Organizational context and job purpose

The O&P USA business includes the product lines Ethylene, Propylene, Butadiene, Polypropylene and Polyethylene.  Manufacturing sites include Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (LaPorte, TX), and Carson (Carson, CA), with the headquarters located in League City, TX. 

How the Role Fits In:

The Contractor Coordinator, Site Logistics – CBW is responsible for the overall coordination of third-party supply chain service providers.

The Main Purpose of the Role: 

The primary areas of responsibility include rail operations (rail car wash, rail car switching and weighing operations), rail track maintenance, rail car maintenance and bulk truck transload operations.

The position requires the ability to schedule and set day-to-day priorities and actions with Site Operations, Supply Chain Operations and service providers to balance total cost with the benefits.  This position requires the ability to work with a team of Logistics and Site operations and staff to influence and drive the local team to execute safety objectives, business goals and improvements in an environment of conflicting and changing priorities to meet the site performance contract and the supply chain performance contract.

Responsibilities AND Accountabilities

  • Promote, ensure, and sustain commitment to operations with no harm to people and to the environment by visibly demonstrating Safety Leadership.
  • Support and promote Ineos 20 Principles and Life Saving Rules to ensure all Supply Chain Contractors have knowledge of and follow.
  • Support Site Logistics SHEQ activities, meetings, and inspections to ensure compliance with Site/Supply Chain Operations policies and procedures.
  • Support environmental activities (including Operation Clean Sweep) to ensure compliance with Site standards and federal, state, and local regulations.
  • Promote, ensure, and sustain appropriate employee involvement in SHEQ systems and processes.
  • Ensure compliance with Management of Change (MOC), incident software system inputs, incident investigations, and action items.
  • Function as the Job Representative for Logistics-related contractors
  • Coordinate and track progress of rail repairs and site rail maintenance activity by providing oversight to the contract provider for track maintenance.
  • Issue permits all site logistics activities.
  • Drive improvements in planning and scheduling of track maintenance.
  • Support maintenance, usage, and operation of the yard management software system by coordinating with the contract service provider to ensure accurate railcar location and railcar switching.
  • Coordinate and execute capital projects for Site Logistics by serving as the FEL lead and/or job rep and coordinate amongst departments.
  • Coordinate site rail operations activity by providing oversight to the contract provider for rail switching, car wash, and car repair.
  • Support operations and maintenance of the onsite bulk truck loading facility as required.
  • Support site product shipping activities.
  • Interface with the manufacturing team and Supply Chain Operations personnel to identify improvement opportunities in the areas of SHEQ, Reliability, and Cost savings/Productivity and to execute same with proper sanction.
  • Support SAP activities including creation of notifications, requisitions, and maintenance tracking.
  • Support the quality management process and provide oversight to the day-to-day activities of Site Logistics to ensure operations meets or exceeds the requirements of customers and other stakeholders.
  • Participate on function/business/site committees as assigned.
  • Fill in for Site Logistics Team Lead as needed.

Skills & Knowledge Required

Education/Experience

Level of education & Experience in general

  • High School Diploma or equivalent required; associates degree or college level credits beneficial
  • Five years of experience in supply chain or manufacturing operations preferred

  • Participates in and guides observations and audits of contractor personnel leading to corrective actions and improvement in safety and operational performance.
  • Participates in and guides contractor training activities, both new hire and refresher training.
  • Participates in and facilitates safety focus for site contractors including Job Safety Analysis (JSA’s), Key Performance Index (KPI’s), safety meetings, shift starting meetings, and lessons learned sessions.
  • Completes safety incident and customer complaint reports focusing on root cause determination and effective corrective action.
  • Defines personal success in terms of the whole team.
  • Makes timely and effective decisions, includes use of good judgment and consideration of proper balance between benefits/risks.
  • Creates strong morale and spirit, feeling of belonging in team, broadly shares both routine and important tasks with internal and external team members.
  • Working knowledge of SAP
