The Olefins & Polymers USA division of INEOS USA LLC (O&P) ranks among North America's largest producers of olefins and polyolefins. Within this division, the Pipeline Supply Organization (PSO) manages the Stratton Ridge (SR) salt dome storage facility, the Hobbs Fractionation Complex (HFC), and over 500 miles of pipelines in the South Texas area. The Hobbs Fractionation Complex is responsible for separating Y-Grade NGLs and producing C2s, C3s, and C4+, playing a crucial role in the CBW supply portfolio. The Stratton Ridge salt dome storage facility stores various feedstocks and products, seamlessly integrating with the pipeline systems for efficient transport and distribution. 

How the Role Fits In:

The Operations Area Coordinator will be a member of the Pipeline Supply Organization at the Stratton Ridge Unit.  The individual will work on activities to assure unit optimization.  In addition, the job leads the support on activities to assure that unit operation, maintenance, and optimization is delivered in the process areas. The role is critical to bridge Operations requirements / expectations while ensuring seamless cooperation between groups. 

Successful incumbents of this position are dedicated toward the achievement of SHE objectives, business goals and improvements in an environment of conflicting and rapidly changing priorities to meet the site performance contract. Must be able to quickly adapt to organizational and business priority changes. This role reports to the Stratton Ridge Site Manager and will supervise four Working Team Leads.

Responsibilities AND Accountabilities

Accountability 1: Safety Health Environmental (SHE)

  • Support environmental activities to ensure compliance with federal, state and local regulations while focusing in efforts to reduce emissions for permitting as applicable
  • Promote, ensure and sustain commitment to operating assets with no harm to people and to the environment by visibly demonstrating Safety Leadership
  • Support SHE activities, meetings, and inspections to ensure the assets’ compliance with plant policies and procedures, OSHA, PSM, DOT, EPA, RRCT, TCEQ and US Coast Guard
  • Support HAZOPs and SHE compliance audits by ensuring resources are available to participate and resolve recommendations by thoroughly evaluating rejection or implementation
  • Participate in SHE systems and processes including but not limited to Safety Investigation and Root Cause Analysis
  • Support compliance and resolution of Management of Change (MOC’s) and Gensuite action items
  • Ensure compliance with the INEOS Control Room Management Program 

Accountability 2: Optimization

  • Actively share lessons in operations performance and best operating practices across Pipeline Supply Organization and with other manufacturing locations
  • Support business planning/organization alignment processes and activities between site resource teams to improve the Pipeline Supply Organization performance
  • Identify improvements opportunities in the areas of Safety, Reliability, and Productivity.
  • Assist in technical service requests
  • Support the accountability for and tracking of reliability metrics

Accountability 3: Process Coordination

  • Uses process variables trending packages to conduct process monitoring, troubleshooting and optimization of the assets   
  • Use of SAP to enter notifications and requisitions
  • Responsible for prioritization of maintenance activities to align with maintenance scheduling
  • Uses PRIDE as part of the focus on process monitoring and compliance reporting
  • Leads the daily coordination and planning of operational activities to deliver SHE expectations, maximize value from field execution, improve asset reliability and effectively manage cost 
  • Leads the delivery of environmental requirements and compliance monitoring of Stratton Ridge are.  
  • Interfaces with Operations, Maintenance and SHE personnel to deliver compliance elements 
  • Is responsible for addressing findings and maintaining safety and process safety systems in compliance (e.g., LOTO’s, Safety Equipment and Procedures)
  • Share information about planning, operational activities and field work with Operations personnel to enable safe and efficient field execution 
  • Reviews project packages and provides feedback to Engineering and/or Operations team to address concerns and opportunities for improvements
  • Supports the thorough assessment and timely completion of action items from MOC’s, Gensuite, Hazop’s and LOPA studies  
  • Assists in the development of the unit cost operating strategy, capital and expense budgets

Skills & Knowledge Required

Level of Education & Experience

  • Requires High School Diploma or GED equivalent.  
  • Must have two years of supervisory experience with direct reports.
  • Minimum of 5 years' experience in a process operations position.  

Skills and Knowledge

  • Strong technical skills. The demonstrated ability to be innovative and to apply technical skills to improve SHE and quality, reduce costs and increase equipment reliability/performance  
  • Day-to-day interface with operations, commercial team and maintenance to help maintain, support, troubleshoot, and maximize the unit performance. This also includes preparation and support for unit shutdowns, turnarounds, and start-ups 
  • Can represent the Operations team on capital projects  
  • The ability to work with commercial and scheduling team and understand unit flexibility  
  • Assist in the monitoring of unit performance variables and support benchmarking efforts
  • Update and approve unit SOP’s and standing orders 
  • Experience with Texas RRC regulations for storage caverns
  • Experience with Honeywell Experion system
