ABOUT OUR OPPORTUNITY

The Central TAR Team was established in 2021 to bring a consistent, best practice approach to INEOS O&P UK TARs at the Grangemouth complex.  With an extensive TAR Programme of £250m over the next five years, we require a TAR Quantity Surveyor (Estimator) with relevant experience in turnaround management to play a key role in the delivery and support of this growth in our business.

The purpose of this role is to manage all elements of quantity surveying and estimating through the Turnaround (TAR) Lifecycle and to prepare information for main contracts and manage through execution and closeout.

Please note this position is known internally as a TAR Estimator.

Key accountabilities

  • In the initial phases of the TAR to work with the TAR Manager, Planners and Schedulers to develop Order of Magnitude and ±30% estimates
  • In later phases of TAR planning to then generate ±20% & ±10% estimates. To identify differences between estimates and contractor proposals
  • To assist the TAR Manager in selecting contract types and contractors based on lessons learned from previous events and input into the contract philosophy / procurement strategy
  • To actively gather the inputs from Technical members of the TAR team to generate and/or review Scopes of Work and Requests for Proposals
  • To generate pricing templates for contractors to complete. This will ensure that it is easier to perform bid evaluation
  • To lead / be part of TAR bid evaluation team to ensure that bid is technically compliant. As part of this process it is to make recommendations to procurement as to areas where costs reduction / clarifications are to be sought
  • Perform lead role in managing TAR costs during execution
  • To take an active approach to performance management throughout the post contract award cycle
  • To participate and assist in contract closeout by processing payments, reviewing claims and managing disputes. Where dispute resolution is more complex to then involve procurement

  • Key Interface between, TAR Management, Engineers, Logistics Coordinator, Planning, Scheduling, Materials, SHE, Procurement and Contractors
  • Ability to interpret technical requirements prior to plan being fully developed
  • Good understanding of NAECI
  • Periods of additional hours and weekends required  to support TAR and any other unplanned events

ABOUT YOU

You should:

  • Be qualified in Quantity Surveying with experience in a similar role
  • Be able to build and maintain bottom up estimates
  • Have experience in managing several contractors and contracts concurrently
  • Have knowledge of administration of different contract types i.e. Fixed price, Target, reimbursable etc.
  • Be a negotiator and communicator
  • Demonstrate an organised and methodical work ethic
  • Be comfortable working with internal and external stakeholders at all levels
  • Be highly proficient in computer systems, particularly Microsoft Excel
  • Have experience of working within multi-disciplined engineering teams

You may also:

  • Have pervious exposure to quantity take offs for various disciplines such as Mechanical & Piping, E&I and SIPS
