The Position:
The Process Safety Management (PSM) / SHE Engineer is accountable for the implementation, management, and continuous improvement of the Process Safety Management (PSM) program for the INEOS Styrolution Bayport ASA Plant. Responsibilities include leading the Process Hazard Analysis program, ensuring regulatory compliance guidance to all elements of OSHA 29 CFR 1910.119, developing tools to identify and mitigate process safety risks, sharing learnings with the other Texas Gulf Coast sites, and managing the Safety Health & Environmental (SHE) Department. This position will also support compliance to EPA’s Risk Management Program (RMP) 40 CFR Part 68.
What you will do:
This position – and all positions - within the INEOS Styrolution organization requires that the incumbent commit to learning, following, and practicing INEOS 20 Principles of Process and Behavioral Safety as applicable to the position. These are posted within each INEOS Styrolution facility. Each employee must also commit to following INEOS’ Life-Saving rules on a daily basis. These rules are posted within each INEOS Styrolution facility.
- An asset engineer and a champion of the 20 Principles and Life Saving Rules
- Intervene to stop unsafe work
- Observe and follow all rules and procedures
- Lead/participate in incident investigations to identify root causes and corrective recommendations to prevent reoccurrence
- Support/lead Process Hazard Analysis and Layers of Protection Analysis (LOPA)
- Write and support the Management of Change process through PHA and PSSR evaluations
- Day-to-day interface with Operations and Maintenance to help maintain, support, troubleshoot, maximize unit performance, and sustain and improve plant operation.
- Initiate, scope, develop, implement, and coordinate projects within the production unit and Maintenance and CAPEX personnel.
- Collect and analyze process safety KPIs, providing results to the Bayport ASA Leadership Team and plant supervision to assess the effectiveness of the PSM program.
- Help manage the KMS database and provide software technical support to track MOC and action items from inception to completion.
- Conduct incident investigations as needed and facilitate Root Cause Analysis (RCA) sessions.
- Help lead and facilitate PHAs for new projects and interface with site engineers to ensure process safety concerns are addressed.
- Lead by example with the MOC process for managing changes at the plant.
- Help spread PSM awareness to the plant employees and contractors.
What you will bring:
- Minimum of 1-2 years of progressive Process Safety Management (PSM) experience required (Career Ladder 32E); 2-3 years of similar experience (Career Ladder 33E); 4-6 years of similar experience (Career Ladder 34E).
- Minimum of 2 years of petrochemical plant (in-unit) experience required.
- Fluent in English, both oral and written communication, required to interpret EPA, OSHA, and various other Federal and State regulations and communicate with the appropriate agencies to know their applicability to site processes.
- Must be physically able to climb steps (20' sections -75' tall) and enter manways of varying heights (max 200') and various diameters.
- Must be physically capable to wear respirator and air supply, hear sound changes in the plant sites, smell differing aromas in the plant sites, and identify visual clues to wind direction.
- Technical skills:
- Demonstrated working knowledge of Microsoft Office applications (especially MS Word, Excel, Outlook and PowerPoint), SAP, and SQL server type database software at least at an intermediate level.
- Technical writing skills required.
