Organizational context and job purpose

Organizational Context:

INEOS is a global manufacturer of petrochemicals, specialty chemicals and oil products.  It comprises 36 businesses each with a major chemical company heritage.  Its production network spans 194 sites in 29 countries throughout the world.  The INEOS Olefins & Polymers USA business is a major participant in the North American chemical industry, with an annual manufacturing capacity of 9.6 billion pounds of petrochemicals.  Manufacturing sites include Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (La Porte, TX), and Carson (Carson, CA), with a corporate office in League City, TX.

The 300-acre INEOS Battleground Manufacturing Complex (BMC) was originally built in 1956 and is located on the Houston ship channel east of Houston, Texas.  Currently, BMC produces both high-density polyethylene and polypropylene.  The polypropylene line has a capacity of approximately 320 million pounds per year, and the seven polyethylene lines have a combined capacity of approximately 3 billion pounds per year.  The BMC site has a state-of-the-art technical center which integrates research and development, technical services and quality assurance.  

Purpose of the job:

The Emergency & Security Supervisor serves as leader of the manufacturing site Emergency Response Team (ERT) and the contract security workforce and is responsible to advise site management regarding preparedness tactics for risks and liabilities associated with major emergencies. The position also either directly or indirectly supervises contractors or technicians that provide support to emergency and security preparedness programs and/or maintain fire protection equipment at the site.

The position also is responsible to develop and manage programs to ensure sites meet specific legal requirements and standards pertinent to emergency response and security from institutions such as OSHA, Department of Homeland Security, NFPA, etc.

Responsibilities AND Accountabilities

The position is accountable for understanding and putting into practice the INEOS  20 Principles. Additionally, the supervisor has a special responsibility to cascade the understanding of these principles through their team.

Accountability 1:

Maintain site emergency preparedness plans and capability sufficient to meet regulatory requirements, applicable industry standards and O&P USA policies. Most important activities:

  • Maintain sufficient site ERT staffing levels and training to meet desired response for any emergencies such as fire, rescue, security threat, medical and hazmat.
  • Coordinate and provide training and drills for site ERT and IMT to support and manage emergencies.
  • Manage specific threats, such as Bomb Threats
  • Facilitate Inclement Weather site preparation by tracking potential site impacts and communicating details
  • Oversee operation and maintenance of site emergency response equipment.
  • Conduct inspections and audits to improve site preparedness.
  • Available to support the site as needed.
  • Lead and participate in investigations as required.

Accountability 2:

Maintain site physical security in compliance with external requirements & O&P USA policies and consistent with sites-specific risks and vulnerabilities. Most important activities:

  • Ensure site security procedures are effective and current.
  • Oversees the performance of contract security workforce
  • Ensure security incidents are reported, documented and followed up in an effort to prevent re-occurrence.
  • Provide liaison with O&P USA Security Advisor and external law enforcement and other governmental officials.
  • Coordinates maintenance of surveillance equipment, muster system, fire protection equipment.
  • Coordinates maintenance of emergency response vehicles on-site.

Accountability 3:

Stewardship of people. Most important activities:

  • Supervise technicians who provide support to site emergency preparedness programs and equipment.
  • Conduct periodic performance reviews and workload prioritization to maintain continuous delivery while enhancing team productivity.
  • Mentor, coach, motivate, and evaluate the team.
  • Maintain ongoing motivation and moral of 100% voluntary ERT.
  • Supervise site workforce while they function as members of ERT.

Accountability 4:

Maintain beneficial relationships with key community, governmental, and industry contacts. Most important activities:

  • Maintain a good working relationship with key local community and government leaders.
  • Maintain contacts for access to key community and governmental leaders.
  • Participate in selected industry associations/trade groups to benchmark and leverage learnings.
  • Participate and maintain good working relationships with CIMA leadership and members.

Skills & Knowledge Required

Education/Experience

  • High School Degree required, college degree or credits beneficial
  • 10+ years’ experience in petrochemical manufacturing.
  • Experience as a member of a petrochemical site ERT or direct experience working as a firefighter.

Most Important Skills & Knowledge

Technical Skills:

  • Knowledge in advanced emergency response techniques including firefighting, rescue, medical and Hazmat.
  • Previous experience in developing and implementing manufacturing site emergency preparedness plans.
  • Experience and knowledge of manufacturing operations.
  • Understanding of project management
  • Familiarity with basic safety and environmental management systems
  • Advanced knowledge of fire protection systems, i.e. deluge and fire detection
