Organizational context and job purpose
Business Context: The O&P USA business includes the product lines Ethylene, Propylene, Butadiene, Polypropylene and High Density Polyethylene. Manufacturing sites include Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (La Porte, TX), and Carson, (Carson, CA), with a division office in League City, TX.
The Main Purpose of the Role:
The HR Manager reports to the HR Director as a member of the O&P USA HR Team in the League City office. The HR Manager provides HR support for management and employees reporting to the League City office (including to site-co-located employees) as well as employee and labor relations support for the Carson, CA Polypropylene Site. The HR Manager is also responsible for HR systems and facilitating HRIS projects and support.
Responsibilities AND Accountabilities
- Advise management on policy and provide guidance to ensure legal compliance. Coach/counsel management on employee matters. Conduct investigations. Provide high level, confidential employee relations counseling.
- Provide labor relations consultation and guidance to management to ensure compliance with labor laws while ensuring policies and procedures comply with collective bargaining agreement. Develop bargaining strategy to meet site and business objectives. Negotiate with union to renew and implement agreed changes in the collective bargaining agreement. Handle complaints through discussions with labor committee and/or grievance process when needed. Primary liason between management and union.
- Facilitate Workday HRI system updates and projects by coordinating Core Team resources, facilitating meetings and updates to HR and management to drive decisions on HRIS changes, prioritizing changes and projects, working within Workday Community and Core Team to identify opportunities to improve processes across all modules, researching configurable solutions and bringing information to HR stakeholders to meet various HRIS needs across US businesses.
- Oversee O&P USA HRIS processes including compensation, performance, time, absence and payroll processing. Oversee payroll account reconciliations to ensure funding and SAP postings balance.
- Develop adhoc internal and external reports to assist with tax filings, economic incentives, forecasting bonus earnings, EEO-1 reporting and other requests for management.
- Administer various compensation programs across O&P USA such as annual merit and bonus program, and long-term incentives.
- Supports development and implementation for expatriate assignments and supports US tax filing needs and compliance.
- Supports tools used in O&P USA succession planning.
- Supervises the HR Representative responsible for O&P USA Campus Recruiting efforts and an HR/Payroll assistant.
- Provide leadership, direction and support to the team while providing opportunities for personal development where possible.
- Participates in and leads other projects and performs other related duties as required and assigned.
Skills And Knowledge Required
- Proficiency in Microsoft Office applications including Excel, Word, Access and PowerPoint. Advanced Excel skills required.
- Labor relations experience preferred.
- Demonstrated strong HRI systems knowledge required.
- Ability to work collaboratively on multiple projects while demonstrating strong interpersonal and leadership skills.
- Demonstrated ability to lead change, influence outcomes, and provide coaching and consultation to clients as needed.
- Ability to communicate clearly and concisely with individuals both internal and external to the company.
- Ability to proactively seek out solutions and answers rather than passing on problems to others.
- Keen attention to ensuring accuracy and following up on unresolved issues.
- Demonstrated ability to lead and promote a safe working environment.
Experience:
- 7+ years of professional HR generalist experience with at least 3 years experience in employee relations.
- HR experience in petrochemicals or other similar manufacturing industry is required.
- SPHR/PHR or SHRM-equivalent preferred.
Education:
Requires a Bachelor’s degree in Business Administration, Human Resources or related field.
