The Procurement Manager, Indirects supports the organization by effectively managing a staff of 14 employees (5 direct reports) responsible for the procurement of Indirects including Raw materials, Utilities, Packaging, Logistics, Leases, Capital, Services, Contractors, and MRO with a total spend of ~$148M. This position is also responsible for the site’s MRO storeroom inventory, which is managed by a supervisor and storeroom associates.
The Procurement Manager, Indirects contributes to the profitability of the business by guiding, directing, and challenging the Indirects staff to procure materials and services at the lowest cost while adhering to INEOS Pigments HSE and ISO policies. The Procurement Manager, Indirects ensures the business needs of the internal stakeholders are heard and acted upon in a timely and efficient manner for the purpose of helping all departments achieve their goals and objectives. The position is expected to monitor market trends and conditions for the development of procurement strategies for all categories of spend. The position reports objective outcomes regarding compliance to negotiated T&Cs, budget pricing, and strategy documents.
Key activities include:
- Development of the annual variable budget for raw materials, utilities, and packaging materials.
- Development of the annual fixed cost (cost center) budgets.
- Ensures systems and processes are in place and effective for Indirects to procure required materials and services in a timely manner, within specifications, at the best value for the business, and in conformance to DoA requirements.
- Provides oversight and guidance to staff in the development of bid tenders and procurement negotiation strategies.
- Monitors and gathers business intelligence in all areas of responsibility to be used in the development of procurement strategies.
- Prepares and submits the group’s Approval Requests to the VP, Supply Chain & Indirects for executive approval per the DOA.
- Qualifies/disqualifies suppliers, contractors and service providers based on INEOS Pigments standards
- Ensures supplier records and supporting documentation are maintained for SAP and other Contract/Vendor transactions/exchanges.
- Ensures procurement staff provides timely and effective support to the internal stakeholders.
- Maintain ongoing dialog with the Site Director to understand and address critical operational needs and to apprise of supplier negotiations and approval requests.
- Support initiatives directed by the INEOS Group Procurement Manager.
- Ensures the Indirects’ staff procures materials and services in an ethical manner in conformance to corporate governance and specifications, while maintaining cost control to budget.
- Develops, identifies, and implements procurement best practices.
- Drives continuous improvement in delivery, quality, and cost effectiveness across all spend categories.
- Ensures the development, implementation, and periodic review of procurement processes.
- Ensures supplier performance and compliance to PO requirements and contractual T&Cs are monitored
- Monitors and reviews market trends and conditions, periodically reporting to management situations impacting business conditions.
- Ensures procurement staff has a basic knowledge and understanding of the value and purpose of all spend categories and its relationship to INEOS Pigments manufactured products.
About You
You will ideally have:
- BA or BS degree from accredited college or university is required, preferred degree in Engineering, Business or Supply Chain Management.
- Minimum 10 years’ procurement experience in a manufacturing operation, chemical manufacturing in preferred.
- CPM/APP certification preferred.
- Ten years’ experience in the following areas; strategy development, bid tender development, contract negotiations, contract review, leasing, logistics procurement.
- Well-formed understanding of procurement, lease, and logistics industry and terminology.
- Must be knowledgeable of procurement work processes and be fully capable of demonstrating the ability to efficiently interface with business management software (SAP).
- Demonstrated skills and abilities to define, measure, and solve technically complex issues
- Excellent written, oral, interpersonal communication, technical aptitude, and negotiation skills are required.
- Strong working knowledge of Microsoft packages, such as Word, Excel, and PowerPoint.
- Knowledge of the contractual and legal matters related to expenditures (consulting services, maintenance, agreements, and hardware and software acquisitions.

This is a salaried exempt day shift position.
