Organizational context and job purpose

The O&P USA business includes the product lines Ethylene, propylene, butadiene, polypropylene and High density polyethylene.  Manufacturing sites include Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (LA Porte, TX), and Carson, (Carson, CA), with a division office in League City, TX. 

The BMC plant, which is located in La Porte, Texas, manufactures more than 2.5 billion pounds of polyethylene and polypropylene annually.  These materials are used in many applications such as containers for milk, water, fruit juice and other liquids, high gloss containers, rope, carpet backing, piping, films, and non-woven textiles.

Responsibilities AND Accountabilities

There is a need for an Environmental Engineer at the Battleground Manufacturing Complex.  The Environmental Engineer position is responsible for regulatory compliance at the BMC facility. The position defines, maintains, and audits programs for environmental sampling, analytical, reporting and associated record keeping for compliance with the environmental permits issued by TCEQ & USEPA.  Responsibilities include ensuring permit applications and modifications, as well as all environmental reporting, are completed in a timely manner. The role involves considerable interaction with the BMC Operations, Laboratory, Maintenance, Safety, and Management personnel.  Position also establishes liaison with State and Federal environmental regulatory agencies, as well as intra-company environmental technical groups.

This position is accountable for understanding and putting into practice the INEOS 20 Principles.

  • Primary responsibility is for air emissions with secondary responsibility for water and waste.
  • Being a recognized expert in the field of air emissions, permitting, and regulatory analysis; adopting & implementing best practices to resolve long-standing problems and new regulatory applicability.
  • Develops, implements, and maintains the environmental systems for ensuring and documenting compliance with the BMC EPA and TCEQ air permits, authorization and regulations.  Provides guidance to Operations, Maintenance, and other plant groups to implement those systems.
  • Prepares and submits all air-related regulatory reports to USEPA, TCEQ and Site Leadership Team.
  • Keeps the Site Leadership Team informed on selected air topics on a monthly basis.
  • Prepares permit applications and/or amends existing permits to allow for improvements at the BMC Site as regulations require.
  • Reviews proposed process changes and ensures Site is in compliance with all environmental requirements prior to changes or new projects.
  • Conducts audits and provides other environmental surveillance as necessary to insure facilities are in compliance with applicable environmental laws, regulations, and permits.
  • Anticipates problems involving compliance and develops innovative approaches to address those issues.
  • Provides pre-commissioning and start-up assistance to Operations for capital projects.
  • Provides review of Operations, Maintenance, and Laboratory Standard Operating Procedures for environmental compliance.
  • Provides environmental engineering support to Operations and Maintenance for environmental control equipment and systems.
  • Coordinates training of plant personnel in environmental areas in close cooperation with the Training Coordinator.
  • Networks with other INEOS sites to share best practices, enhance network operation, and determine ways to implement value-added ideas.
  • Investigates permit excursions and files necessary reports with applicable agency.  Assists incident investigation team in determining root cause and recommended corrective actions.
  • Expected to lead Six-Sigma Green Belt project in area of expertise.

Recordkeeping and Reporting:

  • Submit Air Emission Event reports for Reportable Quantity (RQ) exceedances to state (TCEQ) and federal (NRC) agencies
  • Maintain records for non-reportable (recordable) emission events
  • Coordinate agency visits and review

Education and Experience:

  • Bachelor’s degree in engineering or related field required.
  • 5 years’ experience preferred in managing air programs in petrochemical or refinery facilities.
  • Polyolefins/Olefins manufacturing experience is preferred.
  • Six-Sigma Green Belt certification is beneficial.

Skills and Competencies:

  • Expert knowledge of Texas air regulations, especially in the HGA non-attainment area.
  • Expert knowledge of federal air regulations, especially those pertaining to petrochemical, Polyolefin/Olefins operations.
  • In-depth knowledge of chemical reaction and distillation process design to effectively demonstrate routine emissions for permit applications and upset conditions.
  • Excellent knowledge of chemical engineering math needed to calculate mass balances, partial vapor pressures, and combustion reactions for various routine reports and demonstrations.
  • Strong written and oral communication skills needed to interact effectively with regulatory agencies, community and plant representatives.
  • Strong interpersonal skills needed to effectively influence others to achieve desired outcomes.
  • Demonstrated skill with solving problems and making decisions – Results Oriented.
  • Self-directed and self-motivated team player.
  • Proficient use of computer applications and databases allowing position to implement environmental programs and to use sophisticated modelling programs to predict emissions and releases.
