Headquartered in League City, TX, INEOS Olefins and Polymers USA is one of the largest producers of olefins and polyolefins in North America.  INEOS produces high-density polyethylene and polypropylene from one of its manufacturing locations at Battleground Manufacturing Complex.

The O&P USA business includes the product lines Ethylene, Propylene, Butadiene, Polypropylene and Polyethylene.  Manufacturing sites include Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (LaPorte, TX), and Carson (Carson, CA), with a division office in League City, TX.  Overall O&P USA has ~ 1,200 employees, 1,400 contractors, and annual revenue of over $3 billion. 

How the Role Fits in:

The Senior Supply Chain Analyst – Dashboard & Analytics reports to the Commercial Supply Chain Operations Manager and oversees three third-party logistics service provider contractors.

The Main Purpose of the Role: 

The purpose of the position is to control, optimize and improve the Commercial Supply Chain data and analytics processes.  Focusing on the quality, reliability, efficiency/productivity and decision-making support for Supply Chain processes in INEOS Olefins & Polymers USA. Position is responsible for approximately $1m in variable cost.

Responsibilities AND Accountabilities

Accountability 1:

Meet SHE objectives and comply with all governmental laws and policies.

  • Set up operating strategies to drive asset integrity.
  • Develop information technology processes which support a comprehensive SHE management process including audits, corrective action tracking, and incident investigation
  • Support emergency response.

Accountability 2:

Meet operating plan for the business including cash fixed and variable cost, availability, shipment and inventory targets.

  • Develop dashboards to monitor Supply Chain operating performance. To include monitoring data interfaces for reliability and security.
  • Develop, support, and implement cost reduction strategies.
  • Develop, support and implement Supply Chain improvement strategies and Supply Chain Technology strategic initiatives.
  • Execute Supply Chain asset capability (volume, quality, flexibility, fulfilment)
  • Negotiate and manage providers of Supply Chain technology platforms.

Accountability 3:

Stewardship of people

  • Identify the necessary resource levels related to Supply Chain processes (3rd party logistics and fulfilment providers) to guarantee safe and reliable operations of assets and fulfilment of customer expectations and requirements.
  • Provide performance feedback to contractors reporting to the position.

Accountability 4:

Meet commitments between business and customers in the most efficient manner.

  • Develop and maintain key metrics for Supply Chain processes
  • Create predictive models and simulations to meet business and customer expectations.
  • Maintain tool to support cost analysis and optimization of all Supply Chain activity.  Utilize costing tools to select best cost to serve options for customers and perform ongoing monitoring of total cost to serve position for Supply Chain.
  • Identify improvements to the Supply Chain network and processes and execute approved improvements.

Skills & Knowledge Required

Education/Experience

  • BS/BA degree in engineering, supply chain, information technology or related degree. 
  • At least 10 years' experience in business management, information technology and supply chain operations.
  • Tableau or similar platform experience required.

Skills and Competencies

Technical skills

  • Experience in project management principles and stage-gate processes
  • Experience in portfolio management and complex network optimization techniques
  • Experience in Logistics operations for rail, rail equipment, truck, terminal, packaging, inventory management, transportation management systems and freight payment
  • Principles of Commercial / Economic Optimization
  • Knowledge of safety and quality management systems

PHYSICAL REQUIREMENTS

  • Frequently (70-100%) sitting.
  • Occasionally (30-60%) lifting and carrying up to 20 pounds.
  • Infrequently (10% or less) ascending and descending stairs, bending, stooping, twisting, kneeling, and reaching at/below shoulder height.
  • The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures, viewing a computer screen and extensive reading.
