Role synopsis:

The Procurement Specialist assures on time services, goods, and maintenance through negotiation of Purchase Orders and Contracts with Domestic and International Suppliers. Assures the procurement process is aligned with Americas Procurement policies and guidelines. Assures competitive costs in the markets with a great platform of reliable suppliers. Cost Savings and Cost Avoidances are key drivers.

Key Responsibilities:

Serve as the Procurement lead for Capital & Turnarounds.

  • Develops strong relationships with the Operations, Maintenance, TAR and Project teams across the Americas Region to ensure support for all their purchasing needs and with the best suppliers in the market. 
  • Maintain knowledge of local labor markets and use knowledge of labor and material markets to drive lowest cost procurement.
  • Identifies deficiencies in available vendor pool and support contract development with new vendors.
  • Develops strategy and sourcing activities for the safe and economic execution of planned unit outages and capital projects/equipment procurement.
  • Identifies strategic opportunities for bundling scope within and between TARs and execute associated RFPs and contract negotiations
  • Negotiate favorable pricing/rates/discounts for awarded work.
  • Accountable for delivering cost savings/avoidance through effective contract negotiation and strategic sourcing
  • Ensures the procurement process is followed and aligned accordingly to Americas and Corporate Policies through to recommendations for award and award communication.
  • Establish bid review criteria prior to sourcing events.  Works with stakeholders to complete bid evaluations (technical & commercial) for all material capital and Turnaround purchases
  • Monitors supplier delivery times and manages cost, risk and conflict where there are major disruptions in supply.

Supports Regional & Local Initiatives.

  • Evaluates market research, analyzes company spend, reviews internal business goals, and develops the critical customer requirements for each sourcing event. 
  • Evaluates and negotiates offers received to provide data driven sourcing recommendations which determine the best overall value - balancing pricing, terms and risk, with obtaining best overall quality, reliability, and timely sources of supply. 
  • Develop and implement contractual framework in close cooperation with Legal.
  • Manages the overall contracting life cycle.  Maintains supplier relationships to ensure supplier expectations and established key performance metrics are being met.  Monitors supplier delivery times and manages cost, risk and conflict where there are major disruptions in supply.
  • Catalogues suppliers by category to qualify alternatives sources of supply for future business opportunities.  Establishes that all suppliers can comply with INEOS Safety and Quality standards prior issuance of Contract and/or Purchase Orders.
  • Source all services, goods, and maintenance which comply with Safety, Health & Environmental direction of the Plant Manager or SHE Manager.

EXPERIENCE, KNOWLEDGE AND EDUCATION

  • Bachelor’s Degree required – Business, Finance, Chemical Engineering, Industrial Engineering
  • 3+ years procurement, contracting, supply chain management experience. 
  • Procurement experience in manufacturing settings a plus.
  • Previous TAR experience highly preferred.
  • In-depth understanding of various contracting models is strongly desired.
  • Strong Microsoft Office product experience.
  • SAP System experience.
