ACE-USD-32GThe basic function of this role within the Maintenance Workflow is to develop planned job packages for Instrumentation & Electrical (I&E) maintenance repair work and improvement projects based on priorities established by the Production Maintenance Coordinator (PMC).
The position’s responsibilities include every aspect of chemical plant instrument and electrical planning for both preventative and corrective maintenance activities. This position actively supports improving the safety, reliability, and operability of the facility. This position will require a self-starter that can independently develop job plans for distributed control systems, programmable logic controllers, instrumentation, motors, and low-voltage power distribution systems. This role works with manufacturing personnel, maintenance personnel, contractors and others to provide high quality job plans for technicians and craftsmen.
The IE&A Planner/Scheduler is accountable for scheduling maintenance work ensuring that all work activities can be planned proactively, in a safe and environmentally sound manner, assuring compliance with established codes, procedures. This position will also develop, maintain & analyze routine corrective maintenance, outage and project schedules and provide front end loaded schedules to assist in developing and revising outage/project scope documents as needed. Additional duties include conducting scheduled maintenance, collecting progress data, developing and implementing project/outage schedule/status reports, and providing consistent, accurate information to the routine maintenance execution as well as project/outage execution teams.
The purpose of the IE&A Planner/Scheduler role is to ensure non-emergency preventive and corrective maintenance work is appropriately planned and scheduled to ensure safe, efficient execution of asset maintenance in support of safe, compliant, and reliable ASA plant operations.
The role will also be responsible for ensuring accurate and timely creation and management of maintenance system master data.

Accountabilities:
Accountability 1: SHE Excellence
- Ensuring compliance with HSSE (Health, Safety, Security, and Environment) standards and expectations set through the INEOS Life Saving Rules and 20 Safety Principles. You’ll set an example on HSSE responsibilities with all teams you interact with.
- Leads the work group’s efforts in promoting and demonstrating safe behaviors through personal and team participation in SHE activities including incident investigations, HAZOP's, audits, observations, housekeeping and in reviewing team and others' safety incidents and near misses.
- Ensure the safe and reliable operation of the plant by strict adherence to plant procedures and timely completion of all instrument and electrical integrity activities.
- Develop and maintain procedures as needed to comply with facility maintenance, ISO 9000, and process safety management requirements.
- Maintain safety and regulatory equipment at all times and report any defects.
Accountability 2: Planning
- Plan routine and preventive instrument/electrical maintenance jobs to establish accurate job steps and proper manpower utilization using equipment history, maintenance procedures and technical information.
- Produce job packages to provide inspection records, parts lists (BOM), procedures and complete information associated with a job.
- Produce job estimates for large jobs to assist in decisions within business guidelines.
- Procure parts, materials and equipment through the defined procurement workflow in a timely manner that meets the set job priority for scheduling (including expediting for emergency work).
- Interface with Purchasing and Stores to resolve issues and barriers that occur in the parts procurement process.
- Use the planning/scheduling tools in SAP.
- Navigate, run reports and enter data in ProCal instrument management system.
- Plan and support all instrumentation, analytical, and electrical aspects of ISO and quality management programs to maintain ISO certifications.
- Create SAP preventative maintenance plans.
Accountability 3: Scheduling
- Determine accurate requirements for and schedule all material (including common tools and erection equipment) and manpower for low priority work orders to achieve cost effective and timely maintenance work.
- Execute the process that plans and schedules the I&E asset maintenance work for a rolling 3-month window.
- Deliver an agreed 3-week fully engineered and resourced plan to optimize the use of resources and deliver a productive, cost effective and safe maintenance service to the Assets.
- Plan, pre-engineer and coordinate all maintenance work for the allocated discipline including ensuring all third party, Risk Assessments, Work packs, materials, tools/equipment and services, are available to deliver the maintenance plan.
- Monitor and drive progress to meet the schedule. Identify, address and report upon issues with the potential to effect scope, progress, quality or cost.
- Develop and plan Outage scope and support centralized TAR team to deliver TAR work scope.
- Maintain the asset work history data in the maintenance management system to enable effective planning.
- Plan and prepare work to ensure full KPI compliance requirements and no overdue statutory items.
- Prepare and analyze metric reports and applicable maintenance process performance KPIs.
- Record, track and monitor craft headcount and capacities to ensure adequate schedule loading on a weekly basis.
- Work with the Asset teams, managers, and others to develop work-around schedules to alleviate forecasted impacts to the critical path activities.
- Work closely with others involved in the maintenance work process to handle schedule breaks that are approved.
