Offer Range: $206,869 - $258,587 USD Annual (Commensurate with experience)

Organizational Context and Job Purpose

The Olefins & Polymers USA division of INEOS is one of the largest producers of olefins and polyolefins in North America. From its manufacturing locations at Chocolate Bayou and the Battleground Manufacturing Complex, it is a merchant marketer of butadiene, ethylene, polypropylene and high-density polyethylene with annual revenue of over $4b.

The Chocolate Bayou Site is located in Southeastern Texas about 40 miles South of Houston and consists of two Olefins units that produce approximately 4bn pounds/year of ethylene, 2 Polypropylene units that produce approximately 1bn pounds/year of polypropylene, and the Light Ends storage & transfer facilities at Stratton Ridge.

How the Role Fits In:

The Manager, Olefins 1 Operations, has responsibility to control and improve the safety, quality, environmental performance, reliability, and efficiency/productivity of the Olefins #1 area (including C3s and C4s) at the Chocolate Bayou Complex.  The Operations Manager sets the direction and is accountable for the effective utilization of resources supporting operations in meeting SHEQ and business objectives to deliver site performance measures.  This role reports to the Site Manager, Chocolate Bayou Works.

Responsibilities and Accountabilities

Accountability 1:  SHE Stewardship

  • The position is accountable for understanding and putting into practice the INEOS 20 Principles.  Additionally, this position has a special responsibility to cascade the understanding of these principles throughout their work group.
  • Ensure process hazards are systematically identified, risk assessed, reviewed and managed
  • Always place the safe operation or shutdown of the asset ahead of production.
  • When in doubt ensure the asset is always taken to its safest state.
  • Establish operating, maintenance, and CAPEX strategies to drive both asset integrity and environmental compliance.
  • Promote, ensure and sustain commitment to operate assets with no harm to people and to the environment by visibly demonstrating Safety Leadership. 
  • Ensure that a comprehensive SHE management process delivers and improves safety performance through incident reporting, behavioral awareness, compliance to policies, audits, and corrective action tracking/resolution and incident investigation. 
  • Organize, lead and support site safety committees and emergency response teams.

Accountability 2: Performance Management

  • Develop key metrics to monitor and optimize operating performance of the Olefins #1 area, in alignment with CBW commitments and business objectives.
  • Develop, support and implement cost control strategies.
  • Develop, support and implement reliability and availability improvement strategies.
  • Ensure alignment and transparency with all plant and business groups.
  • Direct the Olefins #1 team to achieve competitive performance.
  • Promote sharing of best operating practices across CBW and other INEOS Sites.
  • Participate in business planning/organization alignment processes and activities to improve manufacturing capabilities and performance.

Accountability 3: Team and People Development

  • Identify the resource requirements and competencies related to the operations to guarantee safe and reliable operations of assets.
  • Conduct succession planning.
  • Identify and define training requirements.
  • Define resource levels related to training and development.
  • Develop Olefins #1 support competencies jointly with Reliability and Technology.
  • Establish and promote the expansion of capabilities in the workforce.
  • Share learnings widely to enable development of knowledge and know-how.
  • Supervise and mentor a team of technical professionals, specialists, and technicians and assure appropriate professional and career development.
  • Ensure the work force is adequately trained and has the tools necessary to perform their roles safely and efficiently. 
  • Promote work and family balance and wellness behavior. 

Accountability 4: Quality and Customer Focus

  • Execute Olefins #1 production schedule flawlessly and with transparency.
  • Ship all products on time and within specification.
  • Provide reliable input on production recording and chokes.
  • Maintain and follow site quality processes and policies.
  • Promptly close out non-conformances and corrective actions.

Accountability 5: Project Portfolio Sponsorship

  • Provide key input to develop multi-year capital portfolio to maximize benefit to business within Olefins #1 arena
  • Provide resources/support to ensure solid execution of capital projects to optimize cost, schedule, execution and quality.

Accountability 6: Leadership Engagement

  • Effectively communicate business strategies, plant strategies/performance measures and asset objectives/goals to all individuals associated with the Olefins #1 Complex.
  • Visibly demonstrate leadership, ensure involvement, and gain commitment for improvement in all areas of accountability.
  • Maintain high standards backed with a high level of accountability across the team to include front line leaders and employees.
  • Promote meaningful recognition to celebrate success across the team.
  • Maintain personal engagement with all team members.

Education and experience

Required Education

B.S. in an Engineering discipline.  At least 15 years of experience in refining and/or petrochemicals manufacturing, or technology roles. Commercial experience a plus.  

Technical skills

  • Experience and knowledge in process management, Olefin Steam Cracking Manufacturing and Technology preferred.
  • Experience and knowledge of process safety management.
  • Understanding of project management principles and stage-gate processes.
  • Appreciation of portfolio management techniques.
  • Understanding of Material Science.
  • Financial and commercial acumen.
  • Experience and knowledge of asset economic optimization.
  • Knowledge of safety, environmental and quality management systems.
