The Olefins & Polymers USA (O&P USA) Business within INEOS includes the product lines Ethylene, Propylene, Butadiene, Polypropylene (PP) and Polyethylene (PE).  Our 4 Manufacturing sites encompass Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (LaPorte, TX), and Carson (Carson, CA), with a division office in League City, TX.  Overall, O&P USA has approximately 1,300 employees, 1,400 contractors, and annual revenue of $6.5 billion.

Job Purpose

Reporting to the O&P USA Operations Director, the Capital Program Manager has accountability for driving the delivery of the agreed rolling Capital Investment Project portfolio for the O&P USA Business.

The Business Capital Investment portfolio stretches across our 4 Manufacturing sites and all O&P USA corporate functions. In addition to specific major Business projects, the typical annual Capital investment spend is in excess of $250m.

The role requires a senior professional with a proven track record in managing successful delivery of significant capital investment programs in the Oil & Gas, Petrochemical, Infrastructure, or other high hazard industries.

This role has accountability to transform the existing ways of working to underpin improvements in Business Capital efficiency. Based on prioritized and approved “demands” from the Operating Sites and Business Functions (The “Customers”), the Capital Project organization will be accountable for managing all phases of project definition and execution to the point of handover for commissioning / operation to the relevant Customer. Ensuring strict adherence to revised corporate project processes through all project phases is an essential element of enhancing the Business performance in this critical area.

Principle Accountabilities

  • Delivering all Business Capital Investment projects specified in strategic plans in strict compliance with all relevant Business standards, processes, and expectations.
  • Managing the Capital Study / Project sanction and approval process to meet Business requirements.
  • Management of all projects financial performance, providing open and transparent communication of ongoing performance versus budget for each project through to the entire portfolio with relevant Stakeholders.
  • Building and sustaining a competent organization to deliver all Project activities on an ongoing basis.
  • Maintaining simple and effective project management policies, systems, procedures, and standards, and ensuring ongoing relevance through updating with changes to regulatory, industry and INEOS Group requirements as appropriate.
  • Developing and maintaining effective internal and external networks, establishing strategic partnerships with Engineering Design Houses and EPC Contractors to ensure project delivery performance meets Business expectations.
  • Audit functional performance against O&P USA Corporate and INEOS Group standards / performance expectations to identify and implement actions to drive sustained performance improvement.

Special Requirements

  • Working with all Stakeholders, establish a revised Project delivery and control methodology and all required procedures for relevant organizations. Establish a robust “Demand and Supply” model with all internal Business Customers.
  • Creating and then maintaining a revised organization to sustainably deliver all functional accountabilities.
  • Requires a focus on delivering sustainable culture change, generating alignment across all the Operating Sites / Functions with the revised Capital organization and ways of working.
  • Embedding a culture of open performance assessment through the organization is essential to make this difference.
  • Ability to challenge the norm and engage support of others to drive sustainable change is essential.
  • Awareness of internal and external best practices is essential in ensuring adoption of the appropriate standards across our Project activities.

Qualifications and Technical Experience

  • >15 years Project execution experience in the Oil & Gas, Petrochemical, Infrastructure, or other high hazard industries.
  • Respected professional with a track record of strong delivery in the capital project environment.
  • Demonstrated ability to manage and lead large, diverse organizations.
  • Exceptional planning, organizational and task management skills allowing consistent delivery in challenging deadlines.
  • An agent for change, with a proven ability to drive performance, persuade and influence others at all levels of the organization, both within and out-with line organization.
  • Possesses established relationships / networks with Engineering Design Houses and EPC Contractors, and experience of implementing / managing contracts essential for successful project delivery.
  • Excellent communication and interpersonal skills.
