Organizational Context and Job Purpose

The Olefins & Polymers USA division of INEOS USA LLC (“O&P”) is one of the largest producers of Olefins and Polyolefins in North America.  The Pipeline Supply Organization (PSO) department of the business operates the Stratton Ridge (SR) salt dome storage facility, the Hobbs Fractionation Complex (HFC), and 450 miles of pipelines in the South Houston region. The Hobbs Fractionation Complex separates Y-Grade NGLs and produces C2s, C3s, and C4+ and serves as an important part of the CBW supply portfolio.  The Stratton Ridge salt dome storage facility stores various feedstocks and products and is integrated with the pipelines systems for transport and distribution.

The role of the Mechanical Project Engineer is to provide engineered solutions to SHE, Sustaining, Profit Improvement, and/or Strategic opportunities associated with the Stratton Ridge, Pipelines and Hobbs facilities. 

The Project Engineer will be a key contributor to the development and the execution of projects supporting the INEOS Olefins and Polymers business, and should have a fundamental knowledge of pipeline and plant operations and be proficient in the particulars of INEOS Project Process.

Responsibilities and Accountabilities

The position is accountable for understanding and putting into practice the INEOS 20 Principles.  Additionally, this position has a special responsibility to cascade the understanding of these principles throughout their work group.

Accountability 1:   FEL Engineering

  • Working with Operations, Maintenance and Commercial teams to understand the opportunity and desired outcome

  • Investigating and verifying options associated with project scope

  • Assessing project assumptions

  • Leading and/or participating in FEL 1 and 2 activities associated with development of a Design Basis that accomplishes the best solution

  • Providing mechanical engineering support to projects led by other engineers in the PSO Capital Projects Portfolio

  • Evaluating project solutions to determine impact on current operations

  • Preparing and presenting project recommendations to Operations and/or Commercial teams

  • Participating in hazard analyses

  • Implementing MOC’s

  • Interfacing with the Commercial and Business Development teams

  • Reviewing engineered design packages developed by outside engineering contractors to ensure project objectives and INEOS practices and standards are met

  • Design and modifying process equipment (heat exchangers, pressure vessels, pumps, etc.)

  • Developing Inspection and Test Plans for new equipment or modifications to existing

  • Pipe sizing and routing of both in-plant piping systems and pipelines

  • Specifying insulation and coating systems

Accountability 2:  Project Management

  • Leading the stage gate project execution process by completing stage gate reviews to obtain management approvals

  • Reviewing manpower requirements and forecasts for engineering and construction resources and recommending course correction as needed

  • Working with INEOS and contract procurement to develop procurement strategies and facilitating vendor selection to meet project execution requirements

  • Overseeing and interfacing with external engineering firms to develop detailed engineering packages for field implementation

  • Understand contracts and manage contractors to maximize performance, control costs, and minimize claims and change orders

  • Provide technical direction to contractor staff to ensure compliance with INEOS procedures/practices, codes and standards, and delivery of the project goals

  • Coordinating work with construction planners to implement the established scope of projects

  • Developing project execution plans to meet the published objectives of assigned projects

  • Creating, vetting, and justifying full sanction estimates that align with project objectives and scope

  • Controlling project cost by ensuring engineering design and materials procured align with project scope and specifications

  • Communicating the project status and obtaining stakeholder alignment on project execution strategies as projects progress

  • Minimizing scope changes but facilitating the approval and implementation of scope changes when required

  • Facilitating project care, custody, and turnover of new installations to operations and providing support for commissioning activities

  • Capturing, communicating, and applying lessons learned and best practices on projects

  • Ensuring proper financial and document control close out of capital projects

Education and Experience

Education

Bachelor of Science in Mechanical or Civil Engineering.

Experience

Strong basic engineering skills with fundamental understanding of the Olefins industry. Minimum of 5 years petrochemical experience in technical and/or project management roles required, minimum of 7-10 years preferred.
