Organizational Context and Job Purpose

Business Context:  The Olefins & Polymers USA (O&P USA) business within INEOS includes the product lines Ethylene, Propylene, Butadiene, Polypropylene (PP) and Polyethylene (PE).  Our 4 Manufacturing sites encompass Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (La Porte, TX), and Carson (Carson, CA), with a division office in League City, TX.  Overall, O&P USA has approximately 1,300 employees, 1,400 contractors, and annual revenue of $6.5bn.

The Chocolate Bayou Site (CBW) is located in Southeastern Texas about 40 miles South of Houston and consists of two Olefins units that produce approximately 4bn pounds/year of ethylene, 2 Polypropylene units that produce approximately 1bn pounds/year of polypropylene, a power island and utility area capable of producing 130MW and >1M pounds/year of steam.

The Main Purpose of the Role: 

The successful candidate would work as a key member of the Mechanical Process Technology Team providing day-to-day technical service, completing small design projects for repair and/or replacement of mechanical equipment, and serving on teams to address mechanical equipment reliability, safety, and design initiatives.

Responsibilities and Accountabilities

  • Abide by site safety policies and procedures. Promote the INEOS 20 Principles.
  • Complete behavioral based safety audits and operational audits monthly.
  • Ensure projects implemented are in adherence of the INEOS Group Guidance Notes (IGGN’s).
  • Provides technical support for the site’s Process Safety Management (PSM) program.
  • In addition to ensuring that all designs satisfy project objectives, the project engineer will assure that all construction complies with INEOS specifications, safety, and regulatory requirements as well as industry best practices.
  • Responsible for approval and resolution of project variances, controlling cost and schedule, as well as proactively coordinating internal and external resources to satisfy the project objectives and achieve project metrics.
  • Responsible for supervising and managing outside contractors as necessary.
  • Follow-through with safety audit actions items must be done on a timely manner.
  • Initiates suggestions for plant improvements with respect to process, new equipment, or equipment differing from original specification, etc.
  • Ensures completion of documentation for technical changes and projects under his or her management.
  • Designs equipment for new processes and changes to existing processes.
  • Provides engineering support for regulatory compliance issues (OSHA, TCEQ, etc.)
  • Provide technical solutions and perform troubleshooting to solve reliability, process problems, and bottlenecks.
  • Complete process simulations and implement these improvements at the production site.
  • Support Front End Loading Project work
  • Interfaces with other groups including Operations teams, maintenance and reliability team, technology, purchasing, relief valve group, inspection department, and plant HSE team to maintain compliance and integrity management of the equipment in the assets. This function includes issuing authorization for equipment, piping, and relief valve operation and testing.
  • Project activities include scoping and prioritization, preliminary and detailed mechanical piping, equipment, and structural designs, start-up support, post audit evaluations and completion of proper documentation. This will require the ability to learn how to use codes and specification, working with CAD and piping designers, Process Safety Management (PSM), Management of Change process, and Capital Value Process (CVP).
  • Participate in safety studies such as HAZOP studies, Process Hazard analysis (PHA), and drive the Management of Change (MOC) process on small capital projects.
  • Issue mechanical packages to complete repair to damaged equipment (e.g., boilers, furnaces, heat exchangers, piping, etc.).
  • Provide estimates and designs for small capital jobs. Serve as lead engineer for the implementation of small project and expense jobs.
  • Participate as a member of certain large capital and new technology groups as part of the optimization and improvement of the operating processes.
  • Serve as a supporting engineer during turnarounds.
  • Perform other related duties as required and assigned.
  • May serve on internal teams at the site and within INEOS as required. 

Skills And Knowledge Required

  • Extensive knowledge of HAZOPS and safety related reviews
  • Knowledge of process simulation, ASPEN preferred
  • Ability to design various types of equipment with emphasis on pumps, heat exchangers and distillation columns
  • The ability to work effectively with operations, maintenance, and contract personnel with a demonstrated attention to detail in all work processes in a multitasking environment
  • The incumbent must be able to communicate verbally and orally to all personnel at different levels, and must be able to design equipment and piping for new or existing process
  • Set high standards of performance and ensure that they are met or exceeded
  • Knowledge of applicable codes and standards: e.g. ASME, API, ASTM, ANSI, NEC, etc.
  • Strong basic engineering skills with knowledge of process equipment including pumps, compressors, piping systems, pressure vessels, fired equipment, exchangers, and relief valves.
  • Ability to be innovative and to apply technical skills to improve safety and quality, reduce costs, and increase production.

Experience:

  • 3-5 years of chemical plant experience
  • Experience in project execution, especially interaction with contract engineering firms and project management.

Education:

  • Requires a Bachelor’s degree in Mechanical Engineering
