The Position

The Safety, Health, Environmental, & Quality (SHEQ) Manager is accountable for the process safety management, risk management, safety performance, environmental compliance, emergency response, industrial hygiene, occupational health and quality assurance at the Styrolution Bayport Styrene Monomer facility.  This position reports to the Site Director and is accountable for all SHEQ requirements at the Styrene Monomer facility.

The SHEQ Manager’s role is to lead SHEQ compliance and conformance efforts, establishing and promoting consistent application of programs and policies that meet all regulatory and company requirements and result in high performance.  This role actively understands emerging regulations and requirements (external and internal), develops plans to maintain compliance, and manages the implementation of the plans and the leadership of site personnel to ensure compliance.

What You Will Do

  • Direct Risk Management:  Deliver the plants’ Risk Management and Process Safety Management Programs.Setthe risk management agenda for the site with input from the Site Leadership Team.
  • Lead SHEQ Excellence:  Provide oversight for Personal & Process Safety, Security, Emergency Response, Health/Medical, Environmental, and Quality functions. Actively monitorthe environment to identify emerging trends and issues across all of these disciplines, as well as foreseethe needs and create plans to support the business in proactively adapting.Each function has accountabilities associated with auditing, permitting, and reporting.
  • Develop operatinggoals as they relate to all SHEQ responsibilities:  This role has shared accountability with the Site Leadership Team members to attain the site’s operating goals. The incumbent makes decisions on behalf of the Site Leadership Team, obtaining their input as appropriate, to foster end results around Safety, Health, Environmental and Quality.
    • Lead the development of long range SHEQ strategy for the site, consistent with corporate strategies, goals and objectives. Ensure alignment with plans of site directors and business unit leadership.  Lead tactical initiatives consistent with those strategies.
    • Advise Site Leadership Team of new rules being proposed or promulgated by government agencies and how they may impact our business.  Determine and present plans to ensure compliance.
    • Establish and maintain relationships with site SHE teams across INEOS.  Participate in Company-wide SHEQ support teams.
    • Develop, monitor and influence action on key metrics of site operating performance.
    • Develop and manage annual SHE operating budget
  • Provide SHEQ Team Leadership
    • In collaboration with HR, ensure adequate, competent personnel staffing to enable accomplishment of the site SHEQ objectives.
    • Supervise Process and Behavioral Safety professionals around PSM, Security, Emergency Response, and Safety processes (e.g., PHA, LOPA, incident investigations, MOCs) to ensure compliance, build commitment, and support continuous improvement, including application of lessons learned, across the North American Styrolution sites.
    • Provide leadership, coaching and development of all SHEQ Team members.
    • Direct the activities of contract services for ecurity,fugitive emissions monitoring, and environmental consulting services, as required.
    • Determine effective allocation of resources in the SHEQ Team to support special projects and maintenance turnarounds.
  • Interface with industry and community representatives: Participate in community advisory panel, industrial associations, and local emergency planning committees to support relationships and represent the Company’s interests.
  • Collaborate and Interface with SHEQ Leadership at Bayport ASA Polymer facility: Provision and direct shared regulatory compliance services to the Bayport ASA Polymer facility in collaboration with SHEQ counterpart within ASA organization. Jointly develop and harmonize applicable aspects of SHEQ policies and resources between the existing assets. Services may be shared depending on work demands.

What You Will Bring

  • Bachelor of Science degree in Engineering, Occupational Safety & Health, Environmental Science, or related technical degree required
  • At least 10 years chemical or petrochemical manufacturing experience, leading SHE compliance and performance issues.
  • Personnel management experience required

Technical Skills/Knowledge:

  • Working knowledge of industry standards as applied to petrochemical facilities, Process Safety Management (PSM), and Risk Management Programs (RMP).  This includes experience with incident investigation, Management of Change, Hazard and Operability Studies (HAZOP), Process Hazard Analysis, and Layer of Protection Analysis, preferably leading or facilitating these processes.
  • Working knowledge (or ability to quickly learn) environmental, health and safety regulations at the county, state, and federal level including US DOT and hazardous material regulations; permitting processes for air, water, and solid waste compliance, etc.
  • Experience with Quality Management Systems (ISO 9001), Environmental Management Systems (ISO 14001), and SHE auditing is preferred.
  • Familiarity with, or ability to learn, lab standards, procedures and practices.
  • Community relations experience is helpful.
  • Ability to leverage technical knowledge to make sound decisions, filtering out what is important despite not being the Subject Matter Expert on every topic. 
  • Ability to lead, guide and coach key site SHE teams including site emergency response teams and Joint Health and Safety Committee.
  • Ability to lead the effective implementation of emergency/incident response systems including the Emergency Operations Center (EOC).  Experience with Incident Command System, Business Continuity, Disaster Recovery, Emergency Response planning and response, Emergency Response Exercise Design is helpful.
  • Ability to direct the activities related to contract services for security, fugitive emissions monitoring, and environmental consulting services.
  • Ability to use math and algebra to determine flows, concentrations and calculate emissions.  Familiarity with emissions modelling and vapor release software.
  • Proficiency with Microsoft Office applications (especially MS Word, Excel, Outlook and PowerPoint), SAP, and sequel server type database software is helpful.
