SHE MANAGER-PROJECT SUNNY

Context & Organisation:

O&P Asia is a new & evolving business. A significant part of the business is the 50% share in the Tianjin Petrochemical Cooperation JV (known as Project Sunny in INEOS).

At the heart of Project Sunny is the construction of a brand-new chemical complex in Nangang on the outskirts of the modern Commercial City of Tianjin, China.

With its 13 plants, new utilities & infrastructure, and world class product portfolio it will be the new economic powerhouse in Northern China and in the center of further growth & investment in the region.

INEOS O&P Asia is offering the once in a lifetime opportunity to be part of the creation of such a venture; through construction, completion and into operation from 2024 onwards.

We are looking for INEOS professionals across all areas from Operations, SHE, Engineering to join us on this exciting journey and bring their unique INEOS culture & experience to the team in China; and in return gain valuable first-hand experience through such a major project in Asia and bring back key learnings into the INEOS world.

A key role of INEOS in the JV is to lead the evolution of the SHE performance across all levels of the organization. INEOS SHE principles & standards need to be implemented in a short period of time in the context of bringing SINOPEC & INEOS cultures together, creating a best in class SHE performance in line with both shareholders expectations.

We are looking to recruit into the role of SHE Manager(s), but also are interested to hear from experienced INEOS employees with an appetite to lead & influence the SHE function transformation in Tianjin, while experiencing the life in modern China.

 

Job Purpose:

The SHE Manager is accountable for providing expertise, advice and interpretation regarding occupational health, safety and environment matters  Key responsibility will be the  introduction of the INEOS SHE approach to both supporting the ongoing site construction, and then implementing the Ineos approach to the pending commissioning and the operations of the new complex (cracker plus derivatives)

 

Accountabilities & activities:

  • Provide expertise, advice and interpretation regarding occupational health, safety and environment matters to leadership team, supervisors, employees, stakeholders and contractors.  
  • Together with the wider Operations Leadership Team, ensure that INEOS SHE principles & standards are shared and implemented in a short period of time in the context of bringing SINOPEC & INEOS cultures together, creating a best in class SHE performance in line with both shareholders expectations.
  • Build a strong relationship with the responsible JV SHE management to influence and deliver the INEOS SHE Manager’s responsibilities.
  • Identify variations to INEOS SHE principles, rules & standards, plus subsequently develop gap closure plans and implement relevant actions.
  • Understand the JV site(s) SHE polices; develop and monitor with the JV SHE Director(s) the JV SHE strategy.
  • Ensure that incident reporting is in place and all incident investigations have SHE involvement.
  • Ensure the development and implementation of work processes to fulfill regulatory requirements; to ensure compliance to all regulatory orders and notices; ensure that all non-compliance issues are communicated to government agencies and JV management.
  • Ensure the development of a SHE training system for the plant staff, Responsible for the monthly and annual SHE reports for regulatory reporting.
  • Ensure monitoring the plant SHE performance by analyzing SHE data and works with project & plant management to develop and implement strategies to continuously improve SHE performance.
  • Ensure that SHE goals in consultation with the project & plant management team are established , and the implementation of the work plans to meet the goals.
  • Developing a system to validate the JV investigating, reporting and following up on incidents and lessons learned.
  • Develop and deliver SHE strategies as per the JV performance contract and the INEOS O&P Asia business objectives.
  • Monitor occupational health services at JV including pre-employment medicals, TRT medicals, back to work modified work programs, health surveillance program and case management of employee issues.
  • Produce and manage the O&P Asia SHE budget including all contractor costs, safety supplies, consultants’ fees and mandatory safety trainings.
  • Provide support to JV site’s SHE initiatives including Responsible Care, ISO 14001, ISO 9000, and SHE milestones.
  • Provide support and direction to SHE personnel to ensure INEOS SHE objectives are adhered to.
  • Review all INEOS Group’s lessons learned reports, communicate to JV and to determine any required actions.
  • Communicate investigations relating to all JV Plant safety incidents to INEOS Group businesses.
  • Conduct six Planned General Inspections each year, as scheduled.

 

Required profile:

Level of education & experience in general

  • The SHE Manager position requires a relevant technical diploma or undergraduate degree.
  • Likely minimum of 10+ years in an environment and/or safety discipline supporting operations or 5+ years in environment and/or safety discipline plus 5+ years of operations experience in a large plant setting.
  • In-depth knowledge of INEOS SHE principles, rules and procedures.

Physical Requirements:

  • Ability to work in a variety of environments that include both fieldwork on the Site (with associated physical requirements associated), and deskwork.

Cognitive Skills:

  • Strong capability of conscious mental effort or concentration required.
  • Capability of dealing with complex tasks (can be uncertainty and unpredictability, in the plant setting, and in a plant outage situation).
  • Considerable attention required, possibly for extended periods of time
  • Ability to think innovatively and creatively.