- Perform review of drafted weekly schedule to optimize the use of site maintenance shared resource groups.
Accountability 4: Provide Centralized Maintenance Support to Assets:
- Delivering against front-end maintenance KPIs and suggesting interventions for measurable improvements where required.
- Ensuring compliance with the agreed maintenance planning processes/workflow.
- New equipment and spare parts inventory analysis, set up, change descriptions and deletion.
- Determine job sequence and priority through coordination with production, maintenance supervisors, and planner/schedulers.
- Managing and tracking maintenance PM performance. Those duties include generation of daily work orders and equipment PM’s, daily work order assignment, creating equipment PM’s and database reports.
- Ensures that the preventive maintenance program is a living and evolving program that is updated and optimized at all times.
- Support production activities at all times by ensuring minimum response times to equipment breakdowns and achievement of equipment availability targets.
- Support and coach members of the Asset Support and Asset teams on the maintenance workflow process.
- Work directly with other planning and scheduling team members as needed to ensure all required deliverables are achieved.
- Coordinate weekly scheduling meetings with Work Execution Supervisors, Coordinators, Maintenance Supervisors, Operations Supervisor, Planners, and others.
Accountability 5: Budget and Cost Management
- Leverage knowledge and skills of SAP software to forecast labor, services, and material costs in order to execute maintenance strategies and provide cost to Asset Managers.
- Scope and estimate all requested INEOS and contractor work, challenging as necessary prior to work commencing. Progress work authorization via agreed processes and monitor execution to deliver a cost effective service.
- Leverage knowledge and skills of SAP software to forecast labor, services, and material costs in order to execute maintenance strategies.
- Manage weekly services and materials maintenance budget allocation and provide reports on both estimated and actual Monthly spends.
- Participates in pre-job review meetings with outside service contractors to review job requirements.
- Procurement of maintenance goods and materials including initiating requisitions, tracking purchase orders, and goods receipts using computerized system.
- Analyze the execution of the job versus the job plan and compares labor and material actual versus estimates. Updates standard jobs if applicable.
- Assist maintenance in obtaining additional tools, material, and services required for planned jobs during execution.
- Support the sites in the commitment to ensuring effective procurement processes and internal controls are in place with legally compliant standards.
- Actively participate in the plant Quality process and ensure that manpower, man-hour, and cost estimates are available for all planned work.
- Generate and implement cost reduction ideas to continuously improve cost efficiencies for the department and plant.
Accountability 6: Serve as Step-up/Backup for I/E and & A Supervisor
- Supervises the Technicians and Craftsmen within area of responsibility.
- Knows and follows all safety and environmental rules/regulations that affect the work area, adhering to all job expectations and both company and department policies and procedures.
- Perform field audits
- Leads a high-quality start of day meeting that clearly communicates expected safety and job performance behaviors and results.
- Develops relationships to promote teamwork between organizations.
- Spend some portion of their day in the work area or in the field coaching/supporting their employees.
Requirements:
Level of Education & Knowledge:
- High school diploma or equivalent required, Associate degree in instrumentation or electrical field is preferred.
- 10+ direct planning and scheduling experience and demonstrated proficiency in industry-wide and plant-specific safety, equipment repair, work process planning, piping and instrumentation layout, and personnel management techniques and procedures.
OR
- 5+ years electrical and/or instrumentation maintenance field experience in a petrochemical environment, Accredited associate degree or NCCER Certifications in I&E and planning experience.
- Knowledge and skill in the SAP Plant Maintenance Module is required.
- This includes, but not limited to, running list edit reports.
- Creating and changing maintenance items and task lists, creating and changing notifications, orders, publishing weekly schedules and creating requisitions.
- Publishing and issuing look ahead schedules to provide for additional maintenance execution efficiencies.
- Must possess or obtain a Transportation Worker Identification Credential (TWIC) card prior to first day of employment.
Experience & Technical Skills:
- Hands on knowledge and experience with various types of Instrumentation and Electrical systems and equipment, and crafts, along with an understanding of maintenance work processes.
- Must possess and maintain an In-depth knowledge of methods, materials, tools, and equipment used in the maintenance of manufacturing facilities
- Excellent knowledge of SAP with specific knowledge in the maintenance, storeroom, and purchasing modules.
- Ability to develop accurate task list for both preventative and corrective jobs on electrical equipment and instrumentation
- Familiarity with SAP, Viziya, ProCal
- Ability to work with vendors to develop detailed cost estimates for materials and specialty labor support
