Organizational Context and Job Purpose

The Olefins & Polymers USA division of INEOS is one of the largest producers of olefins and polyolefins in North America. From its manufacturing locations at Chocolate Bayou and the Battleground Manufacturing Complex, it is a merchant marketer of butadiene, ethylene, polypropylene and high-density polyethylene with annual revenue of over $4b.

The Chocolate Bayou Site is located in Southeastern Texas about 40 miles South of Houston and consists of two Olefins units that produce approximately 3bn pounds/year of ethylene, 2 Polypropylene units that produce approximately 800m pounds/ year of polypropylene, and the Light Ends storage & transfer facilities at Stratton Ridge.

How the Role Fits In:

The Olefins 2 Maintenance Superintendent for Chocolate Bayou Works will be responsible for ensuring safe / efficient execution of routine and unusual maintenance services.  They are to manage / forecast fix cash cost spend for areas of responsibility and make sure efforts are focused to ensure budget compliance, i.e.; routine and non-routine maintenance (circa $ 27MM/ avg. year), turnaround (TAR) / outage planning and execution (circa $20MM avg. per year). Additional responsibilities are: ensure effective / efficient equipment repairs are performed; effectively prioritize / champion discretionary equipment improvements; ensure compliance of emission monitoring / repairs; ensure compliance of equipment integrity inspection.

This role reports to the Maintenance & Engineering Manager, Chocolate Bayou Works and will be accountable to ensure maintenance and reliability processes / strategies for Olefins 2 manufacturing assets & maintenance are in place and adhered to through leadership and development of approximately 23 core INEOS employees including 7 direct reports.

Responsibilities AND Accountabilities

Accountability 1:  SHE Stewardship

  • The position is accountable for understanding and putting into practice the INEOS 20 Principles.  Additionally, this position has a special responsibility to cascade the understanding of these principles throughout their work group.
  • Leads by example and ensures work group is in compliance with CBW SHE policies and procedures.
  • Leads the work group’s efforts in promoting and demonstrating safe behaviors through personal and team participation in SHE activities including incident investigations, HAZOP's, audits, observations, housekeeping and in reviewing team and others' safety incidents and near misses.
  • Ensure SHE delivery, compliance and self-verification processes for departmental maintenance activities.

Accountability 2: Strategic Standards

  • Ensure HSE delivery, compliance and self-verification processes for maintenance / engineering / construction and reliability related activities. Serves as champion for safe work practices for both INEOS employees and contractors within the Olefins 2. Ensure safety policies / procedures are understood, followed or challenged.
  • Drive the development and execution of a Maintenance Strategy for execution of routine maintenance services for area of responsibilities.
  • Accountable for maintenance budget development for area(s) of responsibilities, tracking & adherence. Responsible for development and cost reporting for 3 Maintenance cost centers for both routine and unusual maintenance budgets. This includes providing monthly updates during the GFO financial process.
  • Responsible for effectively directing and developing direct reports
  • Work with direct reports to identify training requirements and communicate development opportunities to training coordinator for execution of training plans
  • Ensure maintenance staffing is adequate and effectively utilized through an efficient planning & scheduling process
  • Ensure and maintain Compliance with internal and external policies and regulations
  • Jointly responsible for improvement of overall equipment and process reliability; this includes budgeting for and supporting areas such as API-570 piping inspection, vessel CUI re-conditioning, serving as sponsor for various capital reliability projects, focusing on root cause failure analysis and defect elimination and development of equipment specific maintenance strategies. Also, jointly responsible for Maintenance related PSM and Integrity Management compliance.
  • Assist Planners, Team Leaders and Maintenance Coordinator with maintenance scheduling issues
  • Manage equipment spare parts effectively to avoid manufacturing interruptions at lowest cost
  • Drive best maintenance practices between assigned units, CBW Site & industry best practices. Ensure key performance indicators for industry maintenance benchmarks are identified and communicated.
  •  Jointly responsible for initiating new maintenance procedures and revision of existing maintenance procedures
  • Ensure effective Maintenance Equipment Repair Plans and Equipment Preventative Maintenance Plans are established and executed in timely manner
  • Assist Reliability Team to identify and implement long-term equipment repair plans for outages / TAR’s
  • Work closely with Reliability Team to identify, prioritize and initiate asset reliability improvements. Support development of Olefins 2 Availability Matrix and development and execution of projects / programs to reduce risk to an acceptable level. Including development and approval of One-Time-Expense items as well as discretionary Maintenance spend.
  • Jointly accountable for ensuring the effective planning and execution of TAR-related activities at CBW to include: Assisting in effective use of TAR CVP; integrating capital projects into TAR plans; managing overall execution of TARs during the Outage and developing Best-in-Class TAR Strategy for the Olefins 2 unit.
  • Working closely with Procurement to ensure relationships with key Alliance Contractors and Material Providers are properly utilized
  • Participate in the development of and support the continued application of the Availability/High Reliability Organization (HRO) strategy.

Skills & Knowledge Required

Education/Experience Requirements:

  • Undergraduate degree in Mechanical Engineering or related field preferred. 
  • A minimum of 7 years’ experience in chemical, refining or industrial manufacturing with prior responsibility for facilitating critical maintenance functions. 10 plus years of practical maintenance experience preferred
  • Demonstrated and verifiable experience managing a diverse, multi-functional team in a manufacturing, or related environment, prior maintenance/ reliability team experience a plus.
  • Previous experience in budget development and budget reporting.
  • Proven willingness and ability to effectively serve and function on a leadership team

Key skills and competencies are:

  • Experience and knowledge of chemical operations and maintenance, and of industry standards and codes
  • Experience and knowledge of OSHA 1910.119
  • Experience and knowledge of TAR planning and execution
  • Experience in multi disciplines (I/E, Mechanical, Analyzer)
  • Working knowledge of financial tools/methodologies (Basic financial acumen)
  • Familiarity with process and personnel safety systems
  • Ability to communicate effectively at all levels of the organization
