Process Safety Management Coordinator

Main Purpose

The PSM Coordinator will assist in Process Safety Management performance by influencing, facilitating, providing guidance, mentorship and leadership to move the organization to the next level of performance in the areas of OSHA 1910.119 “Process Safety Management of Highly Hazardous Chemicals” and EPA RMP 40 CFR 68. The PSM Coordinator will drive the delivery of the INEOS 20 Principles and INEOS Global Guidance Notes (IGGN) by interfacing with plant personnel, support Process Safety Audits, and implementation of INEOS 20 Principles. This individual will lead and support:  Process Hazard Analyses (PHA’s), Layers of Protection Analysis (LOPA’s), and Management of Change (MOC) process amongst others.

RESPONSIBILITIES and ACCOUNTABILITIES

Key Responsibilities

OSHA Process Safety Management (PSM) and EPA Risk Management Program (RMP) regulations

  • Lead development, implementation, review and sustainability of Joliet site policies and technical guidelines associated with PSM and RMP elements to deliver compliance and continuous improvement.
  • Lead and coordinate the execution of the completion of PSM-RMP Compliance Audits for the Joliet and Port Neches sites.
  • Lead, coordinate, and maintain the evaluation, regulatory reporting and timely submittal of updates to the Joliet sites Risk Management Plan per EPA requirements.
  • Track, monitor and report site KPIs to INEOS Joliet site leadership.

Process Hazard Analysis

  • Facilitate Process Hazard Analyses (PHAs) and Layer of Protection Analyses (LOPAs) for the Joliet, Port Neches and Timmins sites. This includes scheduling, defining resources, leading PHA activities and ensuring that documentation and information from PHAs are complete and properly filed/posted.
  • Support project managers and site teams to deliver Risk Assessments (PHA, LOPA, and ALARP etc) and process safety deliverables required as part of the project execution stages.
  • Oversee PHA action items to ensure their timely completion and assist with the development of solid technical solutions.

Management of Change and Pre-Start up Safety Reviews

  • Oversee the Joliet site Management of Change (MOC) program. This includes acting as the independent process safety authority in the MOC process.
  • Proactively identify gaps, opportunities for improvements, training needs and timely address them in the MOC process based on lessons learned, investigations or other industry practices.
  • Ensure documentation and information from MOCs and PSSR’s is complete and properly filed.
  • Develop, review and communicate MOC KPI’s to Joliet site leadership.

Incident Investigation Program

  • Gatekeeper of the Incident Investigation Program which includes overseeing incident classification, investigation assignment and completion, sharing across site and management review.
  • Lead management review for investigations at the Joliet site.
  • Support Joliet site leadership in driving timely and effective actions item management to deliver resolution/mitigations for open and/overdue action items.

Technical Support

  • Provide technical support in the implementation of good engineering practices associated with process safety, integrity management and risk management.
  • Answer technical questions and provide interpretations on PSM and RPM regulations and any applicable codes.

SHEQ Programs/Employee Participation

  • Provide new employee training on process safety topics.
  • Support Joliet site in the assessment, implementation and resolution of INEOS 20 Principles audit action items and recommendations.
  • Assure that Joliet PSM policies are reviewed, created, updated per a defined frequency and/or modified as needed due to factors such as regulation changes, lessons learned and/or industry standard changes.
  • Support evaluation, integration and implementation of INEOS Group Guidance Notes (IGGNs) at Joliet Site.

Skills & Knowledge Required

Education/Experience

  • Bachelor’s degree in Chemical, Environmental, Mechanical Engineering or equivalent technical degree is required.
  • 5 or more years of experience working in chemical industry or equivalent experience in Process Safety Management is preferred.
  • Experience in Process Safety Management programs/protocols and familiarity with the 14 elements of PSM.
  • Direct accountability for Process Safety Management delivery and/or management is preferred.
  • Experience in facilitating PHAs-LOPAs, and Management of Change Risk Review sessions is preferred.

Skills/Competencies

  • Demonstrated successful verbal, written, and interpersonal skills and the ability to build positive relationships with plant operating personnel.
  • Ability to work efficiently in a multi-disciplined, cross-functional environment and consistently produce results with minimal supervision.
  • Strong leadership skills, including ability to lead by influence, motivate individuals and teams and drive change from a position of no authority.
  • Strong bias to drive resolution and closure by facilitating meetings, driving consensus, reviewing data, documenting and sharing decisions and agreed path forward through meeting notes and other documents.
  • Recognizes complexity of problems and asks for help as required.
  • Ability to lead, coordinate, conduct, document, and propose recommendations to address gaps/findings from audits (e.g. PSIM, SHEQ and Operational Audits).
  • Understanding of regulations relative to Process Safety (29 CFR 1910.119 and 40 CFR 68).
  • Ability to comprehend, analyze, and understand the legal aspects of legislation and develop compliance programs to decrease facility process safety liabilities and risks.
  • Strong technical knowledge and bias to search, reference codes and engineering practices (e.g. NFPA, API, EPA, ASME, ISA, PIP’s, etc.) when addressing PSM and Risk Management inquiries.
  • Ability to work in a fast-paced 24/7 environment.

Physical Requirements:

This job is performed mainly in a temperature-controlled office environment.  Must be able to work in a variety of environments that include both fieldwork and deskwork.  Minimum requirements include:

  • Maintaining constant awareness of personal safety and the safety of all other personnel. This includes knowledge of procedures and rules.
  • Being able to work in a safety sensitive environment that includes large rotating equipment and hazardous chemicals.
  • Must be able to withstand both winter and summer temperatures while wearing the appropriate personal protective equipment.
  • Must be comfortable working in a loud environment that could include exposure to fumes / odors or vibration from surrounding equipment.
  • Must be able to perceive the nature of sounds at normal speaking levels with or without correction and must have the ability to receive detailed information through oral communication and to make discriminations in sound.
  • Must be able to ascend and descend a barrel ladder with continuous vertical length of up to 35 feet.
  • Must be able to climb and descend stairs up to a total structure height of 80 feet.
  • Must be physically able to wear and navigate through the unit with a respirator if needed.
  • Must be able to pick up a 50 lb object such as a fire extinguisher or a large book/binder.
  • Must be able to work at a desk and operate routine items such as a computer and calculator.
  • Being able to wear the appropriate PPE when inside the facility.

This is an on-site position & is NOT remote or hybrid.
