Payroll Manager
Location: League City, Texas (hybrid)
Grade: H35
Salary range: Starting at $117,000 (commensurate with experience)
How the Role Fits in
Under the supervision of the Payroll Benefits and HCM Director, the Payroll Manager manages the day-to-day operations for US based payroll processing. The Payroll Manager is responsible for configuring and maintaining the payroll and related areas within the HRIS/HCM system or existing companies while adhering to federal and state compliance regulations.
This position creates and manages payroll related processes for payroll implementations and/or new functionality. The role ensures absence and time tracking configuration aligns with business needs by leading testing efforts with the sites and is designated as the Subject Matter Expert (SME) for these areas, providing payroll teams with alternative solutions if available. This role is also responsible for accurate and timely new hire reporting, ensures all payroll state and local tax registrations are complete and accurate with the applicable agencies, accounts numbers and rates in the payroll system, and user access is established where applicable.
HCM/Payroll Responsibilities
Translates business needs into functional and technical requirements, implement solutions, and lead/coordinate activities related to project work plans.
Ensures data integrity and system accuracy, helps design system specifications, works with internal/ external technical resources to ensure that the HCM system is accessible, operational, and fully functional.
Facilitates discussions between payroll, time tracking, and absence subject matter experts, as it relates to system wide functionality to review business needs, requirements, alternative solutions, and process improvements.
Acts as project leader for implementations and in supporting system upgrades, changes, and modifications. Also, performs analysis in advance of all upgrades to determine the impact on existing processes.
Supervises 1000+ payrolls and related activities for payrolls that exceed $500 million in gross wages and ~$140 million in taxes per year
Manages the development and distribution of 50+ procedures for entering various types of payments, deductions, leaves, time offs, and audits for the various U.S. INEOS companies.
Performs 30+ audits annually to ensure data integrity pertaining to W2, unemployment, employment verification, and workers compensation data.
Provides technical guidance and direction to 25+ HR/Payroll staffs on the operation and maintenance of payroll related systems and applications.
Corresponds with federal, state, and local tax agencies on behalf of the U.S. INEOS companies to ensure legal compliance with the latest tax statutes and guidelines.
Develops day to day vendor relationships with tax filing, relocation, fleet management, verification of employment, and unemployment administration providers.
Keeps abreast legislative changes through online publications and agency notices that impact payroll procedures and/or taxation to ensure company remains in compliance to avoid fines, penalties, and/or interest.
Manages various payroll projects due to acquisitions, mergers, business closures and/or restructures.
Develop/modify process for quarterly federal, state, and local tax reconciliation.
Collaborates with diverse team members.
Assists with coaching, developing, and training payroll teams at the various sites.
Acts as a named support contact with vendors for all payroll tax items, new hire reporting, verification of employment, and unemployment administration.
Configure/modify payroll, absence, and time tracking requirements for applicable US businesses.
Troubleshoots payroll, absence, and time tracking issues and creates cases with vendor when not able to resolve within department.
Identifies and documents recurring or systematic issues within the HCM system that require broader attention and resolution.
Manages escalated issues (root cause) analysis, follow-up and resolution by working directly with vendors and payroll staffs.
Monitors changes within the HCM system to achieve alignment with payroll and benefit requirements.
Performs accounting-related tasks that include providing general ledger support by assisting in the mapping requirements for SAP GL payroll files, expense module updates, and interacting with finance departments.
Develops and administers business continuity for disruptions and crisis management.
Provides crisis support as needed.
Manages unemployment claims delegations and data requirements for verification of employment and state agency wage reporting.
Responsible for SSN verification for new hires using the Social Security Business Services Online system.
Works closely with payroll staff in formulating system requests/recommendations, and analyzing post-implementation results of system changes.
Cross-trains with the HCM Analyst regarding user access, compensation, allowance, job changes, and one-time payment plans.
Shares learning with others by providing payroll cross training to internal team members on payroll and absence configuration to increase knowledge within the department.
Identifies the need for user job aids across functional areas and solicits new or revised job aid requirements from the SMEs.
Researches and prepares special reports for management.
Assists PBHR Director with projects as needed.
Supervisory Responsibilities
Interviews, hires, and trains new staff on Core Payroll Team.
Continuous development of the Payroll Analyst in the areas of tax reconciliation/compliance, system maintenance, various audits, and providing customer service support with various elements within the HCM or related systems for U.S. based employees.
Manages the daily workflow of the department.
Provides constructive and timely performance evaluations.
Education & Experience
Bachelor’s degree in accounting, business administration, human resources, or related field required
Minimum of 10 years HR/Payroll compliance and system experience
Minimum 5 years of hands-on experience implementing, configuring, processing and supporting Workday Payroll (U.S.)
Preferred experience in chemical, oil and gas, energy, or other industrial setting with progressively increasing responsibilities in payroll
Certified Payroll Professional (CPP) preferred
SHRM-CP or PHR certification a plus
Technical skills
Thorough understanding of HRIS features and good change management practices
Knowledge of earnings and deductions associated with benefits, employment, and compensation
Elicit requirements for process, system and integration design from technical staff and non-technical end users through well-developed communication and active listening skills
Create detailed mapping and integration specification documents
Create project plans and timelines based upon understanding of tasks and milestones
Create detailed test scripts to validate system functionality, business rules, and integration/data integrity

Understand different processes and methods for delivery of payroll functions
Working knowledge of employment taxation and financial system integrations
Strong understanding of payroll, time, and absence data and processes
