Job Objective

The Procurement Manager leads strategy development and execution for sourcing and delivering strategic raw materials at the Ashtabula Complex. This involves creating value-generating procurement processes to establish a sustainable competitive advantage.

Key Responsibilities of the position include, but not limited to:

  • Ensure compliance with Behavioral Safety Principles, Life Saving Rules, and Process Safety Principles to prevent injuries and maintain an injury-free performance.
  • Manage approximately $375 million of spending in strategic raw materials and bulk logistics sourcing, identifying aggregation opportunities and creating impactful programs for spend leverage.
  • Collaborate with internal stakeholders to develop sustainable sourcing strategies across categories for quality, value-cost optimization, supply security, plant reliability, and business continuity.
  • Cultivate and manage supplier relationships both internally and externally, ensuring performance expectations are met and productivity targets achieved.
  • Influence alignment and commitment to financial targets and category strategies across functional and business unit levels, identifying profit enhancement opportunities.
  • Lead sourcing initiatives, negotiations, and supplier selection in responsible categories, aligning with business objectives.
  • Develop strategies and negotiate major global business agreements to achieve commercial advantage, manage working capital, and mitigate risk.
  • Lead annual budget development for strategic raw material spend, provide spend outlooks to Finance, and communicate deviations to top management.
  • Maintain awareness of category markets, cost drivers, and economic trends to guide strategy and represent INEOS to external stakeholders.
  • Identify, recommend, and develop alternative sources of raw material supply, ensuring technical alignment and commercial optimization.
  • Manage inbound logistics to meet operational needs, reduce costs, and maintain working capital targets. Explore alternative logistics solutions.
  • Execute bulk logistics sourcing strategy.
  • Support initiatives directed by the INEOS Group Procurement Manager

Qualifications:

  • A minimum of a bachelor’s degree in engineering or business applications
  • Master’s degree preferred.
  • Minimum of 10 years’ experience in procurement roles with 5 years of globally traded feedstock and marine bulk shipping experience ideally within the chemical/process or allied industries, with recent experience in a materially similar, senior level position.
  • Demonstrated strong Operation, Finance and Strategic Planning knowledge in building category strategies.
  • Strategic Sourcing preferred, but not required in the TiO2 industry and bulk chartering with knowledge of supply network for selected raw materials and categories.
  • Demonstrated ability to leverage market intelligence, lead negotiation of supply agreement terms, and continuously drive improved supplier service levels through leadership and direction on a cross functional basis.
  • Experience establishing logistics strategies and plans to meet organizational objectives for major inbound raw materials.
  • Minimum of 5 years of contract/commercial experience. 
  • Proven experience in global sourcing, global logistics, and contracts.
  • Proven negotiation skills.
  • Proven experience in market dynamics analysis.
  • Working knowledge of the TiO2 process preferred. 
  • Working knowledge of the global logistics market, shipping routes, and legal requirements for supplier agreements.
