Cost Engineer

Project ONE will invest more than 3 billion euros in a state-of-the-art ethane cracker and associated utilities, storage, and energy facilities (OSBL). Our goal is to become ‘best in class’ within the European cracker industry, setting safety and environmental standards well above those of existing competitors.

Are you an analytical and structured professional with experience in project cost control and planning? For INEOS Olefins Belgium NV, based in Lillo, we are looking for a Cost Engineer who will play a key role in the preparation and execution of CAPEX projects.

Responsibilities

Cost Estimation

  • Prepare and review investment cost estimates (Class 5 to 2) in line with AACE standards by collecting input from various disciplines and using historical data and installation factors.
  • Support project engineers in preparing estimates for smaller projects.

Cost Control

  • Monitor project budgets and analyze deviations by comparing actual costs with the planned scope.
  • Support project teams in managing project costs and report to project managers.

Project Planning

  • Develop project schedules (L1 to L4) using Primavera or MS Project.
  • Analyze risks, bottlenecks, and critical paths in project planning.
  • Carry out gate reviews and ensure lessons learned are integrated.
  • Support project managers in tracking progress and milestones.

Profile

  • At least a bachelor’s degree with a minimum of 10 years of experience in cost estimating, cost control, or project controls.
  • Fluent in Dutch and English; knowledge of German is an asset.
  • In-depth knowledge and skills in cost estimation, planning, risk management, and progress control according to international standards such as AACE.
  • Preferably a Certified Cost Professional (CCP) or willing to obtain certification.
  • Ability to develop technical work structures (WBS) and interpret cost data and tendering processes.
  • Experience with data analysis, benchmarking, and productivity analysis in project environments.
  • Strong understanding of technical documentation; SAP knowledge is a plus.
  • Excellent communication, organizational, and teamwork skills, with a precise, responsible working style.
