The HR Specialist in Texas City, TX is a member of the local Human Resource team and works under the direction of the local Human Resource manager providing overall support of the human resource function including company policy and compliance, recruiting, benefits administration, and supporting all aspects of the employee life cycle. This position also serves as a source of data and expertise for HR processes while supporting the HR team, site management, and other INEOS locations on various special projects as needed. 

Responsibilities AND Accountabilities

  • Facilitate HR transactions related to personnel; personnel moves, performance evaluations, probationary evaluations, hires and terminations, job postings, relocation administration, pre-hire clearance (background check, physical, I-9s, etc.), random drug screens, etc.

  • Responsible for onboarding and off-boarding processes which include conducting orientation sessions, stay interviews, exit interviews, and HRIS updates.

  • Coordinate hiring process, conduct phone screens, schedule interviews, greet candidates, track candidates, assist hiring managers through the selection process by providing guidance, offering hiring solutions, and assisting new hires through the pre-employment process.

  • Addresses employee relations issues, such as harassment allegations, work complaints, or other employee concerns.

  • Use in-depth human resources knowledge to assist HR Manager and line supervision in interpreting and consistently applying policies, programs, and processes.

  • Develops and assists with staffing reviews, succession plans, and individual development plans.

  • Measures, integrates and aligns HR initiatives in support of defined strategies; and develop common tools, approaches and measurements.

  • Ensures compliance with federal and state laws and regulations relative to compensation, benefits, employment, payroll and worker’s compensation.

  • Designs, Develops & Delivers training by working with subject matter experts, end-users, and management to identify training strategies and key training and development deliverables.

  • Maintain precise employee records within the HRIS system as well as personnel files and prepare necessary reports as required.

  • Oversee employee benefits administration and ensure their smooth implementation.

  • Coordinate activities with temporary staffing agencies and associated personnel.

  • Generate reports, draft documents, letters, and HR process-related instructions.

  • Implements design and upkeep of local HR intranet website.

  • Gather, consolidate, and draft information for internal and external correspondence, presentations, and reports with precision, accuracy and a keen eye for detail.

  • Track and facilitate union grievance process.

  • Maintains hourly seniority information database and site organization charts.

  • Perform data analysis and provide recommendations to the HR Manager.

  • Participates in and leads other projects and performs other related duties as required and assigned.

  • Serves as a backup for all HR functions, as needed.

Skills & Knowledge Required

Education/Experience

  • Associates Degree in Finance, Accounting, Business Administration or Human Resources required. Bachelor’s Degree preferred.

  • 5+ years of HR related experience in multiple areas such as payroll, employee HRIS and reporting, sourcing and selection, employment law, employee relations, compensation and benefits, etc. Will consider Bachelor’s Degree in HR or related field in lieu of experience.

  • 18 Years of Age with a High School diploma or GED.

  • Must possess or obtain a Transportation Worker Identification Credential (TWIC) card prior to first day of employment.

  • Possess a current, valid license to operate a motor vehicle in the United States.

  • Must be legally authorized to work in the United States on a permanent basis without visa sponsorship (U.S. citizen, U.S. Permanent Resident).

  • Demonstrated knowledge of HR laws such as EEOC guidelines, FLSA and ADA in US or equivalent labor laws in international locations.

  • Demonstrated ability to prioritize multiple tasks simultaneously in a deadline-driven, fast-paced environment based on the highest value add to business.
