Organizational Context and Job Purpose

INEOS is a rapidly growing manufacturer of petrochemicals, specialty and intermediate chemicals and polymers. The Acrylonitrile facility consists of three Nitriles manufacturing units (Acrylonitrile, Acetonitrile, and Acetone Cyanohydrin).  Acrylonitrile is used in the production of acrylic fibers, plastics, and nitrile rubber. Acetonitrile and Hydrogen Cyanide are co-products of the Acrylonitrile production process. Acetonitrile is purified through a proprietary process to produce a very high- quality material with little waste generated.

The Process Safety Engineer will assist in Process Safety Management (PSM) performance by leading and supporting: Process Hazard Analyses (PHA’s), Layers of Protection Analysis(LOPA’s), Management of Change (MOC) process and  Risk Assessments amongst others. The Process Safety Engineer will support driving resolution to PSM issues by interfacing with plant personnel, support Process Safety audits, and implementation of INEOS 20 Principles.

Responsibilities and Accountabilities

  • Accountable for understanding, promoting and putting into practice the INEOS 20 Principles.
  • Adheres to and complies with INEOS Global Life Saving Rules
  • Ensure safe operation and maintenance activities by managing all aspects of the 14 elements of PSM at the Green Lake facility. 
  • Facilitate Process Hazard Analyses (PHAs) and Layer of Protection Analyses (LOPAs) for processes to meet both internal and external regulatory schedule requirements while providing the necessary documentation, completing management reviews and issuing reports to meet established deadlines.
  • Assist addressing needs for Safety, Instrumented System (SIS) documentation and supporting Safety Integrity Level (SIL) scenario analysis, and Functional Safety Assessments.   
  • Support PHA-LOPA action items in the scenario evaluation and challenge reviews to assure alignment with INEOS practices. Drive action items to timely completion, and assist with the development of solid technical solutions.
  • Work with Green Lake’s Leadership Team to establish site PSM Objectives and Targets in support of Nitriles Targets
  • Facilitate Process Safety Committee meetings
  • Schedule and resource Process Hazards Analysis (PHA) and related studies
  • Lead Management of Change program by participating in the gatekeeping, approval process and identification/resolution of opportunities for improvement. 
  • Support and provide oversight for Pre-Start Up Safety Reviews (PSSR).
  • Develop and track key performance indicators for each element of PSM
  • Develop reports for site Leadership and site teams regarding compliance status and opportunities for improvement
  • Develop and implement self-assurance activities at the site, including training, to maintain ongoing compliance and to identify trends.
  • Conduct routine assessments to insure compliance with Facility Siting standards.
  • Maintain and update as necessary site’s Risk Management Plan (RMP)
  • Ability to work as a team member to evaluate complex task and/or incidents and develop lessons learned and recommended action items for prevention of reoccurrence
  • Plan and execute periodic compliance audits to ensure compliance with legal requirements and INEOS standards
  • Assess potential compliance risks and improvement opportunities then develop and execute action plans with site teams to close gaps
  • Assess site policies and procedures to ensure that appropriate SHE risks and compliance issues are adequately addressed then develop and execute action plans with site teams to close gap
  • Lead and support SHE and PSM incident investigations.
  • Maintain close communication with Nitriles SHE Assurance Manager and other sites to leverage expertise and ensure consistency.
  • Participate in business planning processes, such as capital planning so that current and future regulatory demands are included
  • Network with other INEOS sites to share best practices, enhance network operation, and determine ways to implement value-added ideas.
  • Perform other work-related tasks as required.
  • Participate in audits and interviews, including 20 Principals, OSHA, TCEQ, Quality, USCG etc.

Skills & Knowledge Required

  • Demonstrates strong commitment to SHE excellence and a passion for occupational safety.
  • Strong written and oral communication skills necessary to communicate a clear vision for site safety excellence.
  • The successful candidate will demonstrate previous experience managing projects or programs in chemical manufacturing,
  • Technical & Functional Skills, including a strong SHE regulatory background

Experience/education Required

  • Bachelor’s degree in Engineering or related technical field required
  • 5+ years of PSM related experience required and plant work experience
  • Experience in Process Safety Management programs/protocols and familiarity with the 14 elements of PSM.
  • Experience in the petrochemical industry is preferred.

PHYSICAL REQUIREMENTS

  • Ability to climb fixed ladder cages at heights of 30 ft. at a time.  Total of 200 ft.  (employee may need ladders as means of egress during emergency).
  • Ability to climb 6 flights of stairs.
  • Ability to lift 50 lb.
  • Ability to wear required PPE: Hardhat, safety glasses, chemical goggles, face shield, rigid safety shoes/boots, full/half face cartridge masks.
  • Ability to work length of time outdoors/ inclement weather.
  • Job specific:  Climbing, balance, bend/stoop, kneeling, reaching, lifting, carrying.

Need to understanding proper lifting techniques and body mechanics.
