based on the capabilities of Wingles.
What do you need to succeed:
• Degree in chemical or mechanical engineering with minimum 15 - 20 years of experience in a production environment.
• 10 years operations leadership experience
• Experience working in SEVESO site
• Strong business acumen

• Applied engineering and manufacturing management skills, including process optimization, troubleshooting, engineering design, and project management/execution.
