Job Title:

Safety Health Environmental (SHE) Manager

Role synopsis:

This position leads the Cooper River site safety, health, environment (including surrounding forest land and wildlife), security, and crisis management activities and is the SHE asset manager.  The SHE Manager supports the site in achieving its overall SHE objectives by developing and delivering effective plant wide SHE systems, training, communications, and coaching.  This position actively supports and promotes the 20 Principles for Managing Behavioral Safety and Process Safety, conformance to INEOS IGGNs, Life Saving Rules (LSRs).and assures compliance with local, state and federal workplace safety, security and environmental laws. 

Internal Factors:

•           IGGN and 20 Principles implementation and gap closure

•           Process and Behavioural safety performance of site (Injuries and LOC10 releases)

•           Employee engagement during normal operations (applying ERT skills) and leading site ERT/IMT efforts during crisis

•           Contractor management to meet / exceed site safety and construction standards

•           Plant production priorities and their impact on SHE activities

•           Own and maintain SHE cost center budget

External Factors:

•           Local, State, Federal agencies OSHA/NFPA standard compliance (including site drills)

•           Emerging regulatory issues and their impact on the site.

•           Representative of site to external agencies and community

•           Interacting with government agencies and local fire departments during site crisis

Responsibilities and Accountabilities:

SHE Excellence: 

•           Maintain staffing and drills associated with both the site Emergency Response Team (ERT) of approximately 40 personnel and Incident Management Team (IMT) as specified in site/corporate policies and applicable regulations.

•           Review, update, and maintain site SHE procedures and plans

•           Coach and lead the Emergency Response Team (ERT) and Incident Management Team (IMT), including acting as On-Scene Commander and Incident Commander at times.

•           Schedule specialized drills for Emergency Response Team (ERT), HAZMAT Team, Rescue Team, and Incident Management Team (IMT).

•           Support INEOS Crisis Management Plan.

•           Interface with community and government agencies on Emergency Response and Security related issues, including serving as the site contact with the US Coast Guard, Berkeley County Sheriff’s Office, and other law enforcement agencies

•           Serve as a FSO back-up per regulation to secure the entire 6000 acre property, including preventing and controlling trespassing, handling nuisance/rabid animal control, and ensuring fencing integrity

•           Conduct security audits and inspections; site facility security assessments; and development/maintenance of facility security plan

•           Provide field support for on-going projects that involve high angle rescue, confined space rescue and create rescue plans for each job.

Key Interfaces are (the persons, areas, or departments the person is expected to get information from and provide information to; the key customers and suppliers):

•           Act as SHE representative on assigned unit management teams (UMTs), including regular meeting attendance, permit audits, behavioral safety system participation, timely completion of assigned actions, ensuring that SHE knowledge is shared among all units, and similar unit-related activities.

•           May at times serve as Excavation Competent Person, Site Lifting Authority (SLA), and job representative

•           All site supervisors, including LT members

•           Project engineers

•           Develop ERT/IMT/HAZMAT /RESCUE drills to comply with Ineos and regulatory guidelines.

Manufacturing Excellence

Lead the SHE organization to ensure internal and external compliance with all applicable policies and regulations.

•           Site designated (primary) Security Site Focal Point (SFP).

•           Site PSM Authority.

•           Develop, implement and support a comprehensive Process Safety Management (PSM) process including PSM audits, process safety information, Management of Change (MOC), Process Hazard Analysis (PHA), and hot work permit programs.

•           Lead/participate in incident investigations to identify root causes and corrective recommendations to prevent reoccurrence.

•           Support Process Hazard Analysis and Layers of Protection Analysis (LOPA).

•           Ensure proper Emergency Response plans and procedures are in place.

•           Serve as site’s primary Emergency Response Coordinator for RCRA related events.

•           Ensure that permit applications and modifications, as well as all environmental reporting, are completed in a timely manner.

•           Maintain OSHA injury/illness logs with coordinated support from the regional SHE group.

•           Ensure all regulatory documentation is maintained for the site.

•           Maintain site databases concerning near hits, action items and audits.

