Job Title:
Facilities & Contract Maintenance Team Lead
Role synopsis:
The Facilities and Contract Maintenance Team Lead is responsible for managing the Job Representatives overseeing Contract Maintenance. The group’s primary responsibility is to ensure that all contract employees work safely and productively. The group will be required to support routine maintenance and turnaround maintenance activities. The Team Lead is also responsible for managing Business Services and Building and Grounds for the site. Manages INEOS Aromatics, Styrolution and Contractor Job Representatives, has primary expense budget authority for Business Services and Buildings and Grounds cost centers, oversees contractor management and selection for Maintenance & Reliability.
Responsibilities and Accountabilities:
- Assures that all Safety, Health and Environmental (SHE) and Maintenance Procedures are given to contractors for their specified work.
- Assures that all incidents are reported immediately per site policy.
- Assures that every job involving contractors’ work has designated and trained job representatives.
- Ensures that only approved contractors perform work at the site and obtains authorization from the site leadership for any contractor that is not approved or is on probation.
- Assures that pre-job meetings are conducted with all contractors.
- Assures that the contractors comply with all elements of contract/job scope.
- Assures that contractors have current safety orientation credentials.
- Completes Contractor Gate Assignment forms as necessary.
- Assures that contractors are given applicable SDSs and obtains completed SDSs forms from contractors when any new materials are brought on site.
- Issues and authorizes gate passes for contractors’ removal of material as needed.
- Provides quarterly summaries of Contractor Performance Evaluations and Contractor feedback.
- Verifies and approves time sheets and invoices.
- Reports contractor labor hours to SHE monthly.
- Assures job scope requirements are understood and adhered to.
- Assures that job representatives provide frequent contact with contractors and report deficiencies.
- Periodically attends contractor tailgate meetings.
- Helps manage the vehicle fleet in the plant including all PPMs on the equipment.
- Assures that all contractor PPMs are complete and performed in a timely manner. Assures deficiencies identified by the PPMs are corrected.
- Manages Site Business Services and Buildings and Grounds activities.
- Develops multi-year plans for Buildings and Grounds that are aligned with maintaining sufficient cost and reliability.
- Develops and manages the cost center budgets for Site Business Services and Buildings and Grounds.
- Manages the service contracts and maintenance activities related to Buildings and Grounds (i.e. janitorial services, copiers, weed control, shelter-in-place, road repairs, security buildings, etc.)
- Actively administers the performance management process and executes the development plans to build capability of the group.
- Helps manage rental equipment usage, requirements, return and cost.
- Communicates all changes in the Contractor Management Program to all qualified contractor job representatives.
- Provides job representative training, and documents training for all job representatives.
- Provides and documents refresher training for job representatives on an annual basis.
- Assures that equipment inspections are current for contractors on site and for rental equipment.
- Completes routine Control of Work (PTW, LOTO, confined space, hot work, risk assessment) audits.
- Understand how the work of their team affects the environment. Set performance objectives and provide leadership for their area to minimize impact on the environment. Communicate the importance of these issues to their team. Support the site Environmental Management System (EMS).
Compliance with and promotion of different behavioral and process safety initiatives and measures – supporting 20 INEOS SHE Principles, IGGN’s, SGGN’s, SHE KPI’s, risk assessments, etc. These initiatives are reviewed on yearly appraisals.
Skills & Knowledge Required:
Required:
- Degree required: HS diploma or GED
- 10 years maintenance execution experience
- Proficient in use of computer software deemed necessary to perform his/her job
- SAP knowledge
- Proficient with Microsoft Programs
Preferred:
- Previous supervisory experience is a plus.
- Training as maintenance craftsperson or planner preferred.
- Familiar with turnaround execution practices and capital project process.
- Capable of reading and understanding plant design drawings, plant specifications, vendor drawings, equipment drawings and field sketches.
- Ability to understand contracts and monitor for adherence.
- Ability to analyze schedules and provide feedback to management and supervision.
- General knowledge of procurement, warehousing and contracting work processes.
- Must have excellent communications skills in English.
