About the opportunity

The Process Safety Engineer is part of the Acetyls Hull SHE team and is a role that provides process safety leadership and technical expertise in support of safe, reliable, and compliant operations. With a working knowledge of INEOS procedures and practices associated with process hazard and risk, the Process Safety Engineer is subject matter expert providing technical advice on a broad range of process safety issues.

The Process Safety Engineer manages the process safety agenda for an upper tier COMAH site and is critical to business continuity as one of its’ obejctives is to ensure legislative compliance, whilst actively conforming with INEOS requirements and promoting good practice at Hull site.

Accountabilities

Site technical authority and expert in process safety providing support for the manufacturing assets in both compliance and development. This includes proactively networking and monitoring operating assets in order to identify efficiencies or conflicts with process safety programmes, providing support where needed, to mitigate or solve issues through improvements, asset plans and projects.
Responsible for identifying applicable process safety legislation and regulations and ensuring that INEOS Acetyls Hull comply with them as necessary.
Owner of Hull site specific practices and procedures such as site standing orders (SSOs), process safety practices (PAPs) and other relevant safety standards, making sure they conform with INEOS group standards such as the IGGNs, Life Saving Rules and the 20 Safety Principles.
Responsible for leading and driving forward the suite of activities that help identify, mitigate and manage risk and hazard in the goal of safe, reliable and compliant operations. This includes ownership of, but is not limited to, (1) the process hazard analysis (PHA) programme, (2) ALARP, (3) the emerging risk process, (4) the site risk register, (5) occupied buildings, (6) Barrier Assurance and (7) the severity risk matrix, to name a few.
Responsible for and leading the delivery of the annual process safety improvement plan.
Responsible for the COMAH safety report and the relationship with Competent Authorities (Health and Safety Executive and Environmental Agency) including managing the intervention plan and general factory inspections by preparing the site visits and coordinating the delivery of actions and improvement opportunities that arise.
Trained HazOp and LOPA leader, responsible for leading Hazard Identification and Risk Assessment reviews for the manufacturing
Site contact and expert for process safety related software, including those used for hazard identification, risk assessment, consequence modelling (such as PHAST) and QRA (such as SAFETI).
Provide critical support to Human Factor activities that include identification of COMAH critical tasks and safety critical task analysis.
Accountable for the health of the Process Safety discipline at INEOS Acetyls Hull.
Responsible for the communication of process safety information through the Acetyls organisation and up through the line to management and the board of directors.

About you

The successful candidate will be a trained HAZOP / LOPA Leader with a proven record of working with process safety practices and processes that includes HAZOP, HAZID, LOPA, SIL, ATEX, DSEAR, QRA etc.

You will have a strong track record in Process Safety with a good working knowledge of process safety risk assessment tools, consequence modelling techniques and running models to support the site quantified risk assessment work.

Relevant system design experience including the development of PFDs, P&IDs, technical reports and specifications, control philosophies, layout development / safety assessments of plot plans, and associated documentation and system modelling capability is essential. To this end, a good working knowledge to national and international codes and standards relevant to process design and equipment selection would be an advantage.

A proven record of being able to work successfully in a multi-discipline team environment is key. You will also have good communication and influencing skills, with the ability to balance conflicting demands in a continuously developing environment.

You will be a good motivator and will be able to identify improvement opportunities within your teams and more broadly, with a desire for knowledge management and the ability to capture lessons learned for future improvements.
