FPS is a 100% INEOS-owned integrated oil and gas liquid transportation and processing system with a nominal capacity in excess of one million barrels per day serving the central area of the North Sea.

Oil and gas liquids from over 50 offshore fields and St Fergus flow through pipelines into FPS. FPS transports crude oil and gas liquids from offshore and onshore entry points, processes the liquids at Kinneil and redelivers to the customer Forties Blend crude oil at Hound Point and either Raw Gas or fractionated Gas Products at Grangemouth

job purpose

  • Provides Environment, Social and Governance expertise to the INEOS FPS Business;
  • Strategic regulatory contact for SEPA/OPRED/NSTA interactions;
  • Sets the standard, drives agenda and reports on KPIs for delivery of the full range of environmental management, occupational safety, and health and well-being;
  • Defines and implements longer-term SHE improvements required to meet, or where practicable, exceed relevant legislative and group requirements in pursuit of SHE excellence. 

principle accountabilities

  • Provides technical expertise and assurance on License to Operate documentation, including, environmental permits/ licences/ consents/ authorisations, Safety Reports and Safety Case requirements required to operate FPS in a responsible and compliant manner;
  • Assure the FPS Operations Leadership Team that all SHE and permit/ licence/ consent/ authorisation requirements are being met to prevent non-compliances and regulator enforcement action;
  • Sets standards and objectives and leads a small team of skilled SHE specialists (c. 4 employees and contractor personnel) to promote and uphold policy goals;
  • INEOS FPS Business Gatekeeper, responsible for ensuring FPS are compliant with INEOS Group Sustainability requirements including the European Sustainability Reporting Standards, and sharing best practice in climate, energy, environmental, social and governance; Identifies and interprets current and updated regulatory requirements and industry best practice.  Assess and communicate the potential impacts of regulatory change and engage key business stakeholders on implementation requirements;
  • Complete gap-analyses, develop strategies, and establish action plans to ensure all current, and future, legislative and INEOS Group requirements pertaining to environmental management are appropriately identified, defined and implemented to meet FPS business targets
  • Provide competent advice and expertise on risk based regulatory principles such as ALARP, BAT and SFAIRP to enable informed decisions to be made relating to legislative requirements;
  • Responsible for advising Project & Asset Management teams on Environmental studies and requirements relating to specific activities, enabling INEOS FPS license to operate requirements to be met;
  • Support emergency preparedness specialists, technical teams, and deployed SHE Advisors, undertake asset activities that are required to support delivery of environmental improvements within FPS (e.g. Environmental Risk Assessment (ERA) Updates, Oil Spill Modelling Updates etc.);
  • Management System Element 3 delegate owner, accountable for governance, content, performance management & continuous improvement for Environmental Management, Safety, and Health & Hygiene;
  • Provide clear leadership, support, coaching and development to team to enable business and personal objectives to be achieved in a cost effective and timely manner. Arrange and performance manage any 3rd party specialist resource required to improve SHE performance;
  • Manages SHE related budgets and 3rd party contractors activity to improve business outcomes, ensuring that deliverables are clearly defined and that scopes are delivered on time, within budget and to a high standard;
  • Develops annual improvement plan in the areas of SHE Management (Inc. Net Zero Roadmap), and implements appropriate Level 1 & 2 assurance requirements;
  • Represent FPS through effective external consultative groups, communications networks, industry associations, and regulatory bodies to share learning and influence the direction of future national environmental legislation and industry best-practice guidance;
  • Provides oversight to Contractor Safety and SRPM related initiatives in support of the SHE Advisor (Central);
  • Adhere to and be responsible for the promotion of Ineos 20 Principles and 7 Life Saving Rules to team, colleagues and external vendors

  • Requires travel to onshore sites, offices, offshore and to remote sites periodically;

qualifications and technical experience

Minimum Qualifications

  • Relevant degree in Engineering, Science, SHE or equivalent.
  • Chartered member of appropriate industry institute (preferred).

Minimum Experience

  • Track-record of leadership delivery – positively changing outcomes through others.
  • Relevant industry experience including line management accountability.
  • Track-record of implementing robust risk-based decisions in a major accident environment including engagement with appropriate regulatory bodies.
  • Knowledge of oil / gas / petrochemicals operations, maintenance, engineering and projects.
  • Knowledge of monitoring and reporting requirements as defined in UK Emissions Trading Scheme legislation;

Job-Specific Skills

  • Ability to effectively manage external relationships with regulators and other key stakeholders.
  • Up to date knowledge of Offshore and Onshore Legislation and Regulations, including Sustainability (ESG) requirements.

Job Knowledge Skills

  • Ability to interpret legal statute and industry guidance.
  • Strong communication, engagement and coaching skills, with a capacity to influence SHE matters at all levels within an organisation.
  • Strong knowledge of SHE legislation, permitting and reporting requirements (both internal and external).