•           Maintain the plant SHE investigation log, review all SHE investigations to ensure root causes and actions are appropriate, and distribute completed investigations.

•           Ensure that all scheduled site SHE procedures are reviewed and up to date.

•           Serves as key interface and maintains positive relationship with regulatory agencies (OSHA, US EPA, DHEC, Coast Guard, etc.).

•           Accountable for the execution of sustaining SHE policies, activities and improvement opportunities.

•           Develop, implement and support a comprehensive contractor management process, including audits and annual re-qualifications.

•           Track and publish site SHE KPI’s and statistics and communicate the results to plant employees and divisional leaders.

•           Develop communication packages and activities to support the company’s SHE Principles.

•           Participate on SHE Principle audits at other facilities.

•           Develop an annual SHE internal audit schedule.

•           Develop and deliver SHE training to plant employees.

•           Support the INEOS Aromatics long range business plan.

Leadership

•           Line Supervisor for SHE department professionals.

•           Develop and communicate clear goals and standards and ensure professional and career development for team members.

•           Conduct Performance Reviews for direct reports.

•           Champion new ideas, and inspire for excellence and trust, foster a team environment.

Lead/manage direct reports and monitor the cascading of leadership and management competencies throughout the organization

Oversight of the plant’s emergency organization.

•           Oversee development and implementation of the annual emergency response team training plan.

•           Ensure all qualifications are obtained and maintained for the ERT.

•           Provide site response direction during emergencies.

•           Critique all emergency drills and real emergencies.

Education/Experience:

•           Bachelor’s degree in engineering or Professional Safety and/or Environmental Certification and at least 10 years of related industrial experience in SHE compliance or equivalent combination of education and experience.

•           Experience in polymer or petrochemical manufacturing or SHE/PSM roles, with an understanding of issues related to specific types of equipment, unit operations and maintenance is preferred.  

Technical skills

•           Strong knowledge of safety and environmental systems and the pro-active application of new techniques to improve SHE performance.

•           Strong bias for action to identify potential problems and co-ordinate their resolution before they become an issue. 

•           Detailed knowledge of industry standards as applied to petrochemical facilities, Process Safety Management (PSM), and Risk Management Program (RMP).

•           Working knowledge of applicable State and Federal regulations.

•           Proficient in understanding and application of Microsoft Office Suite products, especially Word, Excel and Outlook.

Behavioral skills

•           High level of safety awareness and a demonstrated solid safety and environmental performance history.

•           Previous SHE experience in petrochemicals, polymers, plastics or similar field.

•           Proven ability to work with others with strong inter-personal, influencing and leadership skills.

•           Strong written, verbal, and communications skills.

•           An ability to manage work priorities to deliver real performance improvements in a busy and demanding work environment.

•           Maintain and sustain site safety compliance.

•           Reduce or maintain acceptable injury performance.

•           Reduce or maintain acceptable environmental performance.

•           Routinely meet site SHE goals.

•           A realistic SHE and security budget to fit with the overall organizational budget.

•           ERT drills completed

Essential Job Functions:  Physical Requirements, Visual Acuity, and Environmental Factors

•           The willingness & ability to work in a confined space & enter a standard 18" manway

•           The willingness & ability to work with a respirator & climb scaffold ladder

•           Occasional lifting of equipment required

•           Vision requirements required by Codes must be satisfied.

•           Ability to pass physical testing required of Emergency Response Team (ERT) members.

•           Exerting up to 40 pounds of force occasionally and 10 pounds of force frequently and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

•           Must have the ability to see written documents, computer screens and to adjust focus and to receive detailed information through oral communication, make discriminations in sound, and perceive the nature of sounds at normal speaking levels, with or without correction. 

•           This position is considered a “safety critical job”, which requires for the employee to be always alert, able to concentrate on their task at hand, and not impaired by medications (prescription, non-prescription, illegal, or legal substances including alcohol), or any other mental condition which adversely affects alertness, concentration, or judgment.

•           Must be physically capable of performing Safety/IH duties in a field environment, including the wearing of respiratory protection. Must pass a post offer physical and drug screen.
