Business Context: 

Olefins & Polymers USA is a major, integrated manufacturer of petrochemical products in North America, from upstream oil and gas production to NGL fractionation to olefins and polymers production, with production capacity of approximately 14 billion pounds per year of NGLs, olefins, polypropylene, and high-density polyethylene (HDPE) from 5 manufacturing sites (including joint ventures).  INEOS O&P USA has annual gross revenue of over $5 billion, employs 1,900 people, and is headquartered in League City, Texas. 

The O&P USA business includes the product lines Ethylene, Propylene, Butadiene, Polypropylene and Polyethylene.  Manufacturing sites include Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (LaPorte, TX), and Carson, (Carson, CA), with a division office in League City, TX. The O&P USA business purchases significant quantities of Natural Gas Liquid feeds, naphtha, and energy commodities for the production of the above-mentioned product lines. The O&P USA business also handles in-house its raw material acquisition and Trading capabilities and has a trade control system and the associated front/mid/back-office infrastructure.

How the Role Fits In:

The business encompasses a wide range of products, feedstocks and assets in locations that have very stringent regulatory requirements.  This role provides support across the business to provide strategic and efficient compliance support.  This position supports developing and sharing of best practices within the local organization, working within different facilities to share best practices and solving related problems at other locations as opportunity avails itself.  This is a fast-paced, varied workload that requires both technical and influencing skills.

The Main Purpose of the Role:

The Senior Engineer is responsible for supporting compliance and capital project demands in the business relating to INEOS’s ongoing commitment to meeting environmental compliance expectations in the areas of waste, water and air.  This can include permitting, compliance recordkeeping, and required reporting for both internal and external stakeholders; compliance planning and implementation; and auditing.  This will cover diverse environmental compliance issues including air, water, waste, groundwater, and wetlands, among others.  The role deals with federal and state regulatory agencies, including the U.S. Environmental Protection Agency (EPA) & Department of Transportation, the Texas Commission on Environmental Quality (TCEQ), and the Railroad Commission of Texas.

Responsibilities AND Accountabilities

  • Serve as a subject matter expert on environmental compliance matters, primarily in the areas of waste and water.  Perform audits at INEOS sites and at 3rd party service provider locations such as waste management companies.
  • Represent INEOS in regulatory advocacy through trade organizations’ environmental committees, primarily in waste and water.  Communicate regulatory developments across multiple INEOS businesses.
  • Perform complex assignments that require developing and implementing solutions to environmental compliance challenges. Complexity could be due to technical requirements, subject matter, or number of sites involved.
  • Improve environmental performance through the development and implementation of corporate standards.
  • Serve as a Safety Health Environmental (SHE) representative on capital projects and in routine activities to ensure that air, water, and waste issues are adequately identified for compliance and risk management and are progressed against regulatory deadlines.
  • Prepare permit applications or authorization requests to agencies for renewals, amendments, and other authorizations and notifications.
  • Augment site staff in all environmental media to ensure appropriate delivery of routine, day-to-day responsibilities.

Skills & Knowledge Required

Education/Experience

  • BS in Engineering or Science
  • 10+ years of experience in negotiating environmental permits and developing environmental compliance implementation plans for an operating facility
  • Understanding of environmental issues and regulations typical in the petrochemical industry
  • Primary background in water and waste issues is preferred
