Compensation Grade
The Contract Services Lead is responsible for coordinating and facilitating the safe execution of major maintenance jobs and project work by the contracted workforce. This role communicates to the Manufacturing teams, Maintenance Team, and Project Team, on the status and schedule of these activities. This also includes coordination of Turnaround/outage related contractors.
Accountabilities of the job:
- Responsible for the safety of the contracted workforce that this position oversees above any other outcome, requiring and promoting compliance with the INEOS Life Saving Rules and the INEOS 20 Principles of Process and Behavioral Safety, and site policies/standards.
- Ensure all maintenance activities are planned and executed in compliance with site environmental compliance requirements (reporting, LDAR repair timing, etc.)
- Be a safety leader through visible leadership in the field, including safety observation conversations, audits, and near miss reporting.
- Adhere to the SHE incident management system established for the site including participation in reporting, incident investigations, sharing of lessons learned, corrective action tracking and personnel training.
- Knowledgeable of the specific process and maintenance execution hazards within the unit to be able to plan work and communicate those hazards to execution forces.
- Verifies clear understanding of work scope, carefully reviews the type of work and potential safety or process reliability hazards.
- Takes appropriate action to initiate proper safety reviews (e.g., temporary job plan, confined space, hot work, etc.) when reviewing the work scope.
- Provide technical advice on a broad range of SHE issues relating to Safe Work Permitting and elevated signatory review of work based on scope of work.
- Participate in monthly safety meetings and ensure toolbox talks with contracted workforce are being conducted.
- Supports maintenance of asset condition per INEOS Asset Care guidelines.
- Responsible for coordinating with Asset Work Execution Supervisors on larger, more complex jobs including review of work scope with Operations, Execution Forces, Planner/Schedulers to verify clear understanding and development of timelines as needed.
- Participates in pre-job review meetings with outside service contractors to review job requirements.
- Analyze the execution of the job versus the job plan and compares labor and material actual versus estimates. Communicates to planner/schedulers the need for updates
- Heavy field presence verifying the right people, tools, and work processes for the job, to identify delays, interferences, and poor sequencing.
- Ensure that appropriate third-party resources are deployed based on maintenance schedule and Asset priority work.
- Make/review proposals with discipline engineers to improve efficiency of engineering and maintenance provision.
- Give active input into engineering issues and suggest solutions.
- Monitor key performance indicators (KPI’s) of the contracted workforce, such as schedule compliance, “time on tools”, and push for initiatives to improve performance against these.
- Oversee the contractors – meetings / review reports / field audits – confirm they are effective and efficient at their work.
- Track and complete daily scheduled maintenance activities, audit closure of work orders for content, data, and relevant history.
- Verify quality of work.
- Collaborate daily with Planner and contractor schedulers to develop a rough draft of the next day’s schedule prior to daily meetings.
- Feed real time execution feedback to planners, Maintenance Superintendent, engineers, and Manufacturing.
- Communicates execution risks, flag infeasible work early, and shares productivity impacts of ops decisions
- Drives maintenance cost improvements in conjunction with the department management team. Primary focus on budget performance, quality of work, and maintenance efficiency of the overseen efforts.
- Manage cost and overtime expenses of overseen efforts.
- Evaluate and assure material requisitions, work plans, and schedules are being utilized. Follow site Delegation of Authority (DOA) guidelines for purchase of material, equipment or services.
- Provide accurate monthly accruals for contractor services.
- Generate and implement cost reduction ideas to continuously improve cost efficiencies for the department and plant.
- Supervises the Technicians and Craftsmen within area of responsibility.
- Knows and follows all safety and environmental rules/regulations that affect the work area, adhering to all job expectations and both company and department policies and procedures.
- Perform field audits
- Leads a high-quality start of day meeting that clearly communicates expected safety and job performance behaviors and results.
- Develops relationships to promote teamwork between organizations.
- Spend some portion of their day in the work area or in the field coaching/supporting their employees.
Required profile:
Level of Education & Knowledge:
- High School Diploma/GED required
- At least 10 years of maintenance-related experience in a plant
- Leadership experience preferred
- Must possess or obtain a Transportation Worker Identification Credential (TWIC) card prior to first day of employment.
- Possess a current, valid license to operate a motor vehicle in the United States.
- Must be legally authorized to work in the United States on a permanent basis without visa sponsorship (U.S. citizen, U.S. Permanent Resident).
Experience & Technical Skills:
- SAP experience in areas of Plant Maintenance
- Ability to utilize Microsoft Office Suite tools
- Ability to demonstrate a strong working knowledge of the process and personal safety and health practices applicable in the petrochemical industry. This includes energy isolation, lockout tagout, work permitting, confined space entry, working from heights, hazard communication, lifting and hoisting, incident reporting and investigation, and MOC.
- Demonstrated technical capability to assess vendor quotes against repair objectives,
- Demonstrated capabilities to assess work sequencing, optimize work planning, scheduling, and cost is a plus.
- Knowledge and experience in executing preventive maintenance plans.
- Ability to read P&IDs.
