Job Overview
The Process Safety Management (PSM) Engineer is accountable for implementing, managing, and continuously improving the Process Safety Management program for the INEOS Styrolution Pasadena and Texas City sites. Responsibilities include leading the Process Hazard Analysis program at both locations, ensuring regulatory compliance guidance to all elements of OSHA 29 CFR 1910.119, developing tools to identify and mitigate process safety risks, and sharing learnings between the sites. This position will also support compliance with EPA’s Risk Management Program (RMP) 40 CFR Part 68.
What are some key things you will do:
Manage development and implementation of both tactical and strategic Process Safety Management (PSM) and Risk Management Plan (RMP) programs. Serve as PSM Authority, providing regulatory compliance guidance for PSM/RMP programs for the Gulf Coast sites. Advise and assist Managers, Supervisors, and Contractor Safety Representatives to ensure that Gulf Coast sites operate within company policies, procedures, and performance standards.
Lead the development, implementation, review, and sustainability of site policies and technical guidelines associated with PSM and RMP elements (e.g., Process Hazard Analysis, Management of Change, Contractor Management, Process Safety Information, etc.) to deliver compliance.
Lead Process Hazard Analysis and Layers of Protection Analysis (LOPA) to meet internal INEOS Group Guidance Notes and external regulatory schedule requirements while providing necessary documentation, completing management reviews and issuing reports within established deadlines.
Lead Management of Change program by participating in the gatekeeping, approval process, and identification/resolution of opportunities for improvement. Maintain associated procedural and technical documentation.
Coordinate with employees and contractors on Behavioral and Process Safety Principles concerns and issues. Participate in employee safety committee initiatives. Support development and implementation of PSM awareness and education programs (i.e., training, toolkits) for employees and contractors.
Lead/participate in incident investigations to identify root causes and corrective recommendations to prevent reoccurrence.
What you will bring:
Bachelor’s degree in Chemical Engineering, Occupational Safety & Health, Environmental Science, or related technical degree and/or safety certification(s)
Minimum of 5 years of progressive process safety experience, 8+ years preferred.
EPA, OSHA, and DOT regulations, including compliance standards, 29 CFR 1910 series, and 40 CFR Part 68, emphasizing Process Safety Elements and Risk Management program elements.
Leading the facilitation of PHAs.
Knowledge of common chemical industry process safety policies, procedures, guidelines, and best practices.
Fluency in English, both oral and written communication, interpreting EPA, OSHA, and various other Federal and State agencies.
Technical writing skills
Presentation and or training experience
Math and algebra to determine flows and concentrations and calculate emissions.
Hazard Analysis Team Leader Certification
Microsoft Office applications (especially MS Word, Excel, Outlook, and PowerPoint), SAP, and sequel server-type database software
Physical demands:
Climb steps (20' sections -75' tall), and enter manways of varying heights (max 200') and various diameters.
Wear a respirator and air supply, hear sound changes in the plant sites, smell differing aromas in the plant sites, and identify visual clues to wind direction.
The Location:
This opportunity is at our styrene monomer plant in Texas City, TX. Texas City is about 40 miles Southeast of Houston and 10 miles north of Galveston Island. It may also provide occasional back-up support to our plant in Pasadena, TX which is about 30 minutes north of the Texas City plant. Please note that relocation assistance is not available for this position.
