Site buyer

A. Purpose /Role of the job:

- Responsible for Yeosu site and adheres to procurement framework, governance set and company strategy to ensure business and operational demand such as technical material and service, logistics, Utilities and business service under Global & Regional procurement network.

-The Site Buyer works closely with site engineers, operators, and other stakeholders to ensure that the plant has the materials and services it needs to operate safely and efficiently.

- Cooperate with other countries’ indirect teams to work together by sharing information and expertise to maximize synergy & improve cost structure.

B. Environment/Context/Complexity of the job:

1. Monitoring market trends and making strategy for cost saving and supply security

2. Price forecast under fluctuated market

3. Developing and securing competitive maintenance service contractor

4. Timely work without any safety issues and work quality of contractor

5.Collaborate / Ensure with multiple stake holders’ requirements, project plans and budgets

6.Close alignment and interaction within the procurement network and regional category buyers for Indirect spend categories.

7.Compliant with group policies, guidelines, and DoA

C. Responsibilities/ Accountabilities of the job:

  1. Key Result Areas: Procurement of indirect spends – MRO, ICT, Services and Utilities incl. Green energy


Major Activities:

Develop sourcing and contracting strategy in Korea. The scope of Indirect spends are as below;

  • Business services
  • Logistics services (Include transportation)
  • Information and communication technology
  • Technical material and services
  • Packaging
  • Tolling service
  • Utilities (Include Green energy)
  • Secure multiple suppliers by sourcing strategy
  • Develop sustainable competitive advantage to achieve cost leadership.
  • Account for purchasing compliance – legal, tax, trade sanction, fair trade and local regulation etc.
  • Ensure implementation and further development of INEOS Multi-Business Agreement (MBAs)
  1. Key Result Areas: CapEx management including large project.

Major Activities:

  • Ensure preparation and execution of project sourcing and contracting strategy as well as key contract clauses.
  • Review sourcing and contracting strategies and prepare Project Procurement Statement
  • Ensure procurement tender documents based on technical specifications and scope and professional management of procurement schedule.
  • Ensure compliance with the project budget related to CapEx procurement.
  • Follow up of contract – Delivery, quality, payout, claim.
  • Support global initiative on Best Cost Country Sourcing (BCC)
  1. Key Result Areas: Develop category strategy of indirect spend.

Major Activities:

  • Develop and maintain regional category wave plan.
  • Define regional demand of each category.
  • Ensure close collaboration with RCBs for global category development.
  • Lead related regional sourcing and contracting strategies with regional category buyer for local/ regional implementation.
  1. Key Result Areas: Spend management.

Major Activities:

  • Challenge demand and critically review requisitions, technical specifications and scope.
  • Solicit tenders and follow up on bid proposals
  • Analyze quotations, prices and commercial conditions (TCOs) and set-up a commercial bid comparison, Coordinate the bid evaluation process with other disciplines.
  • Lead negotiations to secure best commercial terms in accordance with the technical specifications and requirements to ensure best value.
  • Present sourcing strategies and award recommendations to upper management.
  • Develop and execute action plans to optimize stock levels in coordination with technical departments and supply warehouse.
  1. Key Result Areas: Contract management

Major Activities :

  • Develop, implement and execute contract (renewal) strategies.
  • Lead the contractor qualification process and coordinate SHE evaluation.
  • Negotiate and administer frame agreements and contracts.
  • Procurement lead of Capex projects in cooperation with different project teams and stakeholders.
  1. Key Result Areas: Supplier and Contractor management

Major Activities :

  • Market screening for new and potential suppliers and contractors
  • Audit and selection of suppliers and contractors
  • Set up and manage a pool of preferred suppliers and contractors
  • Evaluate and monitor supplier performance.
  • Analyze Supplier risk and implement mitigation measures.
  • Implement Supplier excellence approach incl. segment suppliers and define treatment strategies for strategic and key suppliers
