The INEOS Oligomers division includes a wide range of products ranging from LAO, PAO and PIB to Specialty Oligomers, iso-paraffines, cyclopentane and isoamylene which are made in Europe and in the Americas and sold worldwide.
With manufacturing facilities in United States and Belgium, INEOS Oligomers is the largest merchant suppliers of Poly Alpha Olefins (“PAO”) in the world. The LaPorte PAO site is a fully self-contained operating plant within a larger petrochemical complex, shared with LyondellBasell. The LaPorte site consists of three production units capable of producing twenty-four different products spanning a broad viscosity range using multiple feeds.
Purpose of the Job:
The Safety Health Environmental (SHE) Manager provides technical support for the LaPorte PAO plant's environmental and safety programs. Environmental responsibilities are organizational, direction and control of the environmental program to provide compliance with all applicable Federal, State, and Local regulations concerning air, water, and land. Safety responsibilities include management of site PSM program, coordination of ERT duties, leading site PHA’s and management of site contractor approval process.
Environment/Context:
1. External factors include site landowner (LBI), state, federal and local SHE regulatory authorities and the public.
2. Internal factors include site management and site operations, maintenance, and contractor personnel.
Responsibilities and Accountabilities
- Manages OSHA's Process Safety Management elements for the LaPorte site, including Management of Change, Incident Investigation, Employee Participation, Process Safety Information, Process Hazard Analysis, Pre Startup Safety Review, Work Permits, Emergency Planning and Audits.
- Manages the INEOS 20 Principles for the LaPorte Site, including site representative during internal audits and participating in audits conducted at other INEOS sites.
- Manager of site SHE fixed cost budget, including purchasing safety supplies and site permitting fees.
- Control and coordinate any emissions testing and or personnel exposure testing, including review and interpretation of testing and monitor results.
- Control and coordinate all activities associated with compliance applicable environmental regulations, including the LDAR and storm water programs. This includes responsibility for recordkeeping and reporting requirements.
- Responsible for regulatory reporting for air, water, and land compliance.
- Responsible for maintaining regulatory plans such as the BMP, SPCC, SWPPP and hazardous waste minimization plan.
- Member of the site’s Management of Change team responsible for conducting safety review for any process changes to the production unit.
- Responsible for the development of written safety/environmental programs.
- Assist Engineering in projects that affect safety/environmental compliance.
- Conduct environmental/safety audits.
- Responsible for coordinating site PHA’s and LOPA reviews.
- Responsible for coordinating site ERT activities.
- Responsible for leading the site safety committee.
- Responsible for leading and maintaining the site safe work permit program.
- Responsible for organizing and implementing any company safety initiatives for the site (AsCare, ISRS, Insurance audits, …).
- Works with third-party contractor and site host company to provide security for on-site personnel and plant assets.
- Serve as point of contact for site host company for wastewater-related matters and as site lead for wastewater improvement initiatives.
- Prepares and submits environmental permit application as necessary (expansions, new products/processes, new stormwater outfalls, etc.)
- Represents the site for regulatory and trade organizations.
Skills & Knowledge Required
Education/Experience
- A Bachelor Science degree in environmental engineering, chemical engineering, or related four-year degree with 7 or more years of safety and/or environmental experience. Experience in both disciplines is preferred.
- A PE is desirable but not required to certify environmental permits and plans
- Knowledge of regulatory requirements and good communications skills are essential.

The physical activities of this position require climbing, walking, fine motor acuity, talking, and hearing, tactile acuity, and repetitive motion of the fingers and wrist constantly. This position requires balancing, stooping, kneeling, crouching, crawling, reaching, standing, pushing, pulling, lifting, grasping, and occasionally.
The physical requirements of this position include exerting up to 20 pounds of force occasionally, and/or 10 pounds of force frequently, and/or negligible amounts of force constantly to move objects.
The worker is required to have close visual acuity to perform activities such as preparing and analyzing data and figures, transcribing, viewing a computer, reading, visual inspection of small parts or pieces, operating machines or tools, taking measurements and or assembly or parts.
The worker is occasionally subject to various environmental conditions- activities occur inside and outside; this includes extreme temperatures (hot and cold). The worker is occasionally subject to noise, vibration, and hazards such as proximity to moving parts, moving vehicles, electric current, working at heights, fumes, odors, and dust. The worker is occasionally required to work in narrow spaces or enclosed areas.
