The Maintenance Execution Planner is accountable for the thorough and accurate execution of maintenance work, ensuring all planned activities are performed proactively, in a safe and environmentally sound manner, assuring compliance with established codes, procedures, and good work practices, and for identifying cost-effective means of completing necessary work, prior to the start of maintenance work activities for the area.
This work includes assisting in the development of planned job packages and reusable job plans for maintenance work.
The Maintenance Execution Planner is responsible for visiting the specified job site to identify the scope of work, assisting with planning and estimating all resources required to perform specific jobs. The planner works closely with the department requesting the work as well as those performing work to ensure adequate detail has been provided. The planner references plant equipment specifications to determine proper repair methods and proper material purchases.
The Maintenance Execution Planner shall be familiar with the detailed work packages for each job being planned. This package will include all information needed for the craftsmen to efficiently execute the work, i.e., estimated man hours and duration for each step, P&IDs, pictures, drawings, bill of materials, plot plans, tools, equipment and logical progression of work.
Responsibilities AND Accountabilities
Accountable for understanding and putting into practice the INEOS 20 Principles. Additionally, the maintenance execution planner has a special responsibility to cascade the understanding of these principles throughout the plant. This role may require working some overtime hours including weekend work, particularly during outages and unplanned maintenance events.
Planning Phase
- Assist in development of top quality and reusable job plans which are accurate for the task(s) and are conducive to efficient work execution.
Key Job Plan elements include:
- Required skill crafts and accurate work duration(s)
- Required tools and equipment to properly execute the work
- Optimal sequencing logic between operational steps
- Requisitions for necessary parts and materials via the Procurement department
- Re-usable task lists for repetitive jobs
- Accurate/updated Bills of Material (BOM's) where appropriate
- Special instructions and required documentation such as IFC information, QA/QC needs, piping schematics, etc.
- Manage maintenance orders such that they are planned and worked in accord with one another where possible to optimize scaffolding and resource use.
- Ensure maintenance work orders are created with correct entry data and cost settlement information
- Where applicable, assist activities on purchases and deliveries through the Procurement department.
- When appropriate, conduct field walk through with engineers or draftsmen to ensure proper routing of piping in the field.
Execution Phase
- Support the execution of the work in the field, which includes contractor onboarding, monitoring progress and quality, drive the safety and housekeeping.
- Solicit feedback on executed job plans and facilitate necessary changes to ensure that planning and work efficiency continue to improve.
- In role as Job Rep, follow the work planned through execution according to BMC site job rep procedure
- Ensure direct involvement in all decisions concerning contractor overtime. Verify the need and lack of alternatives to avoid overtime.
- Gain and maintain competent person excavation certification to allow inspection of excavations requiring an entry permit on a daily basis or after a rain. Ensure excavation permits are completed properly and excavations are shored up properly.
- Lead and ensure that JSA’s are completed on all unusual maintenance work taking place.
Operate Phase
- Use feedback from completed maintenance work efforts to assist in continuously improving and updating reusable job plans
- Participate in job debriefs and Lessons Learned sessions to assist in identifying issues and solutions to drive continuous improvement

Skills & Knowledge Required
Education/Experience
- High School diploma or GED minimum.
- Preferred: Undergraduate degree in a related field.
- Minimum of 5 years experience in maintenance planning, maintenance execution, TAR execution, or chemical plant/refinery operations.
- Must be strong in piping, vessels, towers, heat exchangers, and other fixed equipment.
- Must have experience overseeing contractor field labor during execution.
- Preferred: Prior responsibility for facilitating maintenance planning/execution functions/practices.
- Possess the skills of a change agent.
- Leadership capability - demonstrates influence and collaboration skills between multiple individuals and departments.
Skills/Competencies

- Strong technical knowledge of materials, equipment, its design and function.
- Ability to read drawings of piping systems with corresponding bills of materials for piping and components.
- Ability to open, print and read engineering drawings, such as P&ID’s and equipment drawings.
- Ability to visualize necessary repairs and communicate best practices with management and plant employees.
- Ability to read, understand and follow technical specifications.
- Exposure to various mechanical repairs and techniques, such as welding and piping fabrication and repair, heat exchanger repair, painting and insulation processes, scaffolding, etc.
- Strong knowledge of SAP and Microsoft products including Excel.
- Strong interpersonal skills, the ability to work with diverse groups in sometimes time-compressed situations to gain consensus and a clear path forward.
