Main Purpose
The Health & Safety Technician is an integral part of the INEOS Joliet Safety Health and Environmental Team. The Safety Health and Environmental Team prioritizes safety and environmental objectives and sets compliance expectations for the plant. As part of the Safety Health and Environmental Team, this person is expected to respectfully challenge any plant operation or proposed operation that puts compliance at risk and work as part of the team to find a solution that maintains compliance objectives. This role requires the ability to communicate professionally and clearly to internal leadership and operations.
RESPONSIBILITIES and ACCOUNTABILITIES
Key Responsibilities
Emergency Response Responsibilities
- Member of the site emergency response team, including river response, confined space and high angle rescue, hazmat, and industrial fire response.
- Perform and/or coordinate various mechanical integrity tasks to include annual fire extinguisher inspection and maintenance; annual fire hydrant and fire monitor inspections and maintenance; monthly and annual PIV inspections; inspections of plant fire protection systems, sprinklers, alarms and AEDs; inspection of SCBAs, haz-mat suits and rescue equipment.
- Record, retain and manage compliance documentation for various mechanical integrity tasks and other Emergency Response tasks.
- Development of confined space rescue pre-plans and other emergency response plans.
Health & Safety Responsibilities
- Conduct regular field audits of Health and Safety Programs
- Conduct hazard assessments including Job Safety Analysis, noise monitoring, air monitoring, etc.
- Conduct or assist in safety training as needed to include fall protection, confined space, general work permitting, behavioral based safety, new employee orientation, fire extinguisher and hazmat
- Issue and manage stock of 4-Gas monitors and other safety related equipment to maintenance and other personnel daily
- Conduct other health safety or environmental inspections as needed.
Principal Accountabilities
- Accurate and on-time completion of all required reporting, testing, and commitments to stakeholders.
- Identify, communicate and address safety compliance risks.
- Provide support in resolving issues that have been raised in executing work safely.
- Build solid working relationships with all groups of the plant and develop working knowledge of the plant to be able to resolve safety issues while meeting business needs.
- Improve site safety performance by continuing to learn from incidents and other sites and implementing those learnings into procedures and training.
Skills & Knowledge Required
Education/Experience
- HS Diploma or equivalent; Associate or Bachelor’s degree in a technical field preferred.
- Experience in fire and emergency response activities.
- Minimum 3 years working experience in a Chemical, Refinery or Manufacturing Facility.
Skills/Competencies
- Prior safety role experience preferred.
- Emergency Response experience preferred.
- Knowledge of Federal OSHA standards and NFPA standards.
- Knowledgeable of Petro-chemical industry best practices for implementation of life critical safety standards.
- Must have a strong, demonstrated commitment to safety.
- Prior experience teaching classes preferred
- Self-motivated, with an ability and desire to work with others, including cross-functional teams.
- Ability to work in a fast-paced 24/7 environment.
- Strong organizational, interpersonal skills and advanced communication skills; both written and verbal.
- Computer skills in spreadsheets and word processing
- Excellent interpersonal skills and communication skills, both written and verbal.
Physical Requirements:
While performing the duties of this job, the employee is regularly required to work around and on industrial equipment, including frequent climbing of stairs and ladders, as well as performing office tasks requiring repetitive use of hands.
The employee must walk, stand and travel by car or other means and be able to work in a variety of environments that include both fieldwork and deskwork.
Minimum requirements include:
- Ability to appropriately deal with multiple and changing priorities.
- Maintaining constant awareness of personal safety and the safety of all other personnel. This includes knowledge procedures and rules.
- Being able to work in a safety sensitive environment that includes large rotating equipment and hazardous chemicals.
- Must be able to withstand both winter and summer temperatures while wearing the appropriate personal protective equipment.
- Must be comfortable working in a loud environment that could include exposure to fumes / odors or vibration from surrounding equipment.
- Being able to ascend and descend a barrel ladder with continuous vertical length of up to 35 feet.
- Being able to climb and descend stairs up to a total structure height of 80 feet or more.
- Being physically able to wear and navigate through the unit with an Air Purifying Respirator or SCBA if needed.
- Being able to pick up a 50 lb object such as a fire extinguisher or a large book/binder.
- Being able to work at a desk and operate routine items such as a computer and calculator; close visual acuity to perform an activity such as: preparing and analysing data and figures, transcribing, viewing a computer terminal, extensive reading, visual inspection involving small defects, small parts and/or operation of machines (including inspection), using measurement.
- Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make discriminations in sound.
- Being able to wear the appropriate PPE when inside the facility.
