Purpose of the job

The Senior Project Manager’s role is to plan and execute large greenfield/brownfield capital projects for the Aromatics business (with the PET plants as first projects in the pipeline). Provides oversight and coordination of contract resources for a variety of activities. This position is the single point of accountability for planning and delivering the project, budgeting, cost management, communicating and tracking progress, scheduling, leading the project team and ultimately overall project success.

 

Environment/Context

The Senior Project Manager will work in a global project team, with different cultures at different locations. This requires traveling regularly, possibly move temporarily to the location where the engineering will be done, and for sure move temporarily to where the project will be built.

In this role the project manager oversees the project scope development to meet project objectives and create maximum value, to deliver maximum return on investment. This involves

 

Internal:

  • Coordination between various internal stakeholders
  • Communications up-and-down the organization
  • Resource management

 

External:

  • Organizing contract engineering companies
  • Organizing construction

 

Accountabilities of the job

This position is responsible for

  1. The development of a project team, project plan (including detailed schedule), resource plan and budget in line with the defined business goals and objectives
  2. Setting project performance targets (safety, operability, quality, cost and schedule) based on benchmarking and continuous improvement
  3. The development and execution of all project deliverables, incl control of scope and management of changes throughout design and execution
  4. Definition of the contracting strategy and related procurement processes, including contract negotiations
  5. Technical assurance of engineering deliverables, including appropriate design reviews, to ensure projects are designed to support safe and reliable installation and operation
  6. The development of and compliance to the quality plan in engineering, purchasing and assembly
  7. Safe and efficient execution of construction activities through planning, oversight and state-of-the-art contractor management. This includes process hazard analysis, updating of required drawings and records, final documentation of project changes, as well as technical resolution of all resulting recommendations from major unit HAZOP studies
  8. Identification of risks at appropriate project stages and management of those risks and opportunities throughout the project lifecycle
  9. Identification and communication of best practices and lessons learned throughout the project team, site, and / or organization, as appropriate
  10. Document control and record keeping throughout the project and completion of close-out processes and post-project assessments
  11. To manage interfaces with the operating unit as required to share resources, understand tie-ins, permitting and ongoing interfaces post start up

Required profile

Level of education & Experience in general

  • Educational background: University degree in Engineering
  • 20+ years project management experience preferred
  • Large capital project experience preferred

 

Technical skills

  1. Substantial experience in project engineering and project management is a key tool for job execution
  2. Seasoned experience in and highly advanced understanding of a stage gated project execution processes
  3. Seasoned experience in and highly advanced understanding of Front-End Loading (FEL) concepts and project development
  4. Long term experience in and highly advanced knowledge of project execution planning including project contracting and construction strategy development
  5. Thorough understanding of project controls and project management systems
  6. Thorough experience in and significant understanding of contracting strategy development and Procurement and Supply Chain Management (PSCM) practices
  7. Long term experience in managing engineering and construction contractors and deep understanding of engineering deliverables and construction practices
  8. Knowledge of relevant industry practices, codes, and standards
  9. Experience in personnel management, development, skill assessment, and resourcing
  10. Demonstrated ability to collaborate with internal stakeholders across multiple disciplines, cultures and geographies, across Ineos and with external stakeholders such as government, third party partner, and suppliers
  11. Experience of working with and influencing cross-functional and geographically dispersed teams in a project environment
  12. Must be able to manage multiple/conflicting priorities, appropriately prioritizing and allocating resource, with a strong track record thereof
  13. Experience in interacting with the Technology Licensor companies where this position is a leading manager of this licensor/licensee relationship
  14. Management experience including knowledge of plant safety regulations and unit preparation procedures. This ensures that project plans integrate well with operations preparation associated with turnarounds/builds 
  15. Industry knowledge of chemical plant technical issues including catalyst, metallurgy advances, new equipment options, and safety/accident prevention
  16. Trained in application of process safety management (PSM) and process hazard analysis, this is essential as this position manages the PSM system and responsible for resolution of safety recommendations for the unit
